The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal
Building, 14 July 1971, at 1:15 o'clock p.m. Present were Mayor Langohr, Commissioner Grabow, Comm-
issioner Lehrkind, Commissioner Vollmer, Commissioner Sedivy, City Manager Fryslie, Ass't. City
Manager Keyes, City Attorney Berg and the Clerk.
Commissioner Grabow opened the meeting with a prayer and the following proceedings were had
Minutes of the regular meeting held 7 July 1971 were approved as read.
Request for Curb Sidewalks - So. 16th Avenue:
The request from Hugh Reid of 1521 West College Street for permission to install a sidewalk
adjacent to a curb on South Sixteenth Avenue was presented following an inspection of the area. The
City Manager concurred in the recommendation of the City Engineer and recommended that the request
be approved for the installation of sidewalks adjacent to the curbing along South Sixteenth Avenue,
from College Street north to the Rosary High School property. It was moved by Commissioner Grabow,
seconded by Commissioner Lehrkind, that the request be approved and the motion was carried by the
following Aye and No vote; those voting Aye being Commissioner Grabow, Commissioner Lehrkind, Comm-
issioner Vollmer, Commissioner Sedivy and Mayor Langohr; those voting No, none.
Board Appointments & Reappointments:
Mayor Langohr announced his appointments or reappointments to various City Boards as follows:
Gallatin Field Board Howard I. Nelson to 30 June 1974.
Library Board Mrs. R. M Lockwood to 30 June 1976
Planning Board William E. Brabow to 31 December 1973
Recreation Board Harvey A. Larson to replace Mrs. Henry
Gossack who wished to retire - to
31 December 1973.
Cemetery Board Rev. Lyle J. Onstad to replace Mr. H. E.
Rodeberg who has retired and will not be
resideing in Bozeman permanently - to
31 December 1972.
It was moved by Commissioner Lehrkind, seconded by Commissioner Vollmer, that they concur in
Mayor Langohr's appointment and reappointments and the motion was carried by the following Aye and
No vote: those voting Aye being Commissioner Lehrkind, Commissioner Vollmer, Commissioner Sedivy,
Commissioner Grabow and Mayor Langohr; those voting No, none.
Chamber of Commerce - Sidewalk Bazaar, Friday, 23 July 1971:
It was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that authority for the
merchants of Main Street to hold their annual Sidewalk Bazaar on Friday, 23 July 1971, be granted
and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner
Vollmer, Commissioner Sedivy, Commissioner Grabow, Commissioner Lehrkind and Mayor Langohr; those
voting No, none.
License Bonds: J. W. Tschache, Gas Fitter: Billings Neon Manufacturing Co., Cancellation:
In compliance with Chapter 15 of the Bozeman Municipal Code, the gas fitter bond of J. W. Tschache,
Bozeman and a notice received from Reliance Insurance Company requesting that the Sign Erection License
Bond No. BDR 7305 of Billings Neon Manufacturing Company, Billings, be cancelled was presented. The
Building Inspector had recommended the approval of the Gas Fitter Bond of J. W. Tschache and the City
Attorney had approved the bond as to form. The City Manager concurred with the Building Inspector and
the City Attorney and recommended that the Gas Fitter License Bond be approved and that the City com-
ply with the request of the Reliance Insurance Company That the Sign Erection License Bond be cancelled.
It was moved by Commissioner Sedivy, seconded by Commissioner Grabow, that the Gasfitter License Bond
of J. W. Tschache be approved and the Sign Erection License Bond of Billings Neon Manufacturing Co-
mpany be cancelled and the motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Sedivy, Commissioner Grabow, Commissioner Lehrkind, Commissioner Vollmer and Mayor
Langohr; those voting No, none.
Petition Concerning Odors at Waste Water Treatment Plant:
A petition signed by eleven individuals who were concerned with offensive odors which have
been emitted at the Waste Water Treatment Plant was presented.
Following a discussion, it was moved by Commissioner Grabow, seconded by Commissioner Lehrkind,
that a letter be addressed to the petitioners thanking them for their patience and tolerence in
bringing the new plant into proper operation and advising them that the Commission is very confident
that this particular problem of offensive odors have been isolated and corrected. The motion was

Salary Ordinance No. 907 - Setting Salaries and Bonds:
Ordinance No. 907, the Annual Salary Ordinance covering salaries of the Heads of Departments and
Employees who are direct appointees of the Commission was presented, entitled:
AN ORDINANCE OF THE CITY OF BOZEMAN, MONTANA, FIXING THE MONTHLY
SALARY AND OFFICIAL BOND OF THE CITY MANAGER, THE HEADS OF DE-
PARTMENTS, AND THE EMPLOYEES OF THE CITY COMMISSION AS REQUIRED
BY LAW.
It was moved by Commissioner Lehrkind, seconded by Commissioner Vollmer, that Ordinance No. 907
be passed and adopted and the motion was carried by the following Aye and No vote: those voting Aye
being Commissioner Lehrkind, Commissioner Vollmer, Commissioner Sedivy, Commissioner Grabow and
Mayor Langohr; those voting No, none.

The City Manager commented on the above reports and recommended the approval thereof. It was
moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that the reports be approved and

Authorization to l'\ltend Montana State Firemans Association 79th Annual Conference-
Anaconda, 14-17 July 1971, Asar. Chief Hoey and Fire Fighter Lewis:
The Montana State Fireman's Association 79th Annual Conference is scheduled to be held in Anaconda
14-17 July 1971. Upon recommendation of the Fire Chief, concurred in by the City Manager, it was
moved by Commissioner Lehrkind, seconded by Commissioner Vollmer, that Ass't. Chief Herbert Hoey and
Fire Fighter Leland Lewis be authorized to attend the conference and the expenses of the delegates

incurred by such attendance be paid out of the General Fund and the motion was carried by the
following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Vollmer,
Commissioner Sedivy, Commissioner Grabow and Mayor Langohr; those voting No, none.
Subdivision Plat, Sour DouRh Creek Properties No. 8A:
The final plat of Subdivision No. 8A Sour Dough Creek property was presented along with the
favorable recommendation of the City County Planning Board. Following a discussion and noting that
the plat conformed generally with the master plat of this area, the City Manager recommended that
the plat be approved as presented. It was moved by Commissioner Vollmer, seconded by Commissioner
Sedivy, that the plat be approved as recommended and that the City Manager be authorized and directed
to sign the plat as the Director of Public Service and the motion was carried by the following Aye
and No vote: those voting Aye being Commissioner Vollmer, Commissioner Sedivy, Commissioner Grabow,
Commissioner Lehrkind and Mayor Langohr; those voting No, none.
Sonic Booms: LTC Ronald Jameson, etal:
LTC Ronald Jameson, together with Col Anderson and LTC Kardung, Bealle Air Force Base, California,
met with the Commission and approximately forty citizens who reside in or near the City of Bozeman,
for the purpose of discussing a Sonic Boom irritation that has persisted in the community for quite
some period of time.
LTC Jameson and his associates explained the aerodynamics of 'Sonic Booms' and the necessity
for the mission flights directed by higher headquarters and assured the citizens that every effort
would be made to reduce the number of supersonic flights over our community to the absolute minimum.
Mayor Langohr and the other members of the City Commission thanked LTC Jameson and his assoc-
iates for the efforts made by them to meet with the Commission and other citizens of the City of
Bozeman to explain the problems of the supersonic flight and to minimize the irritation that has
been built up in our community.
