HomeMy WebLinkAbout1972-09-06 Bozeman, Montana 6 September 1972 318 The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal Building, 6 September 1972, 1:15 o'clock p.m. Present were Mayor Grabow, Commissioner Sedivy, Comm- issioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, City Manager Frys1ie, Ass't. City Manager Keyes, Acting City Attorney O'Connell and the Clerk. Commissioner Vandeventer opened the meeting with a prayer and the following proceedings were had. Minutes of the regular session held Wednesday, 30 August 1972, were approved as read. I Hearing, Resolution No. 1532 - Intent to Create SID No. 516, 19th Ave & Lincoln Road, Trunk Sewer: Resolution No. 1538 - Creating SID No. 516: This was the time and place set in Commission Resolution No. 532 to hear protests to the creation of Special Improvement District No. 516. Affidavit of publication of Notice and the Clerks mailing certificate stating that all property owners had been notified as required by law were presented. The City Manager informed the Commission that as of 5:00 o'clock p.m., 1 September 1972, there were no protests on file and no one appeared to verbally protest the creation of the District. Commiss- ion Resolution No. 1537 creating the district: COMMISSION RESOLUTION NO. 1537 A RESOLUTION OF TIlE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, CREATING A SPECIAL IMPROVEMENT DISTRICT TO BE KNOWN AS SPECIAL IMPROVEMENT DISTRICT NO. 516, FOR THE PURPOSE OF CONSTRUCTION AND INSTALLATION OF TRUNK SANITARY SEWER MAINS AND APPURTENANCES TO SERVE TIlE LANDS INCLUDED WITHIN THE DISTRICT BOUND-- ARIES. THE CONSTRUCTION IN STALLATION OF SAID TRUNK SANITARY SEWER MAINS ARE MORE SPECIFICALLY DESCRIBED AS FOLLOWS: AN EIGHT (8) INCH SANITARY SEWER MAIN ON SOUTH NINETEENTH AVENUE FROM THE PRESENT SEWER TO LINCOLN ROAD AND THE CONSTRUCTION AND INSTALLATION OF A TEN (10) INCH SEWER FROM SOUTH NINETEENTH (19) AVENUE EASTERLY A DISTANCE OF TWO THOUSAND FOUR HUNDRED FIFTY FEET MORE OR LESS. THE CONSTRUCTION AND INSTALLATION TO INCLUDE ALL TRENCH EXCAVATION AND BACKFILL BEDDING MATERIALS, INSTALLATION OF SEWER MAINS, NECESSARY WYES, MANHOLES AND OTIlER APPURTENANCES. as prepared by the Acting City Attorney was presented. In concurrence with the recommendations of the City Manager, it was moved by Sedivy, seconded by Commissioner Lehrkind, that the reso1tuion be passed and adopted to create Special Improvement District No. 516 and the motion was carried by the I following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Lehrkind, Comm- issioner Vandeventer, Commissioner Vollmer and MaY0r Grabow; those voting No, none. Hearing, Resolution No. 1533, Intent to Create SID No. 517, Tai Lane Lateral Sewers: Resolution No. 1538, Creating SID No. 517: This was the time and place set in Commission Resolution No. 1533 to hear protests to the crea- tion of Special Improvement District No. 517. Plans &~ciqcations SID's 514, 516 and 517 for Approval: a) ^u_~hor~to Call for Cons_~_ruction Bids, Opening Date 27 September 1972: b) ~t~th~rity" to Advertise Sale of Bonds - 4 October 1972: Plans and Specifications covering the proposed improvement in Special Improvement District No. 514 for the construction of sanitary sewers through the Remington Addition, Special Improvement District No. 516 for construction of sanitary sewers from South Nineteenth Avenue to Lincoln Road a distance of 2,450 feet and Special Improvement District'No. 516 for construction of sanitary sewers I I 'J'. I I 319 TO serve Tai Lane Addition and a portion of Boylan Addition as prepared by Thomas, Dean & Hoskins, Inc., consulting engineers was placed before the Commission. In concurrence with the consulting engineers, the CLty Manager recommended that the plans and specifications as presented be approved and that a call for construction bids and sale of bonds for SID No. 514 in the maximum amount of $15,000.00, SID No. 516 in the maximum amount of $58,000.00 and SID No. 517 in the maximum amount of $23,000.00 be authorized. It was moved by Commissioner Vandeventer, seconded by Commissioner Vollmer, that the plans and specifications be approved and the Clerk of the Commission be authorized and irected to publish a "Call for Bids" for the construction of Special Improvement District's 514, 516 and 517 with an opening date of 27 September 1972, and to advertise for bids for the sale of the bonds in the approximate amount of $15,000.00 for SID No. 514, $58,000.00 for SID No. 516 and $23,000.00 for SID No. 517 to be received 4 October 1972 and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commissioner Vollmer, Commiss- ioner Sedivy, Commissioner Lehrkind and Mayor Grabow; those voting No, none. Authority to purchase 30 3/4" Water Meters - Approximately $1,100.00: The Water department has need for 30 3/4" water meters costing approximately $1,100.00 and the City Manager requested authority to purchase the meters. It was moved by Commissioner Vollmer, se- conded by Commissioner Sedivy, that the City Manager be granted authority to purchase the water meters and the motion was carried by the following Aye and No vote: those voting Aye being Commiss- ioner Vollmer, Commissioner Sedivy, Commissioner Vandeventer, Commissioner Lehrkind and Mayor Grabow, those voting No, none. Subdivision Plat - Sour ,Dough Ridge Subdivision No.1: The final plat of Sour Dough Ridge Subdivision No.1, was presented along with a favorable re- commendation from the City-County Planning Board. Following a discussion and noting that the plat conformed generally with the master plat of this area, the City Manager recommended that the plat be approved as presented. It was moved by Commiss- ioner Sedivy, seconded by Commissioner Lehrkind, that the plat be approved as recommended and the City Manager be authorized and directed to sign the plat as Director of Public Service and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer and Commissioner Vollmer and Mayor Grabow; those voting No, none. Application fo!,_HB Funds - Road Oil, $3,823.91: An application for the purchase of 24,153 gallons Road Oil from the Montana State Highway Comm- ission at an estimated cost of $3,823.91 to be paid for from fund allocated to the City under prov- isions of House Bill No. 42, 436, and 254, and complying with Rules and Regulations promulgated by the Montana State Department of Highways for administration of the Act was presented. It was moved by Commissioner Lehrkind, seconded by Commissioner Vandeventer, that the application be submitted to the Montana State Highway Commission as presented and the motion was carried by the following Aye and No vote; those voting Aye being Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, Commissioner Sedivy and Mayor Grabow; those voting No, none. Authority to Attend International Conference of Bldg. Officials, D. H. Barrick - 17-22 Sept. 1972: The International Conference of Building Officials have scheduled a conference to be held in Kansas City, Mo., 17-22 September and the Building Inspector had requested authority to attend the conference. It was moved by Commissioner Vandeventer, seconded by Commissioner Vollmer, that Building Inspector Barrick be authorized to attend the Conference and, it being in the public interest his expenses be paid from the General fund and the motion was carried by the following Aye and No vote; those voting Aye being Commissioner Vandeventer, Commissioner Vollmer, Commissioner Sedivy, Comm- issioner Lehrkind and Mayor Grabow, those voting No, none. Reports: The following reports were presented Building Inspector Police Chief Fire Chief The City Manager commented on the reports and recommended approval thereof. It was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being CommissioDer Vollmer, Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer and Mayor Grabow; those voting No, none. After examination of the Claims and checking against the claim register, it was moved by Commissioner Sedivy, seconded by Commissioner Lehrkind, that the claims be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer and Mayor Grabow; those voting No, none. Proclamation-Licensed Practic::2.l.Nurses t.Jeek, 10-16 September 1972: Mayor Grabow announced his proclamation of 10-16 September as "Licensed Practical Nurses" week as proclaimed by Governor Forest Anderson and called upon all people of theCity of Bozeman to recog- nize the "Licensed Practical Nurses" for their part in nursing and interest in better patient care. it was moved by Commissioner Lehrkind, seconded by Commissioner Vandeventer, that they endorse the Mayors proclamation and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Sedivy, Commissioner Vollmer and Mayor Grabow; those voting No, none.
