The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal
Building, 31 May 1972, at l:l5 o'clock p.m. Present were Mayor Grabow, Commissioner Sedivy, COmmiss-
ioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, City Manager Fryslie, Ass't. City
Manager Keyes, Acting City Attorney O'Connell and the Clerk.
Commissioner Vandeventer opened the meeting with a prayer and the following proceedings were had:
Minutes of the regular meeting held 24 May 1972 were approved as read.
Request .to Conduct College Rodeo Parade - 21 June 1972:
A letter received from Jay Melberg, Chairman. Business Coordination Committee of the Bozeman
Chamber of Commerce requesting permission to stage a parade during the College National Finals Rodeo
on Wednesday, 21 June 1972, at 1:30 p.m., to form at Buttreys Shopping Center and proceed down Main
Street to Church Avenue and South to Bogarts Grove where it will disband was presented. It was moved
by Commissioner Vandeventer, seconded by Commissioner Vollmer, that permission to stage the parade as
requested be granted and the motion was carried by the following Aye and No vote: those voting Aye
being Commissioner Vandeventer, Commissioner Vollmer, Commissioner Sedivy, Commissioner Lehrkind
and Mayor Grabow; those voting No, none.
,1Z.r.oclamation - "College National Finals Rodeo Week:"
Mayor Grabow announced his proclamation of 18-24 June 1972 as "College National Finals Rodeo
Week" in the City of Bozeman and urged all citizens of this City to observe in an appropriate manner
this special occasion as a tribute to the college hereto represented by these fine young ladies and
men. It was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that the proclamation
as requested by the Bozeman Chamber of Commerce in connection with the National Final Rodeo Week be
concurred in and the motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Vollmer, Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer and Mayor
Grabow; those voting No, none.
Authority to Purchase Thirty 3/4" X 5/8" Water Meters - Approximately $1,100.00:
The Water Department has need for thirty 3/4" X 5/8" water meters at an approximate cost of
$1,100.00 and the City Manager requested authorization to purchase the meters. It was moved by Comm-
issioner Sedivy, seconded by Commissioner Lehrkind, that the City Manager be granted authority to
purchase the thirty 3/4" X 5/8" water meters and the motion was carried by the following Aye and No
vote: those voting Aye being Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer,
Commissioner Vollmer and Mayor Grabow; those voting No, none.
Ordinance No. 920 - Vacate Alleys Brady Rearrangement:

AN ORDINANCE OF THE CITY OF BOZEMAN VACATING A PORTION OF THE ALLEY
SITUATE IN BRADY'S REARRANGEMENT OF BABCOCK AND DAVIS ADDITION TO
BOZEMAN, MONTANA
prepared by the Acting City Attorney as directed by the City Commission was presented. The Commiss-
ion concurred with the recommendation of the City Manager and it was moved by Co~j-ssioner Lehrkind,
seconded by Commissioner Vandeventer, that Ordinance No. 920 be provisionally pas~and adopted and
the motion was carried by the fo~lowing Aye and No vote: those voting Aye being Commissioner Lehrk-
ind, Commissioner Vandeventer, Commissioner Vollmer, Commissioner Sedivy and Mayor Grabow; those
voting No, none.
Projec t Applica tion - HB 436 & 25L~ Funds, Seal Coat. Mendenhall, Babcock & Hillson:
An application for the number 1-72 priority to seal and chip 45 block of city streets and avenues
and to repair and reconstruct storm drainage facility at Southwest corner of Dickerson and South Will-
son interesection at an estimated cost of $23,984.46 to be paid for from the Gas Tax Funds allocated
to the City of Bozeman under provisions of House Bill No. 42-2 and HB 436-254 and complying with rules
amd regulations promulgated by the Montana State Highway Commission for Administration of the Act was
presented. It was moved by Commissioner Vandeventer, seconded by Commissioner Vollmer, that the
application be submitted to the Montana State Highway Commission as presented and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commiss-
ioner Vollmer, Commissioner Sedivy, Commissioner Lehrkind and Mayor Grabow; those voting No, none.
Report of Montana Library Convention - Margaret Hileman:
City Librarian Margaret Hileman gave an extensive report on her attendance at the Montana Lib-
rary Convention held in Helena, 12-13 May 1972. It was moved by Commissioner Vollmer, seconded by
Commissioner Sedivy, that Miss Hileman be congratulated on a very comprehensive report and that it
be accepted and ordered filed and the motion was carried by the following Aye and No vote; those

voting Aye being Commissioner Vollmer, Commissioner Sedivy, Commissioner Lehrkind, Commissioner
Vandeventer and Mayor Grabow; those voting No, none.
Authority to Purchase Tractor-Mower, Waste Water Treatment plant - $l,807.00:
The Waste Water Treatment plant has need for a tractor-mower and requested authority to purchase
a tractor mower from the Gallatin Equipment Company at an approximate cost of $1,807.00. It was moved
by Commissioner Sedivy, seconded by Commissioner Lehrkind, that the purchase of the Tractor-Mower be
authorized and the motion was carried by the following Aye and No vote: those voting Aye being Comm-
issioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer and Mayor I
Grabow; those voting No, none.
Application for Federal Funds - Airport Instrumen t Landing Sys tem 8i te:
A Federal Grant Application from the City of Bozeman and Gallatin County, Montana, Co-sponsors
for approximately 53% for aid for the Federal Airport program, specifically to prepare for installa-
tion of an instrument landing system and to be approved by the Federal Aviation Agnecy was presented
for approval and execution. If obtained these funds are for the preparation of the site and acqui-
sition of the land and the lowering of the road to meet federal requirements.
Following a discussion and upon recommendation of the City Manager, it was moved by Commissioner
Lehrkind, seconded by Commissioner Vandeventer, that the City approve submitting of the application
for the Federal Grant for approximately 53% and authorize the Mayor and City Attorney to sign it on
behalf of the City of Bozeman and the motion was carried by the following Aye and No vote: those
voting Aye being Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, Commissioner
Sedivy and Mayor Grabow; those voting No, none.
Authorization to Call for 1973 Fuel Supply:
The City Manager requested authority to call for sealed bids for Gasoline, diesel fuel and kero-
sene suppliers to furnish the City of Bozemanfor a period of one year through 30 June 1973, with
approximately 65,000 gallons regular gasoline, 15,000 gallons No. 2 diesel fuel and 1,000 gallons
kerosene. It was moved by Commissioner Vandeventer, seconded by Commissioner Vollmer, that the request
be approved and the Clerk of the Commission be directed to issue a "Call for Bids" to be opened l4
June 1972 and the motion was carried by the following Aye and No vote: those voting Aye being Comm-
issioner Vandeventer, Commissioner Vollmer, Commissioner Sedivy, Commissioner Lehrkind, and Mayor I
Grabow; those voting No, none.
License Bond: House Hover Bond For.~t L. Z:L~Great Falls, Montana:
In accordance with the provisions of Ordinance No. 785, the building movers bond issued by the
United States Fidelity and Guaranty Insurance Company as surety for a moving permit on Forrest L.
Zion, Great Falls, Montana, to the City of Bozeman, in the amount of $2,000.00 was presented. The
Building Inspector recommended that the bond be approved and it having been approved as to form by
the Acting City Attorney, it was moved by Commissioner Vollmer, seconded by Commissioner Sedivy,
that the bond be approved and the motion was carried by the following Aye and No vote: those voting
Aye being Commissioner Vollmer, Commissioner Sedivy, Commissioner Vandeventer, Commissioner Vollmer,
and Mayor Grabow; those voting No, none.
Reports:
The City Manager commented on the report of the Librarian and recommended approval thereof. It
was moved by Commissioner Sedivy, seconded by Commissioner Lehrkind, that the Library report be
approved and ordered filed and the motion was carried by the following Aye and No vote: those voting
Aye being Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vollmer, Commissioner Vandeventer
and Mayor Grabow; those voting No, none.
Little League Request.;.
A letter received from the Board of Directors of the Fields and Facilities of the Bozeman Little
League Baseball Program regarding the needs, improvements and support of the l,ittle League Baseball
Program was presented.
Following a discussion, it was moved by Commissioner Lehrkind, seconded by Commissioner Vande- I
venter, that they acknowledge receipt of the letter and that it be referred to the City Manager for
study and recommendation and the motion was carried by the following Aye and No vote: those voting
Aye being Commissioner Lehrkind, Commissioner Vandeventer, COmmissioner Vollmer, Commissioner Sedivy
and Mayor Grabow; those voting No, none.

The meeting waS recessed at 3:00 o'clock p.m. and the Commission proceeded to make its on the
ground annual inspection of ''Walks and Curbs" within the City.

Co~sidcration of 1972 Sidewalk Program:
Following the annual inspection of the Walks and Curbs within the City, it was moved by COmm-
issioner Vandeventer, seconded by Commissioner Vollmer, that the City Engineer's recommendation for
repair and/or installation of '~alks and Curbs" within the City for the year 1972 be approved with
some minor changes and the motion was carried by the following Aye and No vote: those voting Aye
being Commissioner Vandeventer, Commissioner Vollmer, Commissioner Sedivy, Commissioner Lehrkind
and Mayor Grabow; those voting No, none.
