The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal
Building, 28 July 1971, at 1:15 o'clock p.m. Present were Mayor Langohr, Commissioner Grabow, Comm-
issioner Lehrkind, Commissioner Vollmer, Commissioner Sedivy, City Manager Fryslie, Ass't. City
Manager Keyes, City Attorney Berg and the Clerk.
Commissioner Vollmer opened the meeting with a prayer and the following proceedings were had:
Minutes of the regular meeting held 21 July 1971 were approved as read.
Absence of Clerk of the Ci ty-Commiss~on:
In concurrence with the recommendation of the City Manager, it was moved by Commissioner Sedivy,
seconded by Commissioner Grabow, that the Clerk of the Commission be excused due to a death in the
family and that the Ass' to City Manager be designated as Acting Clerk of the Commission and the motion
was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner
Grabow, Commissioner Lehrkind, Commissioner Vollmer, - .. . and Mayor Langohr; those
voting No, none.
Bozen!p.Il,_Creek Ha tershed Discussion - Ross MacPherson, Dis tric t Fores ter:
District Forester Ross MacPherson appeared before the Commission to report on the condition of
the three drainages - Hyalite, Sourdough (Bozeman) and Lyman Creek - that provide the City's water
supply. He also remarked on discussions held with the City Manager about a possible land exchange
between the U.S. Forest Service and the City in Bozeman Creek Watershed.
It was moved by Commissioner Grabow, seconded by Commissioner Lehrkind, that the report be
accepted and Ross McPhearson be commended on his presentation of the report and the motion was carried
by the following Aye and No vote: those voting Aye being Commissioner Grabow, Commissioner Lehrkind,
Commissioner Vollmer, Commissioner Sedivy and Mayor Langohr; those voting No, none.
Requel'rt for .~~sement - Montana Power Company. Country Club Pr~erty:
A request from the Montana Power Company for permission to install a permanent power line across
City owneq property located in NW~SW~, NEtSWt and SEtSW~, all located in Section 8, T. 2S, R, 6E.
was presented. It wasnoted that Chet Beldon, Manager for this Division of Montana Power Company
will be present at the next City Commission Meeting to discuss the request.
B:.~<1.ue?~ for Sewer and Water Service Outside City Limits - M.LD.I:
Del Lichtenberg and H. B. Landoe again appeared before the Commission in regard to the request
to connect a fifty two unit mobile home court located adjacent to the Bridger View Mobile Home Court
on Bridger Canyon Road to City utilities. Following an extensive discussion, it was moved by Comm-
issioner Sedivy, seconded by Commissioner Grabow, that they concur with the recommendation of the
City Manager and the request to connect a fifty-two unit mobile home to city utilities be continued
for additional study and consideration from engineering, zoning and annexation standpoints and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy,
Commissioner Grabow, Commissioner Lehrkind, Commissioner Vollmer and Mayor Langohr; those voting No, none.
BOZ~~L~.So.Lt.l?all. ASSOi:i_at-;,on - Proposal to lJse Country club Land:
The request of the Bozeman Softball Association for the construction of the proposed softball
complex to be located on the Old Country Club property belonging to the City of Bozeman and bordering
on Haggerty Lane was presented, for further consideration. The Cemetery board having had a board
meeting the 27th day of July approved the use of the land for the proposed project.
The Commission concurred in the recommendation of the City Manager and it was moved by Commiss-
ioner Grabow, seconded by Commissioner Lehrkind, that the proposed softball complex project be
approved and that Recreation Director A. Glen White be designated as project coordinator between the
City and the softball association so that each phase of the construction can be approved by the City
before it is undertaken and the motion was carried by the following Aye and No vote: those voting
Aye being Commissioner Grabow, Commissioner Lehrkind, Commissioner Vollmer, Commissioner Sedivy and
Mayor Langohr; those voting No, none.
Reque~to Conduct Shooting Exhibition 7 August 1971 - Gibsons Products Company:
A letter received from Gibsons Products Company, Bozeman, requesting permission to conduct a
shooting exhibition on the Gibsons parking lot during their grand opening on 7 August 1971 was
presented. It was moved by Commissioner Lehrkind, seconded by Commissioner Vollmer. that the re-
quest be approved subject to the approval of the Police Department concerning safety standards and
the motion was carried by the following Aye and No vote: those voting Aye being Commissioner
Lehrkind, Commissioner Vollmer, Commissioner Sedivy, Commissioner Grabow and Mayor Langohr; those
voting No, none.

The City Manager commented on the reports and recommended the approval thereof. It was moved
by Commissioner Vollmer, seconded by Commissioner Sedivy, that the reports be approved and ordered I
filed. The motion was carried by the following aye and no vote: those voting Aye being Commissioner
Vollmer, Commissioner Sedivy, Commissioner Grabow, Commissioner Lehrkind and Mayor Langohr; those
voting No, none.
Left Turns a t Main S tree t, Willson_..L.]racy, Black and Bozeman Avenues:
A recommendation from the Montana State Highway Department Traffic Engineers for the install-
ation and enforcement of no left turns on Main Street at the intersection of Willson Avenue, Tracy
Avenue, Black Avenue and Bozeman Avenue was presented.
The Commission concurred with the recommendation of the Montana Highway Department Traffic
engineers and it was moved by Commissioner SediVY, seconded by Commissioner Grabow, that the City
Manager authorize the installation and enforcement of no-left turns on Main Street on the inter-
sec tion of Willson, Tracy, BH1Ck and Bozeman Avenues. The motion was carried by the following
Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Grabow, Commissioner
Lehrkind, Commissioner Vollmer and Mayor Langohr; those voting No, none.
Temporary Surface from 7th to 11th Avenue on Durston Road:
Upon recommendation of the City Manager, it was moved by Commissioner Grabow, seconded by
Commissioner Lehrkind, that they authorize the City of Bozeman to place a temporary road surface
mix on Durston Road from North Seventh Avenue to North Eleventh Avenue and the motion was carried
by the following Aye and No vote: those voting Aye being Commissioner Grabow, Commissioner Lehr-
kind, Commissioner Vollmer, Commissioner Sedivy and Mayor Langohr; those voting No, none.
Adopt Recommendation on Constitutional Amendments:
The City Manager presented to the City Commission suggested responses to a questionnaire from I
the Home Rule Study Committee of the Legislative Council for inclusion as a recommendation for
consideration by the upcoming State Constitutional Convention.
Following a discussion, it was moved by Commissioner Lehrkind, seconded by Commissioner
Vollmer, that the City Commission adopt these responses as the recommendation of the City of Bozeman
in this regard and the motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Lehrkind, Commissioner Vollmer, Commissioner Sedivy, Commissioner Grabow and Mayor
Langohr; those voting No, none.
Adjournment:
There being no further business to come before the Commission at this time, it was moved by
Commissioner Vollmer, seconded by Commissioner Sedivy, that the meeting be adjourned and the motion
was carried by the following Aye and No vote: those voting A~Commissioner
