The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal
Building, 26 April 1972, at 1:l5 o'clock p.m. Present were Mayor Grabow, Commissioner Sedivy, Comm-
issioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, Acting City Manager Keyes, Acting
City Attorney Andriolo and the Clerk.
Commissioner Lehrkind opened the meeting with a prayer and the following proceedings were had:
Minutes of the meeting held 19 April 1972 were approved as corrected.
Authorization to Approve Subdivision Plats; a) Bridger View Mobile Home Court No.2:
b) Bridger Center Subdivision:
The final plat of the Bridger View Mobile Home Court No. 2 was presented. The Acting City
Manager concurred with the recommendation of the City-County Planning Board, that the plat be
approved as presented and it was moved by Commissioner Sedivy, seconded by Commissioner Lehrkind,
that the plat be approved as recommended by the Acting City Manager and that the Acting City Manager
be authorized and directed to sign the plat as the Director of Public Service and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner
Lehrkind, Commissioner Vandeventer, Commissioner Vollmer and Mayor Grabow; those voting No, none.
The final plat of the Bridger Center Subdivision was presented along with a favorable recommend-
ation of the City-County Planning Board. The Acting City Manager concurred with the City-County
Planning Board and recommended that the plat be approved. It was moved by Commissioner Lehrkind,
seconded by Commissioner Vandeventer, that the plat be approved with a minor change in the utility
easement and the Acting City Manager be authorized and directed to sign the plat as the Director of
Public Service and the motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, Commissioner Sedivy and
Mayor Grabow; those voting No, none.
Request to Vacate Portion of Alley Block A, Harpers Addition - The Bowl Inc.,:
A letter received from Michael H. Hruska of the Bowl Inc., 414 East Babcock, Bozeman, requesting
permission to vacate the north l40 feet of the North-South Alley, Block A, Harpers Addition, between
South Rouse and South Church Avenue on East Babcock Street was presented.
Mr. & Mrs. Michael Hruska were also present in regard to the vacation of the alley.
Following a discussion, the Commission concurred with the recommendation of the Acting City
Manager and it was moved by Commissioner Vollmer, seconded by Commissioner Vandeventer, that the
request to vacate a portion of the Alley in Block A, Harpers Addition be approved and that the City
Engineer be instructed to furnish the Acting City Attorney with the necessary information to enable
him to draw up a resolution to accomplish the vacation of the alley and the motion was carried by
the following Aye and No vote: those voting aye being Commissioner Vollmer, Commissioner Sedivy,
Commissioner Lehrkind, Commissioner Vandeventer and Mayor Grabow; those voting No, none.
Request to Appoint Special Police Officers - M.S.U. Security Officers:
A letter received from Mr. D. J. Skerritt, Chief of University Police of the Montana State
University, requesting that the following members of the University Police be appointed special
police officers of the City of Bozeman for the purpose of issuing City of Bozeman traffic citations
for moving vehicle violations with the jurisdiction of the area of the University for a period of
one year from 30 April 1972 to 30 April 1973 without cost to the City was presented.

It was moved by COmmissioner Vandeventer, seconded by COmmissioner Vollmer, that in concurrence
with the recommendation of the Police Chief, the Acting City Attorney and the Acting City Manager,
the appointments as requested be approved and the motion was carried by the following Aye and No
vote: those voting Aye being Commissioner Vandeventer, Commissioner Vollmer, Commissioner Sedivy,
Commissioner Lehrkind and Mayor Grabow; those voting No, none.
Reques~ to Copy and Reproduce Historical Newspapers - Treasure Products, Inc.:
The Acting City Manager presented a proposal from Treasure Products, Inc., requesting permission
to remove from the City Library certain issues of historical and general interest of the Advent Cour-
ier to be photographed and reporduced and the copies be offered for sale to the public. Treasure
Products, Inc., offered a royalty to be paid to the City to be used for library purposes based on the

number of issues sold.
Following a discussion, it was moved by Commissioner Vollmer, seconded by Commissioner Sedivy,
that the City enter into the proposed Agreement at the rate of 21 per copy, the mon~ to be used
for library purposes with a provision allowing the City to terminate this agreement upon evidence
of mishandling the Advent Courier. The motion was carried by the following Aye and No vote: those
voting Aye being Commissioner Vollmer, Commissioner Sedivy, Commissioner Lehrkind, Commissioner
Vandeventer and Mayor Grabow; those voting No, none.
Authorize Signature to Appear on City Checks:
The Acting City Manager recommended that a new authority and signature sheet for signing the
City of Bozeman checks for transfer or withdrawal of City funds be filed with the Local Banks con-
taining the signatures of Cashier Goldie V. Swenson, Clerk Donna M. Daems, when countersigned by
either Director of Finance W. J. Verwolf, City Manager Harold A. Frys1ie or Acting City Manager
Robert F. Keyes be approved. It was moved by Commissioner Sedivy, seconded by Commissioner Lehrkind,
that the authority to sign the City of Bozeman Checks be approved as recommended and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner
Lehrkind, Commissioner Vandeventer, Commissioner Vollmer and Mayo~ Grabow; those voting No, none.
Proclamation: Kiwanis Popcorn Week, l-6 May 1972:
Mayor Grabow announced his proclamation of 1 to 6 May 1972 as "Kiwanis Popcorn Week" in the
City of Bozeman and urged every citizen to help the Kiwanis Club, the M.S.U. Circle K. Club and the
Bozeman Senior High key Club by purchasing this popcorn packet to make possible the continuing sup-
port of needed community programs. It was moved by Commissioner Lehrkind, seconded by Commissioner
Vandeventer, that they endorse the Mayors proclamation as requested and the motion was carried by
the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Vandeventer,
Commissioner Vollmer, Commissioner Sedivy and Mayor Grabow; those voting No, none.
Request to Attend Montana State Library Ass'n. Annual Conference - Helena, 12-13 May, Margaret Hileman,
& Molly Prat t:
The Annual Conference of the Montana State Library Association is scheduled to be held in Helena,
12-13 May 1972, and Librarian Margaret Hileman requested that she and Ass't Librarian Molly Pratt be
authorized to attend the conference and, it being in the public interest their expenses be paid from
the library fund. It was moved by COmmissioner Vandeventer, seconded by Commissioner Vollmer, that
Margaret Hileman and Molly Pratt be granted permission to attend the conference and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commiss-
ioner Vollmer, Commissioner Sedivy, COmmissioner Lehrkind and Mayor Grabow; those voting No, none.

The Acting City Manager commented on the above reports and recommended approval thereof. It was
moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that the reports be approved and ordered
filed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner
Vollmer, Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer
and Mayor Grabow; those voting No, none.
Commission Resolution No. 1510, Intent to Vacate and Rededicate Alley - Security Bank & Trust Company:

DECLARING IT TO BE TIlE INTENTION OF SAID COMMISSION TO VACATE
THAT PORTION OF AN ALLEY IN BLOCK "C" OF THE ORIGINAL TOWNSITE
OF BOZEMAN, MONTANA, RUNNING NORTIl AND SOUTH, BEING A PORTION
OF AN ALLEY DEEDED TO THE CITY OF BOZEMAN BY THE SECURITY BUILD-
ING INC. AS FILED AND RECORDED IN BOOK 129, PAGE 450, COUNTY

prepared by the Acting City Attorney as directed by the Commission to vacate the dedicated alley
running north and south from its present location to a position approximately seven feet east or
a center line distance of twenty-seven feet east of the present location Was presented.
It was moved by Commissioner Sedivy, seconded by Commissioner Vandeventer, that Commission
Resolution No. l5l0 be passed and adopted and 7 June 1972 be set as the date for public hearing
and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner
Sedivy, Commissioner Vandeventer, Commissioner Vollmer, Commissioner Lehrkind and Mayor Grabow;
those voting No, none.
Submit Request to HUD for Federal Funds for SID No. 502 - $75,000.00:
Form HUD-4l430 to enable the City of Bozeman to draw approximately twenty-five percent or

$75,000.00 allocated on Project No. WSF-MT-08-00-00l7, Contract No. DEN-07>9 from the United States
Department of Housing and Urban Development to pay for construction pay estimates on Special Im-
provement District No. 502 West Side Water Main Project was presented.
Following a thorough discussion, it was moved by COmmissioner Vandeventer, seconded by Comm-
issioner Sedivy, that they enter into the Agreement and complete the requisition forms to enable the
City of Bozeman to draw the $75,000.00 and that the Mayor and Acting City Attorney be authorized
and directed to sign the documents in behalf of the City of Bozeman as requested by the Department
of Housing and Urban Development and the motion was carried by the following Aye and No vote: those
voting Aye being Commissioner Vandeventer, Commissioner Sedivy, Commissioner Lehrkind, Commissioner
Vollmer and Mayor Grabow; those voting No, none.
Adjournment:
There being no further business to come before the Commission at this time, it was moved by
Commissioner Sedivy, seconded by COmmissioner Lehrkind, that the meeting be adjourned and the motion
was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commiss-
