NURB board and Chairman Nelson,
I think the topic of the Aspen St. Bridge, and it’s NURB project order, needs to be revisited.
On recreational merit. There really isn’t any merit. The route would be a short
bridge connecting to a short trail segment. However It might prove to be an idyllic
spot to sometimes hang out and contemplate. On connectivity and community need. I feel it is currently slotted into the order of
projects fairly accurately when framed in a viewpoint towards community need. It
will become a convenience for those going to the Meat Shop, and for Aspen St.
residents going to the growing commercial hub along Wallace and eastward. A bridge at this location would add a positive dimension to the neighborhood.
On safety and need to improve quality of life. The sidewalks along Rouse,
between Peach and Tamarack, have always been unnerving to use. During the
upcoming Rouse Ave. reconstruction, Aspen Street residents will be more than inconvenienced. Those walks will be removed. Folks will be trapped. If the bridge was in place, they could have a back door out to the world. But my
primary concern is for a young lady I have never met. To my knowledge, Rose
Caplette has lived on Aspen Street her entire life. She has Down’s syndrome.
I’ve seen her repeatedly risk her life on Rouse while riding her tricycle on errands or around the neighborhood in pursuit of fresh air. Rouse reconstruction will place Rose into impossible situations. She must have a way out, a safe way. I
strongly feel the bridge should be installed before this portion of Rouse is worked
on, if only to keep Rose safe.
This situation is why I ask the NURB board to consider revisiting the order of proposed projects. I would like this issue to be added to the Dec. 6 meeting
agenda. I would also ask that I be given plenty of notice if the Aspen Street
Bridge will be discussed, to allow contact of concerned neighbors.
