The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal
Building, l7 November 1971, at 1:15 o'clock p.m. Present were Mayor Langohr, Commissioner Grabow,
Commissioner Lehrkind, Commissioner Vollmer, Commissioner Sedivy, Acting City Manager Keyes, Acting
City Attorney O'Connell and the Clerk.
Mayor Langohr opened the meeting with a prayer and the following proceedings were had:
Minutes of the regular meeting held 10 November 1971 were approved as read.
Award of Contract for Cemetery Shop Building:
The consulting engineers Thomas, Dean & Hoskins, Inc., having completed their study of the bids
submitted for the construction of the new Cemetery Shop Building and having prepared a final tabu-
lation of the bids recommended that Edsall Construction Company, Bozeman, be awarded the contract
on the basis of their low bid in the amount of $28,954.00 it being the lowest bid and conforming
~-1i.th the specifications as contained in the "Call for Bids."
Following a discussion, the Commission concurred in the recommendation of the consulting
engineers Thomas, Dean & Hoskins, Inc., and it was moved by Commissioner Vollmer, seconded by Comm-
issioner Sedivy, that they award the contract for the construction of the Cemetery Shop Building
to Edsall Construction Company and that the bid security be retumed to the unsuccessful bidder.
The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Voll-
mer, Commissioner Sedivy, Commissioner Grabow, Commissioner Lehrkind and Mayor Langohr; those voting
No, none.
It was moved by Commissioner Sedivy, seconded by Commissioner Grabow, that the Mayor and Clerk
of the Commission be authorized and directed to sign the contract for the City of Bozeman and Edsall
Construction Company be authorized to proceed with the construction of the Cemetery Building and
that the bid security be returned to Edsall Construction Company and the motion was carried by the
following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Grabow, Comm-
issioner Lehrkind, Commissioner Vollmer and Mayor Langohr; those voting No, none.
I~L~~~_ Bond - City Seryice ~lumbing and Heating:
In compliance with Chapter 15 of the Bozeman Municipal Code, the Plumbing and Heating License
bond of City Service Plumbing and Heating, Billings, was presented. The Acting City Manager stated
the Building Inspector had recommended the approval of the above mentioned bond and the Acting City
Attorney had approved the bond as to form. It was moved by Commissioner Sedivy, seconded by Comm-
issioner Grabow, that the bond be approved and the motion was carried by the following Aye and No
vote: those voting Aye being Commissioner Sedivy, Commissioner Grabow, Commissioner Lehrkind, Comm-
issioner Vollmer and Mayor Langohr; those voting No, none.

The Acting City Manager commented on the above reports and recommended the approval thereof.
It was moved by Commissioner Grabow, seconded by Commissioner Lehrkind, that the reports be approved
and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Grabow, Commissioner Lehrkind, Commissioner Vollmer, Commissioner Sedivy, And Mayor
Langohr; those voting No, none.

This was the time and place set for the sale of the bonds of Special Improvement Di.strict No.
502. Affidavit of publication of the notice of sale of the bonds was presented.
The Mayor and the Acting City Manager outlined the proceedure for conducting this bond sale.
All bidders concurred in the recommendation, that the bonds be in denominations of $1,000.00 and
stated that the amount of the bonds to be sold for Special Improvement District No. 502 would be
in the amount of $450,000.00 as advertised.
Mayor Langohr announced the City was ready to conduct the oral bidding on the bonds and the
following bidders qualified by depositing with the Clerk of the Commission the necessary bid secutity.

Following the recommendation of the Director of Finance, concurred in by the Acting City Manager,
it was moved by Commissioner Sedivy, seconded by Commissioner Grabow, that the bid of Piper, Jaffray
and Hopwood, Minneapolis, being the lowes t bid and bes t bid submitted, the sale of the bonds be
awarded to Piper Jaffray and Hopwood of Minneapolis and the bid security of the unsuccessful bidders
be returned and the motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Sedivy, Commissioner Grabow, Commissioner Vollmer, Commissioner Lehrkind and Mayor
Langohr; those voting No, none.
A~.Jard of Contract SID No. 502, C. H. Schmid, Inc., - $535,908.64:
Pursuant to approval from the Department of Housing and Urban Development and subsequent to the
successful sale of bonds for the construction of Trunkline System Watermains for the westerly portion
of Bozeman SID No. 502 WSF-MT-08-00-0017 in the amount of $450,000.00, engineers representing con-
sultant Thomas, Dean & Hoskins, Inc., recommended that C. W. Schmid, Inc., Missoula, Montana, be
awarded the contract on tne basis of their low bid in the amount of $535,908.64 for Schedule !, II,
III and IV of this project. The Acting City Manager concurred in the recommendation of the consultant
engineers and it was moved by Commissioner Grabow, seconded by Commissioner Lehrkind, that the contract
be awarded to C. W. Schmid, Inc., Missoula, on the basis of their bid as noted above and that C. W.
Schmid, Inc., be given authority to proceed with the construction of the Trunkline System Watermains
for the westerly portion of Bozeman SID No. 502 and the motion was carried by the following Aye and
no vote: those voting Aye being Commissioner Grabow, Commissioner Lehrkind, Commissioner Vollmer,
Commissioner Sedivy and Mayor Langohr; those voting No, none.
proclamation "K~lub Week", 28 November to L~ December 1971:
Mayor Langohr announced his proclamation designating the week of 28 November to Lf December as "Key
Club Week" in the City of Bozeman and urged all citizens to make themselves aware of the group and
support the efforts of the young men of this organization who are fitting themselves to be better
more responsible citizens when they take their places in the adult world. It was moved by Commiss-
ioner Sedivy, seconded by Commissioner Grabow, that the Mayors proclamation be endorsed and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy,
Commissioner Grabow, Commissioner Lehrkind, Commissioner Vollmer and Mayor Langohr; those voting

A letter received from Dr. Thomas Fellows requesting that a culvert be placed in an irrigation
canal which runs parallel and adjacent to Beall Street, between North Tenth and North Eleventh
Avenue was presented.
Following a discussion, it was moved by Commissioner Lehrkind, secondby Commissioner Vollmer,
that the request be tabled for a period of one week for an on the ground inspection and further
study. The motion was carried by the following Aye and No vote: those voting Aye being Commiss-
ioner Lehrkind, Commissioner Vollmer, Commissioner Sedivy, Commissioner Grabow and Mayor Langohr;
those voting No, none
Adjournment:
There being no further business to come before the Commission at this time, it was moved by
Commissioner Vollmer, seconded by Commissioner Sedivy, that the meeting be adjourned and the motion
