The Commission of the City of Bozeman met in regular session Wednesday, 24 January 1973, at 1:15
o'clock p.m. Present were Mayor Grabow, Commissioner Sedivy, Commissioner Lehrkind, Commissioner
Vandeventer, Commissioner Vollmer, City Manager Fryslie, Ass't. City Manager Keyes, Acting City Attorney
O'Connell and the Clerk
Commissioner Vollmer opened the meeting with a prayer and the following proceedings were had:
Minutes of the regular meeting held Wednesday, 17 January 1973, were approved as read.
Proclamation - Gratitude for the Coming Event of Peace in Vietnam:
Mayor Grabow announced his proclamation whereby all individuals, City, State and Nation pause
and express their gratitude for the coming event of peace in Vietnam. It was moved by Commissioner
Sedivy, seconded by Commissioner Lehrkind, that the Commission endorse the Mayors proclamation and
the motion was carried by the following Aye and No vote: Those voting Aye being Commissioner Sedivy,
Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer and Mayor Grabow; those voting
no, none.
2tt1.ication for Re-Zoning, Lots 1-10 of Block 22 of the Northern Pacific Addition
A letter received from George & Olive Lockie and David & Jennie Lockie with a proposal to change
Lots 1-10 of Block 22 of the Northern Pacific Addition, in the City of Bozeman from AA Zone to Motor
Business Zone was presented.
The Commission concurred with the recommendationof the City Manager and it was moved by Comm-
issioner Lehrkind, seconded by Commissioner Vandeventer, that they acknowledge receipt of the request
and refer it to the City-County Planning Board for investigation and recommendation. The motion
was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commiss-
ioner Vanderventer, Commissioner Vollmer, Commissioner Sedivy and Mayor Grabow; those voting No, none.
Daniel Stein: Fund Drive, Unification Church of Bozeman:
A letter received from Daniel Stein, Director of the Unification Church of Bozeman, requesting
permission to conduct a door to door scented candle sale in Bozeman during the month of February and
March was presented. The proceeds from the sale are to revitalize Americans to B true understanding
of God. It was moved by Commissioner Vandeventer, seconded by Commissioner Vollmer, that permission
be granted to conduct the fund drive and the motion was carried by the following Aye and No vote:
those voting Aye being Commissioner Vandeventer, Commissioner Vollmer, Commissioner Sedivy, Commiss-
ioner Lehrkind and Mayor Grabow; those voting No, none.
Application for Carnival License - Montana Hinter Fair - 27 Jan.. 3 Feb. 1973
A verbal request from the Montana Winter Fair Board for a City of Bozeman license to sponsor a
carnival from 27 January 1973 to 3 February 1973 was presented.
Following a thorough discussion, it was moved by Commissioner Vollmer, seconded by Commissioner
Sedivy, that the request from the Montana Winter Fair for a City of Bozeman License be approved with a
$100.00 license fee consideration as a charitable project and the motion was carried by the following
Aye and No vote; those voting aye being Commissioner Vollmer, Commissioner Sedivy, Commissioner
Lehrkind, Commissioner Vandeventer and Mayor Grabow; those voting No, none.
Withdrawal of Request to Change Zoning, Adjacent & North of College Street
A letter received from Attorney's Holter and Heath on behalf of the United Agencies, whereby
they expressed the desire to withdraw the request previously submitted for zoning changes on lands
located on West College Street from "A" residential zone to "B" residential zone on a tract between
Apollo Subdivision and Gray Tract was presented.
Following a discussion, it was moved by Commissioner Sedivy, seconded by Commissioner Lehrkind,
that they honor the request from Attorney's Holter and Heath for withdrawal of the request previously
submi tted for zoning change from "A" residential to "B" residential. The motion was carried by the
following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Lehrkind, Comm-
issioner Vandeventer, Commissioner Vollmer and Mayor Grabow; those voting no, none.
License Bonds - 4G Plumbing & Heat~ng, Mi.ssoula - Plbg. , Karl' Electric, Mi.ssoula - El_ectrical:
In compliance with Chapter 15 of the Bozeman Municipal Code, the electrical bond of Karr Electric
of Missoula and in compliance with Chapter 16 of the Bozeman Municipal Code the plumbing bond of 4G
Plumbing and Heating of Missoula was presented. The City Manager stated the Buildind Inspector had
recommended approval of the bonds and the Acting City Attorney had approved the bonds as to form. It
was moved by Commissioner Lehrkind, seconded by Commissioner Vandeventer, that the license bond be
approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner
Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, Commissioner Sedivy, and Commissioner
Grabow; those voting No, none

The City Manager commented on the above reports and recommended approval thereof. It was moved
by Commissioner Vandeventer, seconded by Commissioner Vollmer, that the reports be approved and ordered
filed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner
Vandeventer, Commissioner Vollmer, Commissioner Sedivy, Commissioner Lehrkind and Mayor Grabow; those
voting No, none.
Request for B.O.R. Payments, Recreation Complex $4,797.91
The applicants Billing #2 and payment request in accordance with the Land and Water Conservation
Fund Project No. 30-00171, Bozeman Recreation Complex in the amount of $4,797.91 was presented.
Following a discussion, it was moved by Commissioner Vollmer, seconded by Commissioner Sedivy,
that the application for Billing #2 for final payment of the tand and Water Conservation Fund Project
No. 30-0017l, Bozeman Recreation Complex in the amount of $4,797.91 be approved and forwarded to the
State of Montana Department of Fish and Game, Helena, Montana, for consideration and final payment
and the motion was carried by the following Aye and No vote; those voting Aye being Commissioner
Vollmer, Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer and }1ayor Grabow; those
voting No, none.
Examination of Depository Securities
In compliance with the provisions of Section 16-2618, R.C.M., 1947, the City Commission proceeded
to examine the receipts of Depository Bonds and Securities held by the Director of Finance as Security
for City funds deposited in Bozeman banks. It was moved by Commissioner Sedivy, seconded by Commiss-
ioner Lehrkind, that the securities be approved and a list of these be set forth in full in the
minutes of the meeting and the motionW8S carried by the following Aye and No vote: those voting Aye
being Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer, Commissi oner Vollmer
and Mayor Grabow; those voting No, none.

This is to certify that we, the Commission of the City of Bozeman, in compliance with the
provisions of Section 16-2618, R.C.M., 1947, have this day examined the receipts of the Federal I
Reserve Bank of Minneapolis, the Northwestern National Bank of Minneapolis, the Marquette National
Bank of Minneapolis, and the National bank of Commerce of Seattle, for the Depository Bonds held
by the Director of Finance as security for the deposit for the City of Bozeman Funds by the
several banks of Bozeman and find them to be as above stated, are hereby accepted and approved.
