HomeMy WebLinkAbout1972-02-23 230 Bozeman, Hontana 23 February 1972 The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal Building, 23 February 1972, at 1:l5 o'clock p.m. Present were Mayor Grabow, Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer, Acting City Manager Keyes, Acting City Attorney Andriolo and the Clerk. Commissioner Sedivy opened the meeting with a prayer and the following proceedings were had: Minutes of the regular meeting held 16 February 1972, were approved as read. Authori.ze Absence of Commissioner Vollmer: In concurrence with the recommendation of the Acting City Manager, it was moved by Commissioner Sedivy, seconded by Commissioner Lehrkind, that the absence of Commissioner Vollmer be authorized in compliance wi th Sec tion 11-3245, R.C .M., 1947. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Sedivy, Commissioner Vande- venter, And Mayor Grabow; those voting No, none. ResolutiDn No. 1507, Crea ting Curbs and Gu tters Wes t Main Street: This was the time and place set in Commission Resolution No. l505 to hear protests to the crea- tion of Special Improvement District No. 506. Affidavit of publication of Notice and the Clerk's mailing certificate stating that all property owners had been notified as required by law were presented. There being no written protests on file and no one appeared to protest, Commission Resolution No. 1507 creating Special Improvement District No. 506, entitled: COMMISSION RESOLUTION NO. 1507 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN CREATING A SPECIAL IMPROVEMENT DISTRICT TO BE KNOWN AS SPECIAL IMPROVEMENT DISTRICT NO. 506 OF THE CITY OF BOZEMAN FOR THE PURPOSE OF CONSTRU- CTION AND RECONSTRUCTION OF AN ASPHALTIC-CONCRETE PAVEMENT INCLUDING INTREGAL CONCRETE CURB AND GUTTERS ON U. S. HIGHWAY 191 AND MAIN STREET BEGINNING AT FIFTEENTH AVENUE AND EXTENDING WESTERLY THERE- FROM A DISTANCE OF .545 MILES. PREPARED BY the Acting City Attorney was presented. In concurrence with the recommendation of the Acting City Manager, it was moved by Commissioner Vandeventer, seconded by Commissioner Sedivy, that the Resolution be passed and adopted and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commissioner Sedivy, Commissioner Lehrkind and Mayor Grabow; those voting No, none. ~~~est to Vacate Hest Grant Street East of South Hillso!"!. Aven~~ A petition signed by Mr. & Mrs. Kenneth Swenson of 1322 South Hillson Avenue and Dr. & Mrs. Stephen Chapman, of 1402 South Hillson Avenue requesting that the City of Bozeman vacate the ex- tension of Grant Avenue sixty feet wide from the east edge of South Willson Avenue extending approximately one hundred eighty feet to the railroad right-of-way. was presented. Following a thorough discussion, the Commission concurred with the recommendation of the Acting City Manager and it was moved by Commissioner Sedivy, seconded by Commissioner Lehrkind, that the I I I I I I 231 request to vacate the extension of Grant Avenue from the east edge of South Willson Avenue be re- ferred to the City-County Planning Board for study and their recommendation to be brought back to the City Commission as soon as possible. The Park Recreation Board will also have an opportunity to review the request. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer, & Mayor Grabow; those voting No, none. Authorization to Invest Surplus Funds - $28,000.00: The Director of Finance requested authorization to invest Cemetery Permanent Care Funds in the amount of $l5,OOO.00 Park Land Trust funds in the amount of $3,000.00 and Police Reserve Funds in the amount of $lO,OOO.OO in U. S. Treasury Securities. In concurrence with the recommendation of the Acting City Manager, it was moved by Commissioner Lehrkind, seconded by Commissioner Sedivy, that the Director of Finance be authorized to invest the funds and the motion was carried by the following Aye and No vote: those voting Aye being Commiss- ioner Lehrkind, Commissioner Sedivy, Commissioner Vandeventer and Mayor Grabow; those voting No, none. Transmi tter Loca tion Agreement - Hillcres t Homes: An Agreement between the City of Bozeman and Bozeman Deaconess Foundation to install and main- tain for the use of the City Police Department of the City of Bozeman, a police radion transmitter within the main building of the Hillcrest Retirement Home and to place an antenna for said trans- mitter upon the roof of said Hillcrest Retirement Home was presented. Following a discussion and in concurrence with the recommendation of the Acting City Manager, it was moved by Commissioner Sedivy, seconded by Commissioner Lehrkind, that the Agreement be entered into and the Mayor and the Clerk of the Commission be authorized and directed to sign for the City and that a letter be addressed to Mr. Don Lee, Executive Director of the Bozeman Deaconess Foundation, thanking him for his assistance. The motion was carried by the following Aye and No vote; those voting Aye being Commissioner Sedivy, Commissioner Lehrkind, Commissioner Vandeventer and Mayor Grabow; those voting No, none. f.i1.l1Jor Bids: 20,000 GVH Dump ';['rllck, Street Department: Bid Osenipg 15 Har:sh..1972: poun The Street Department has need for one 1972 Model 20,OOO/GVW Dump Truck, cab and chassis in the approximate amount of $6,000.00 with no-trade, bids to be opened 15 March 1972. It was moved by Commissioner Lehrkind, seconded by Commissioner Vandeventer, that the purchase of the dump truck be approved and the Clerk of the Commission be directed to issue a "Call for Bids" to be opened 15 March 1972 for the purchase of the truck and the motion was carried by the following Aye and No vote; those voting Aye being Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Sedivy and Mayor Grabow; those voting No, none. Director of Public Service Director of Finance Police Chief (Annual) Fire Coief (Annual) The City Manager commented on the reports and recommended their approval. It was moved by Commissioner Vandeventer, seconded by Commissioner Sedivy, that the reports be approved and ordered filed and that the Police Chief and the Fire Cheif be highly commended on the thoroughness of there annual reports and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commissioner Sedivy, Commissioner Lehrkind, Commissioner Grabow those voting No, none. Adjournment: There being no further business to come before the Commission at this time, it was moved by Commissioner Sedivy, seconded by Commissioner Lehrkind, that the meeting be adjourned and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commiss- ioner Lehrkind, Commissioner Vandeventer and Mayor Grabow; those voting No, none. .
