HomeMy WebLinkAbout1971-11-10 I I I Bozeman, Montana 10 November 1971 The Commi.ssion of the City of Bozeman met in regular session in the Commission Room, Municipal Building, 10 November 1971, at 1:15 o'clock p.m. Present were Mayor Langohr, Commissioner Grabow, Commissioner Lehrkind, Commissioner Vollmer, Commissioner Sedivy, City Manager Fryslie, Ass't. City Manager Keyes, Acting City Attorney Andriola and the Clerk. Commissioner Sedivy opened the meeting with a prayer and the following proceedings were had: Minutes of the Regular meeting held 1 November 1971 were approved as read. Minutes of the Special meeting held 5 November 1971 were approved as read. Hearing, Resolution No_~ 1493. Intent to Create SID No. 505, Water Main on South Tw~nt_ieth: Resolution No. 1496 Creati.ng SID No. 505: This was the time and place set in Commission Resolution No. l493 to hear protests to the creation of Special Improvement District No. 505. Affidavit of publication of Notice and the Clerks mailing certificate stating that all property owners had been notified as required by law were presented. The City Engineer presented a written protest filed with the Clerk of the Commission by Roy V. and Vera M. Wiegand representing 8.07% of the proposed district. Following a discussion and in concurrence with the recommendation of the City Manager, it was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that the protests representing 8.07% of the proposed district be considered insufficent, it being less than 50% of the property fronting on the proposed district and resolution No. l496 creating Special Improvement District No. 505 was presented, entitled: COMMISSION RESDLUTION NO. 1496 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN CREATING A SPECIAL IMPROVEMENT DISTRICT TO BE KNOWN AS SPECIAL IMPROVEMENT DISTRICT NO. 505 OF THE CITY OF BOZEMAN FOR THE PURPOSE OF INSTALLING A SIX (6) INCH WATERMAIN ON SOUTH TWENTIETH (20TH) AVENUE BETWEEN WEST BABCOCK STREET AND WEST COLLEGE STREET FOR THE PURPOSE OF PRO- VIDING ADJOINING PROPERTY DOMESTIC WATER SERVICE AND FIRE PROTECTION, THE INSTALLATION AND CONSTRUCTION OF SAID WATERMAIN TO INCLUDE TRENCH EXCAVATION AND BACKFILL: INSTALLATION OF CAST IRON PIPE, NECESSARY TEES, VALVES, HYDRANTS, PIPE BEDDING MATERIAL AND OTHER APPURTENANT FITTINGS AND WORK THERETO. The motion was carried by the following Aye and No vote; those voting Aye being Commissioner Vollmer, Commissioner Sedivy, Commissioner Grabow, Commissioner Lehrkind and Mayor Langohr; those voting No, none. ~en.Construction Bids: Cemetery Shop Building: This was the time and place set for opening bids for the construction of the new Cemetery Shop Building. Affidavit of publication of the "Call for Bids" was presented. It was moved by Commissioner Sedivy, seconded by CommissionerGrabow that the bids be opened and read and the motion was carried by the following Aye and No vote: Those voting Aye being Commissioner Sedivy, Commissioner Grabow, Commissioner Lehrkind, Commissioner Vollmer, and Mayor Langohr; those voting No, none. The following bids were then opened and read: Edsall Construction Company Hawthorne Bruce Construction $28,954.00 29,226.00 Upon recommendation of the consulting engineers Thomas, Dean and Hoskins also concurred inby the City Manager, it was moved by Commissioner Grabow, seconded by Commissioner Lehrkind, that the bids be referred to the consulting engineers, Thomas, Dean & Hoskins for review and recommendation to be made to the Commission at their next meeting on Wednesday, 17 November 1971 and the motionwas carried by the following Aye and No vote: those voting Aye being Commissioner Grabow, Commissioner Lehrkind, Commissioner Vollmer, Commissioner Sedivy and Mayor Langohr; those voting No, none.' Confirmation of Police Officer, Dennis G. Thompson: The Chief of Police reported that Police Officer Dennis G. Thompson had satisfactorily completed the required six month probationary period and recommended that Officer Thompson be confirmed as a regular officer of the police department effective 1 November 1971. The City Manager announced that he concurred in the recommendation of theChief of Police subject to the approval of the Commission. It was moved by Commissioner Lehrkind, seconded by Commissioner Vollmer, that the confirmation of Police Officer Dennis G. Thompson be approved and that he be congratulated on completing the six month probationary period and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Vollmer,Commissioner Sedivy, Commissioner Grabow and Mayor Langohr: those voting No, none. Proc1am~~ion, "Red Heart Tag Day" 12 November; "Youth Appreciation Heet:." 1!~-29 Novemher-1J71i. Mayor Langohr proclaimed Friday, 12 November 1971, as "Red Heart Tag Day" as requested by the ~95 :196 Women of the Moose. It was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that the proclamation as requested be endorsed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Sedivy, Commissioner Grabow, Commissioner Lehrkind and Mayor Langohr; those voting No, none. Mayor Langohr announced hi.s proclamation designating 14-20 November 1971, "Youth Appreciation Week" in Bozeman and urged every adult to stop and think of the many "plus"" qualities to be found in the vast majority of today's younger generation and to actively recognize both the individual and collective groupings our citizens which age alone classifies as youth. It waS moved by Comm- issioner Sedivy, seconded by Commissioner Grabow, that the Mayor's proclamation be endorsed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Grabow, Commissioner Lehrkind, Commissioner Vollmer and Mayor Langohr; those voting No, none. Authority to Sell Fruit Cakes - December 1971; D.C.T. for Retarded Childre~: A letter received from Ellis N. Butler Chairman of the Fruit Cake Sales of the United Commercial Travelers requesting permission to conduct a Fruit Cake Sale in Bozeman during the months of November and December 1971 waS presented. It was moved by Commissioner Grabow, seconded by Commissioner Lehr- kind, that permission to conduct the Fruit Cake Sales during the month of November and December be granted and the motion was carried by the following Aye and No vote: those voting Aye being Commiss- ioner Grabow, Commissioner Lehrkind, Commissioner Vollmer, Commissioner Sedivy and Mayor Langohr; those voting No, none. Reports: The following reports were presented: Fi.re Chief Police Chief I The City Manager commented on the above reports and recommended approval thereof. It was moved by Commissioner Lehrkind, seconded by Commissioner Vollmer, that the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Commiss- ioner Lehrkind, Commissioner Vollmer, Commissioner Sedivy, Commissioner Grabow and Mayor Langohr; those voting No, none. The City Manager checked the claims and found them to be true and lawful claims against the City of Bozeman and recommended they be approved and the Director of Finance be directed to issue warrants in payment.
