DRB Appointments Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Pearl Michalson, Deputy City Clerk Robin Crough, City Clerk SUBJECT: Appointments to the Design Review Board MEETING DATE: December 5, 2016 MEETING TYPE Action RECOMMENDED MOTION: I move to change the appointment designation of Peter Costanti to the non-professional position on the Design Review Board with a term ending on June 30, 2018, and appoint Walter Banziger to the professional position (architect) with a term ending June 30, 2017. BACKGROUND: The Design Review Board has one non–professional vacant term with an expiration date of June 30, 2018 and one professional (architect) term that ends on June 30, 2017. We have one existing board member currently in a professional position that could move to a non-professional position, and an applicant that could be appointed to a professional position. There are two applications on file for these positions. The Design Review Board was created under Section 18.62 of the Bozeman Municipal Code. Members are appointed to staggered two-year terms. The Board is charged with the design review of certain plans and proposals and should be comprised of six professional and two non- professional members. Professional members should be degreed in their respective disciplines and/or otherwise licensed or certified by their respective professional authorities. They shall include four architects, one architectural historian, one landscape architect/designer, and two non-professional members. At least one of the professional members shall have a demonstrated expertise in urban design. The non-professional members shall have an interest in, or knowledge of, architecture, urban design, or historic preservation. No member shall serve as a member of the City Planning Board or the Zoning Commission concurrently. The Board is generally advisory to the City Planning Board, Board of Adjustment, and the City Commission, although it does make the final decisions on some minor applications. There is one vacant seat (non-professional). There is one new applicant (reapplying from previous expired term) and one current board member being re-designated. I feel that because of my diverse scope of work that I would be a very well-rounded member of the board that can bring unique insight.
