HomeMy WebLinkAbout1972-07-19 I I I Bozeman, Montana 19 July 1972 The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal Building, 19 July 1972, at l:15 o'clock p.m. Present were Mayor Grabow, Commissioner Sedivy, Commiss- ioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, City Manager Fryslie, Ass't. City Manager Keyes, Acting City Attorney O'Connell and the Clerk. COmmissioner Vandeventer opned the meeting with a prayer and the following proceedings were had: Minutes of the regular meeting held 12 July 1972 were approved as corrected. Softball Association - Recreation Complex Agreement: An Agreement by and between the City of Bozeman and the Bozeman Softball Association for a rec- reation complex to be located on City property just south of Haggerty Lane was presented. Softball Association President Gary Richards and Ronald E. Olmstead, Engineer for Morrison Maierle, Inc., were present to explain the proposed project. The first phase, which is to be completed in approximately ninety days, consists of removal of dirt and getting everything set up. A Glen White, City Recreation Director has been designated as the City coordinator and Gary Richards has been designated as coordinator for the Bozeman Softball Association. Gary Richards presented a check to the City of Bozeman in the amount of $27,000.00 which is the Bozeman Softball Associations portion of Phase I. A portion of this will be reimbursed by matching funds from the Bureau of Outdoor Recreation who have allocated funds for the project. Following a discussion and the Bureau of Outdoor Recreation having approved the application for funds for the recreation complex, it was moved by Commissioner Sedivy, seconded by COmmissioner Lehr- kind, that the Agreement be entered into and the Mayor and Clerk of the City COmmission be authorized and directed to sign for the City. A vote of thanks was extended to the Softball Association for their $27,000.00 check and they were congratulated and highly commended for a job well done. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer and Mayor Grabow; those voting No, none. Commission Resolution No. 150l - Authorizing signatures on Agreement: Commission Resolution No. lS01 authorizing the Mayor and Clerk of the City Commission to execute an Agreement with the Bozeman Softball Association to construct a recreation complex to be located on City property just south of Haggerty Lane was presented as follows: COMMISSION RESOLUTION NO. lSOl A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN, MONTANA, AUntORIZING THE MAYOR AND CLERK OF THE CITY COMMISSION TO EXECUTE AN AGREEMENT WITH THE BOZEMAN SOFTBALL ASSOCIATION, A MONTANA CORPORATION, ON BEHALF OF THE CITY OF BOZEMAN, MONTANA. It was moved by Commissioner Lehrkind, seconded by Commissioner Vandeventer, that Commission Resolution No. 1501 be passed and adopted and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, Commissioner Sedivy and Mayor Grabow; those voting No, none. Call for Bids - Phase No. I, Removal of Dirt: Opening date l6 August 1972: Plans and specifications for the construction of the recreation complex to be located on City property just south of Haggerty Lane as prepared by Morrison-Maierle, Inc., were placed before the Commission. It was moved by Commissioner Vandeventer, seconded by COmmissioner Vollmer, that the plans for the construction of the new complex be authorized contingent upon the approval of the City Manager, the City Engineer and the Bureau of Outdoor Recreation and that the Clerk of the Commission be directed to publish a "Call for Bids" for the construction of the recreation complex with an opening day of 16 August 1972, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commissioner Vollmer, Commissioner Sedivy, Commissioner Lehrkind and Mayor Grabow; those voting No, none. Request for Sidewalk Variance - Robert A. Taylor, A.B.C. Rental: A letter received from Robert A. Taylor, Bozeman, Montana, requesting an abatement of an order to install sidewalks along the front of his building on Lot 3, Block 3, Kirk's 2nd Addition, and occupied by ABC Rental was presented. It was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that Mr. Taylor be granted a variance on the construction of ninety feet sidewalks for a period of one year and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer and Mayor Grabow; those voting No, none. Authority to Purchase 600',6" A.C. Pipe - Cemetery, $lOOO.OO: The cemetery has need for an additional 600' 6" A.C. pipe in order that they may expand the 293 294 watering system and the City Manager requested authority to place an order for the pipe at an approx- imate cost of $l,OOO.OO. It was moved by Commissioner Sedivy, seconded by Commissioner Lehrkind, that the City Manager be given authority to purchase the pipe in the approximate amount of $l,OOO.OQ.and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer and Mayor Grabow; those voting No, none. Consideration of Bids, Seal Coating - Proiect No. HB 2l2(16): The engineer representing consultant Thomas, Dean & Hoskins, Inc., and the City Engineer having completed their study of the bid submitted for seal coating and chipping 45 blocks of City Streets and Avenues and to repair and reconstruct storm drainage facilities at the Southwest corner of Dick- erson and South Willson intersection of the City of Bozeman as approved by the MOntana State Highway Department, recommended that the bid of Bozeman Sand & Gravel, Inc., it being the only bid submitted and equalling or exceeding the plans and specifications be accepted. It was moved by Commissioner Lehrkind, seconded by Commissioner Vandeventer, that the construction as stated above be awarded to Bozeman Sand & Gravel, Inc., of Bozeman, on the basis of their bid in the amount of $21,760.00 it being the only bid submitted and equalling or exceeding the plans and specifications as advertised in the "Call for Bids" and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, COmmissioner Vandeventer, Commissioner Vollmer, Commissioner Sedivy, Mayor Grabow and those voting No, none. Authority to Purchase Police Sedan - $2,987.75: The Police department has need for a new police sedan and they received quotations from the following automobile dealers: Bozeman Ford Robert F. Ordinance No. 924 - Appropriation Fiscal Year Ending 1973, Provisional Passage, Public Hearing 9 Aug.: The City Manager reviewed the proposed budget for the fiscal year ending 30 June 1972, and Ordinance No. 924 was presented entitled: ORDINANCE NO. 924 AN ORDINANCE APPROPRIATING MONIES FOR EXPENDITURES DEEMED NECESSARY AND IN ACCORDANCE WITH BUDGETARY REQUIREMENTS FOR MAINTENANCE ETC., OF THE MUNICI- PAL GOVERNMENT OF TIlE CITY OF BOZEMAN, MONTANA, FOR THE FISCAL YEAR ENDING 30 JUNE 1973. It was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that Ordinance No. 924 be provisionally passed and adopted and 9 August 1972, be set as the date for public hearing and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer and Mayor Grabow; those voting No, none. Report: Water Collector: The City Manager commented on the report of the Water Collector and recommended approval thereof. It was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that the report of the Water Collector be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Sedivy, Commissioner Lehrkind, Commiss- ioner Vandeventer and Mayor Grabow; those voting No, none. Display of National Colors: Bozeman Jaycees: It was moved by Commissioner Sedivy, seconded by Commissioner Lehrkind, that the Jaycees be granted permission to take over the program of displaying the colors on Main Street on a trial basis for a period of one year. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, and Mayor Grabow; those voting No, none. Examination of Bank Depository Securities: In compliance with the provisions of Section 16-2618, R.C.M., 1947, the City Commission proceeded to examine the receipts of Depository Bonds and Securities held by the Director of Finance as security I I I I I I 295 for City funds deposited in Bozeman banks.
