The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal
Building, 13 September 1972,at 1:15 o'clock p.m. Present were Mayor Grabow, Commissioner Vandeventer,
Commissioner Sedivy, City Manager Fryslie, Ass't. City Manager Keyes, Acting City Attorney O'Connell
and the Clerk.
Commissioner Sedivy opened the meeting with a prayer and the following proceedings were had:
Minutes of the meeting held Wednesday, 6 September 1972 were approved as read.
Absence of Commissioner Lehrkind and Commissioner Vollmer:
In concurrence with the recommendation of the City Manager, it was moved by Commissioner Sedivy,
seconded by Commissioner Vandeventer, that the absence of Commissioner Lehrkind and Commissioner
Vollmer be authorized in compliance with Section 11-3245, R.C.M., 1947 and the motion was carried
by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Vande-
venter, Commissioner Grabow; those voting No, none.
Req~est - Amend Ordinance to Change the License Fee , Dog Licenses:
It was moved by Commissioner Vandeventer, seconded by Commissioner Sedivy, that the Acting City
~torney be instructed to draw up an ordinance amending the Dog License fee to provide that after
the first of July all dog licenses purchased would be half the annual fee. The motion was carried
by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commissioner Sed-
ivy and Mayor Grabow; those voting No, none.
proclamation: 1) Punt, Pass & Kick Day, 30 September 1972: 2) World Peace Day, 17 September 1972:
Mayor Grabow announced his proclamation of 30 September as "Punt, Pass and Kick Day" in the
City of Bozeman, and called upon all citizens of Bozeman to observe the day with the traditional
American spirit of competition and good sportsmanship. It was moved by Commissioner Sedivy, sec-
onded by Commissioner Vandeventer, that the proclamation as requested by KBMN and Bozeman Ford be
endorsed and the motion was carried by the following Aye and No vote: those voting Aye being Comm-
issioner Sedivy, Commissioner Vandeventer and Mayor Grabow; those voting No, none.
Mayor Grabow announced his proclamation of 17 September 1972 as ''World Peace Day" in the City
of Bozeman in the fervent hope that this will motivate Americans everywhere to work, each in his
own way and in concert with others for the attainment of those attributes in himself, in his comm-
unity, in his nationa and in the world that will lead to universal peace. It was moved by Commiss-
ioner Vandeventer, seconded by Commissioner Sedivy, that the proclamation be concurred in and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer,
Commissioner Sedivy and Mayor Grabow; those voting No, none.
Acceptance of Deed for Streets - 15th Avenue & Babcock Street:
A warranty deed whereby Burton G. Moe and Marlene S. Moe granted unto the City of Bozeman thirty
feet off the North end of the following described property to be dedicated for street purposes and
twenty feet of the East side, also to be dedicated for street purposes. All that part of the West
Half of the Southwest Quarter of Section Twelve in Township Two South of Range Five East, M.P.M., in-
cluded in Township Two South of Range Five East, M.P.M., was presented.
It was moved by Commissioner Sedivy, seconded by Commissioner Vandeventer, that the Warranty Deed
be accepted and filed for record with the County Clerk and Recorder and the motion was carried by
the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Vandeventer,
and Mayor Grabow; those voting No, none.
Authority to Attend the Montana League of Cities and Towns Convention, The City Commission and C~!1:
Manager, 13-16 September - Lewistown:
The Montana League of Cities and Towns has scheduled its 41st Annual Convention to be held in
Lewis town , 13-16 September and the City Manager recommended that members of the City Commission and
the City Manager be authorized to attend the Convention and that the Ass't City Manager be designated
to perform the duties of the City Manager during this period. It was moved by Commissioner Vande-
venter, seconded by Commissioner Sedivy, that authorization for the above to attend the meeting be
granted and, it being in the public interest their expenses be paid from the respective funds and
the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vande-
venter, Commissioner Sedivy, and Mayor Grabow; those voting No, none.

The City Manager commented on the reports and recommended approval thereof. It was moved by
Commissioner Sedivy, seconded by Commissioner Vandeventer, that the reports be approved and ordered
filed and the motion was carried by the following Aye and No vote: those voting Aye being Comm~
issioner Sedivy, Commissioner Vandeventer and Mayor Grabow; those voting No, none.
Commission Resolution No. 1539, Halks & Curbs Assessment for 1972, $15.798.63:
Resolution No. 1539 assessing cost of repair, replacement or construction of Sidewalks and
Curbs for the year 1972 in the amount of $15,798.63 was presented

ASSESSING A SPECIAL ASSESSMENT OF TAXES UPON CERTAIN PROPERTIES IN
THE CITY OF BOZEMAN, COUNTY OF GALLATIN, STATE OF MONTANA, TO DE-
FRAY THE COST OF CONSTRUCTING AND INSTALLING AND/OR REPAIRING
MISCELLANEOUS SIDEWALKS AND CURBS DURING THE YEAR 1972.

It was moved by Commissioner Vandeventer, seconded by Commissioner Sedivy, that the resolution
be provisionally passed and 20 September 1972, be the date set for public hearing and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commiss-
ioner Sedivy, Commissioner Grabow; those voting no. none.
Application for Beer License: !:linky-Dinky:
An application for a one-half year off premise beer license along with the appropriate fee
from the Hinky-Dinky was presented. The City Manager stated that he knew of no reason to deny this
application and recommended approval thereof. It was moved by Commissioner Sedivy, seconded by
Commissioner Vandeventer, that the application be approved and the Director of Finance be instructed
to issue the license and the motion was carried by the following Aye and No vote: those voting Aye
being Commissioner Sedivy, Commissioner Vandeventer and Mayor Grabow; those voting No, none.

There being no further business to come before the Commission at this time, it was moved by
Commissioner Vandeventer, seconded by Commissioner Sedivy, that the meeting be adjourned and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vande-
