HomeMy WebLinkAbout2002-02-08 Minutes, City CommissionMINUTES OF THE SPECIAL MEETING OF THE CiTY COMMISSION BOZEMAN, MONTANA February 8, 2002 The Commission of the City of Bozeman met in special session at the Senior Center, 807 North Tracy Avenue, on Fdday, February 8, 2002, at 8:30 a.m. Present were Commissioner Marcia Youngman, Commissioner Lee Hietala and Commissioner Jarvis Brown. Since a quorum of the Commission was present, minutes were taken. Tour of various housing types and projects and subdivisions The tour, which included members of the Community Affordable Housing Advisory Board and the City Commission, left the Senior Center at 8:40 a.m. During the tour, which was narrated by Planning Director Andy Epple and HRDC representative Caren Roberty, the group saw a variety of housing types, including affordable and market-rate single-family, mobile home, multi-family and apartment complexes. The tour included a variety of housing projects and/or subdivisions, as reflected in the following list. Examples of single-family units included the Habitat for Humanity homes, Brentwood Subdivision, the HRDC project on North 24th Avenue, Durston Meadows, Harvest Creek Subdivision, Valley Unit Subdivision/Bridger Peaks Subdivision, Ferguson Meadows, Valley Creek Subdivision, Babcock Meadows, and Allison Subdivision, Phase II. The mobile home parks included Nelson Mobile Home Park, Wagon Wheel Mobile Home Park, and the West Babcock Mobile Home Park. Multi-family units, including condominiums and rental units, included Dairykeep, Aspen Meadows, Willowbrook, the multi-family complex constructed by John Marks on North 25th Avenue, Rose Park, and the multi-family units on Ravalli Street. Finally, the larger apartment projects included the Greenwood Apartments, Dadinton Manor, Arcadia Gardens, CastlebarApartments, Pond Row, Comstock Apartments, the apartments on West College Street constructed by Dave MacDonald, family housing on the MSU campus, the Boulevard Apartments, and the Blackwood Apartments. During the tour, the negative impacts of some of these housing developments were identified, particularly in Arcadia Gardens. Many positive aspects of the various types of housing were also discussed. It was noted that integrating some more affordable units into areas and subdivisions can result in very Iow impacts and maintain an attractive neighborhood; however, a heavy concentration of affordable units in a high-density setting can be disruptive and result in devaluation of those units and surrounding properties.
