OF THE CITY COMMISSION
BOZEMAN, MONTANA
February 6, 2002
The Commission of the City of Bozeman met in special session at Village Inn Pizza, 806 North 7th
Avenue, on Wednesday, February 6, 2002, at 12:00 noon. Present were Mayor Steve Kirchhoff,
Commissioner Jarvis Brown, Commissioner Andrew Cetraro, City Manager Clark Johnson and Clerk of the
Commission Robin Sullivan. Since a quorum of the Commission was present, minutes were taken.

At 12:50 p.m., after everyone had finished lunch, City Manager Johnson began the meeting, noting
the first order of business was to distribute awards and recognitions.
The City Manager noted that, in conjunction with the "M" restoration project, City employees hauled
10 tons of Compost to the parking lot and subsequently carried it up the hill and spread it to restore the scars
from the trail. Mr. Todief Aasheim, who spearheaded the project, was extremely grateful for that work, and
gave the City Manager a certificate and a letter of appreciation to the employees involved.
Mayor Kirchhoff presented certificates of recognition to Dave Scheck, Street Foreman, and Roger
Sicz, Street/Sanitation Superintendent, for their extra effort in the "M" restoration project. The Mayor voiced
his appreciation for the good work of City employees, noting it is a wonderful reflection on the entire City and
the City Commission.
Mayor Kirchhoff stated that the Commissioners reviewed the business plans prepared as part of the
NxLeveL class, noting they were impressed with the entrepreneurial spirit reflected in those plans and how
they reflected "thinking outside the box". In recognition of exemplary work, he presented a $500 check to
Director of Libraries Alice Meister and a $250 check to Assistant Director of Public Safety--Support Mark
Lachapelle.
City Manager Johnson tumed attention to the pay for performance program, which is the main
subject of this meeting. He noted that a pre-evaluation meeting has been added, and that meeting is to be
completed prior to February 19, since the evaluation period is to run from February 19 through June 19, to
give him time to review the evaluations prior to June 30.
The City Manager responded to several questions regarding the market survey, for which he will hire
a consultant; the use of four peers for this year's evaluation; the meaning of the ratings and the justifications
for giving ratings other than "3" (or "full"); review of peer evaluations by a supervisor prior to completion of
the supervisor evaluation; supervisor challenges of peer ratings; conversion from skill levels to value to the
organization and change in rating structure; preference, but not mandate, for use of whole numbers in
evaluating; number of functions upon which to be evaluated, which must be between four and twelve for
each class specification, with all employees in the class specification being evaluated on those same
functions; expectations for new employees and employees in "acting" positions being evaluated under this
system; and setting of goals for the next evaluation pedod during the prior period evaluation.
City Manager Johnson concluded the session by reminding everyone that the first four steps in the
evaluation process must be completed by February 19, with evaluations to be submitted to him in late June
so he can conduct his review in early July and have any salary adjustments to Payroll for inclusion in the
July payroll.

There being no further business to come before the Commission at this time, Mayor Kirchhoff
adjoumed the meeting at 1:45 p.m.
