HomeMy WebLinkAbout1972-05-03 258 Bozeman, Montana 3 May 1972 The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal Building, 3 May 1972, at l:l5 o'clock p.m. Present were Mayor Grabow, Commissioner Sedivy, Commiss- ioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, Acting City Manager Keyes, Acting City Attorney O'Connell and the Clerk. Commissioner Vandeventer opened the meeting with a prayer and the following proceedings were had. Minutes of the regular meeting held 26 April 1972 were approved as read. Open Bids for 85,000 lbs. Liquid Chlorine, Water department and Waste Water Treatment Plant: This was the time and place set for opening bids on the purchase of approximately 85,000 1bs. Liquid Chlorine for the Water Department and the Waste Water Treatment Plant. It was moved by COmm- issioner Sedivy, seconded by Commissioner Lehrkind, that the bids be opened and read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, and Mayor Grabow; those voting No, none. The following bids were then opened and read: Northwest Industrial Company, l2l6 Bozeman Ave., Helena Pennwalt Chemical Corporation, Box 1297, Tacoma, Wash. SEC Corporation, Box 243, Billings l50ff Cyl. 150# Cyl. l50# Cyl. 1 Ton Con to $22.94 $22.80 $23.31 l33.50 The Commission concurred with the recommendation of the Acting City Manager and it was moved by Commissioner Lehrkind, seconded by Commissioner Vandeventer, that the bids be referred to the Water Superintendent and the City Engineer for tabulation and recommendation to be made to the Comm- ission and the motion was carried by the following Aye and No vote: those voting Aye being Commiss- ioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, Commissioner Sedivy and Mayor Grabow; those voting No, none. Peri bon to Refuse Water and Sewer Service to the Covered Wagon Mobile Home Park: A petition signed by 129 property owners protesting a proposed two-hundred unit mobile home court to be constructed in the area north of Durston Road and east of North Seventeenth Avenue of Bozeman and being constructed by J. W. Tschache as president of the Covered Wagon Park, Inc., was presented. Many property owners of that area were also present to discuss the proposed mobile home and request that the City Commission refuse to furnish sewer and water services to the property. Following an extensive discussion the Commission thanked the property owners for coming and stated they would take the protests and comments under advisement. Request to Use Bogart Grove Band Stand - Friday, 19 May, Con Con Rally - Question & Answer Period: Bozeman Common Cause Members, League of Wom~n Voters, American Assoc. of Univ. ,Women: A request from the Bozeman Common Cause members, the League of Women Voters and the American Associated University Women for permission to hold a Con Con Rally at Bogarts Grove on Friday, 19 May 1972, was presented. Several members from the three organizations were present to discuss the purpose of the rally. The Delegates to the Con Con will discuss the proposed constitution and answer questions. It was moved by Commissioner Vandeventer, seconded by Commissioner Vollmer, that the request to use Bogarts Grove Band Stand for a Con Con Rally on Friday, 19 May 1972, be granted and that the area be restored to a clean and orderly condition following the activities and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commissioner Vollmer, Commissioner Sedivy, Commissioner Lehrkind and Mayor Grabow; those voting No, none. Request to Use Bogart's Park Band Stand - First Assembly of God Church: A letter received from Dean Sheneman of the First Assembly of God requesting permission to use the Bogart Park Band Stand this summer for a series of religious youth programs was presented. The programs will consist of music followed by short talks and testimonies by young people and ending with a brief sermon. The meetin, are nondenominational and will be open to the public. Musicians and youth from a number of churces will be participating. The tentative dates are 7 June, 21 June, l2 July, 26 July, 9 August and 23 August. Following a discussion, it was moved by Commissioner Lehrkind, seconded by Commissioner Vande- venter, that the request be granted and that the area be restored to a clean and orderly condition following the program and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, Commissioner Sedivy and Mayor Grabow; those voting No, none. Ordinance No. 9l9, Change in Width of Curb Cut for Single Car Driveways: Ordinance No. 919 prepared by the City Attorney amending Title l7, Chapter 08.460 subsection (8) of the Bozeman Municipal Code by increasing the maximum width of curb cuts for residential uses was presented. Following a discussion, it was moved by Commissioner Vollmer, seconded by Commissioner Sediby, that the ordinance be adopted and the motion was carried by the following Aye and No vote: I I I I I I Those voting Aye being Commissioner Vollmer, COmmissioner Sedivy, Commissioner Lehrkind, Commiss~ ioner Vandeventer and Mayor Grabow; those voting No, none. Norman Wallin - Denial of Appeal by Board of Ad jus tmen t: Mr. Norman Wallin of Bozeman Ford appeared before the Commission to discuss the denial of his appeal by the Board of Adjustment to issue a permit to use the front yard area of Lots 7-l0, Block 8 of theSpringbrook Addition located at l07 North Seventh Avenue for the purpose of displaying used cars. The Commission thanked Mr. Wallin for attending the meeting, but advised him that the City has certain rules and regulations that they must live with. Consideration of Bids Liquid Chlorine, Water Dept. & Waste Water Treatment Plant: The Water Superintendent and the City Engineer having checked the bids on the purchase of app- roximately 85,000 pounds of Liquid Chlorine for the Water department and the Waste Water Treatment plan recommended the bid of the following: Pennwalt Corp., Tacoma, Washington, 30,000# in l50# Cylinders $ 22.80 SEC Corporation, Billings, Montana, 55,000# in 1 Ton Container $l33.50 The Commission concurred with the recommendation of the Acting City Manager and it was moved by Commissioner Vollmer, seconded by COmmissioner Sedivy, that the above bids be accepted, they being the lowes t bid submitted and meeting all specifications of the "Call for Bids." The motion was carried by the following ~ye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer and Mayor Grabow; those voting No, none. Request to Attend Montana Chief of Police Ass'n. Mtg. - l8-l9 May, lewistown, Montana: The Montana Chief of Police Association has scheduled a meeting to be held in Lewistown l8-l9 May and the Chief of Police requested authority to attend the meeting. The Commission concurred with the recommendation of the Acting City Manager and it was moved by Commissioner Sedivy, seconded by Commissioner Lehrkind, that the Chief of Police be granted authority to attend the Montana Chief of Police Association Meeting and, it being in the public interest his expenses be paid from the general fund and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer and Mayor Grabow; those voting No, none. Lincoln Road Spreading of Oil: Several property owners from the Lincoln Road Area appeared before the Commission to ask for permission for the property owners of that area to continue oiling a portion of Lincoln Road and to ask that the City not grade Lincoln Road immediately after the oil has been placed on the road. The Commission advised the group that they would go along with the property owners placing oil on a por~ tion of Lincoln Road. Commission Resolution No. 1511, Alley Vacation in Block A of Harpers Addition: Ordinance No. 919 prepared by theCity Attorney amending Title l7, Chapter 08.460, subsection (8) of the Bozeman Municipal Code by increasing the maximum width of curb cuts for residential uses ~as presented. Following a discussion, it was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that the ordinance be adopted and the motion was carried by the following aye and no vote; those voting Aye being COmmissioner Vollmer, Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer and Mayor Grabow; those voting No, none. Proclamation: a) Senior Citizen Month, May: b) Realtors Week. 21-27 May: Mayor Grabow announced his proclamation of l-3l May 1972, as "Senior Citizen" month calling upon all citizens and private employers in the City of Bozeman to render every assistance and cooperation in developing job opportunities for our older workers. It was moved by Commissioner Sedivy, seconded by Commissioner Lehrkind, that the proclamation as requested by the Senior Citizens be concurred in and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Lehrkind, COlIlmissioner Vandeventer, Commissioner Vollmer and Mayor Grabow; those voting No, none. Mayor Grabow announced his proclamation of 2l-27 May 1972, as "Real tors Week" and asked all citizens to join in honoring the Realtors of this Community. It was moved by Commissioner Lehrkind, seconded by Commissioner Vandeventer, that the proclamation as requested by the Realtors be endorsed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Vollmer, Commissioner Sedivy and Mayor Grabow; those voting No, none. Reports: The following reports were presented: Fluoridation Fire Chief Building Inspector The Acting City Manager cOmmented on the reports and recommended approval thereof. It was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that the claims be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer and Mayor Grabow; those voting No, none.
