Call meeting to order (6:10) A quorum of the Committee was not present Roll Call: Chris Mehl, Commission liaison Chris Saunders, Staff liaison Ben Nistler, public James Nickelson, Chair Rick Hixson, member Anna Rosenberry, member Craig Woolard, Public Works Director Shawn Kohtz, Public Works Development Review Engineer Chuck Winn, Assistant City Manager George Thompson, member – absent Rob Evans, member – absent Randy Carpenter, member - absent B. Changes to the Agenda - none C. Public Comment – Please state your name and address in an audible tone of voice for the record. This is the time for individuals to comment on matters falling within the purview of the Committee. There will also be an opportunity in conjunction with each action item for comments pertaining to that item. Please limit your comments to three minutes. No comments D. Minutes review and approval of September 15, 2016 No action was taken due to a lack of quorum. E. Action Items 1. Review and recommendation on the Fire Impact Fee Capital Improvement Program FY 18 to FY22 Ms. Rosenberry presented the draft document. Key question is whether to include Fire Station 4 as scheduled or unscheduled. A consultant has been selected to update the Fire Master Plan. Contract approval scheduled for 11/21/2016. Discussion of this question. No action was taken due to a lack of quorum. 2. Review and recommendation on the Transportation Impact Fee Capital Improvement Program FY 18 to FY22 Mr. Woolard presented the draft documents. Several changes from last year’s draft. Public Works has been working to refine the funding and timing approaches. The new data from the updated transportation master plan has been helpful. Arterial and Collector funds enable more proactive projects. Coordinating with a number of developers to get projects installed that remove impediments to development. Discussion on the projected revenues and how they support the proposed projects. No action was taken due to a lack of quorum. F. FYI/Discussion G.
