MINUTES OF THE MEETING OF THE CITY CO~1ISSION
The COmmission of the City fo Bozeman met in regular session in the Commission Room, Municipal
Building, 25 August 1971, at 1:15 o'clock P.M. Present were Mayor Langohr, Commissioner Grabow,
Commissioner Lehrkind, Commissioner Vollmer, Commissioner Sedivy, City Manager Fryslie, Acting
City Attorney Andriolo and the City Clerk.
Commissioner Vollmer opened the meeting with a prayer and the following pLoceedings were had:
Minutes of the regular meeting held 18 August 1971 were approved as read.
Appointment of Judges & Clerks - Primary Election 31 August 1971:
The Clerk of the Commission presented for the consideration of the Commission a suggested
list of electors for appointment as judges and clerks for the primary election to be held on Tuesday
31 August 1971, as follows:

It was moved by Commissioner Grabow, seconded by Commissioner Lehrkind, that the list
be approved and the motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Grabow, COmmissioner Lehrkind, Commissioner Vollmer, Commissioner Sedivy and Mayor
Langohr; those voting No, none.
Highway Comnlission Agreement - HB42, for State Highway Project 212-(11) Dursto~ Road:
The Construction Agreement HB-42, 435, 254 for the State Highway Project No. 212 (11) for
the purpose of construction over and upon the streets of Bozeman, and including 2" 3/4" crushed
cushion, oil penetration, lay 3" road mix of 3/4" aggregate, labor, material and equipment by

Plans and specifications covering the proposed improvement in Special Improvement District
No. 504, Paving West Aspen to West Tamarack Street from North Fifth to North Seventh Avenue,
prepared by Thomas, Dean & Hoskins, Inc., consulting engineers, were placed before the Commission.
In concurrence with the consulting engineers, the City Manager recommended that the plans and specifications
as presented be approved and that a call for construction bids and a sale of the District bonds in the
maximum amount of $62,000.00 be authorized. It was moved by Commissioner Grabow, seconded by Commissioner
Lehrkind, that the plan and specifications be approved and the Clerk of the Commission be directed
to publish a "Call for Bids" for the construction of the improvements with an opening date of
15 September 1971, and to advertise for bids for the sale of the bonds of District No. 504 in the
approximate amount of $62,000.00 to be received 22 September 1971 and the motion was carried by the
following Aye and No vote: those voting Aye being Commissioner Grabow, Commissioner Lehrkind,
Commissioner Vollmer, Commissioner Sedivy and Mayor Langohr; those voting No, none.

The following reports were presented:
Cemetery Water Director of Finance
The City Manager commented on the reports and recommended the approval thereof. It was
moved by Commissioner Lehrkind, seconded by Conwission Vollmer, that the reports be approved and
ordered filed. The motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Lehrkind, Commissioner Vollmer, Commissioner Sedivy, Commissioner Grabow, and Mayor
Langohrj those voting No, none.

City on a City Force Account at an approximate cost of $5,573.88 was presented.
It was moved by Commissioner Grabow, Seconded by Commissioner Lehrkind, that the contract
documents be approved as presented and that the Mayor and Clerk of the Commission be authorized to sign
the contracts for the City of Bozeman and the motion was carried by the following Aye and No vote:
those voting Aye being Commissioner Grabow, Con~issioner Lehrkind, Commissioner Vollmer, Commissioner
Sedivy and Mayor Langohr; voting No, none.
BOZEMAN LIONS CLUB - Ski Jump Facilities for Proposal: I
A letter received from the Bozeman Lions Club proposing the construction of two ski jumps on
the old Elks Country Club property was presented. The Lions Club will assume the responsibility
of constructing these Jumps, seeding the area property to prevent erosion, and any other landscape
work to make the area attractive.
Following a review of the proposal and a discussion with the Recreational Director, A. Glen White,
it was moved by Commiss ioner Lehrkind, seconded by CommisSl.oner VoJ.lme." ;,,:la t the Ci ty Commission
coucur with the recommendation of the City Manager, that the Bozeman Lions Club proposal to construct
two Ski Jumps on the old Country Club property be approved as requested and that Mr. A. Glen White
be designed as the City Coordinator for this project and that the City approve the plans and construction
schedule before the project is actually undertaken. The motion was carried by the following
Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Vollmer, Commissioner
Sedivy, Commissioner Grabow and Mayor Langohr; those voting No, none.
Kennel License Application - Alan Nason, 918 South Black Avenue:
An application received from Alan Nason, 918 South Black Avenue, requesting a kennel license
in accordance with Ordinance No. 857, Section 5.16.040 of the Bozeman Municipal Code, together
with the required fee was presented. Following a discussion, it was moved by Commissioner Vollmer,
seconded by Commissioner Sedivy, that the kennel license be approved and the motion was carried
by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Sedivy,
Commissioner Grabow, Commissioner Lehrkind and Mayor Langohr; those voting No, none.
License Bond for Approcal - Billings Neon Sign Manuf.:
In compliance with Chapter 14 of the Bozeman Municipal Code, the sign bond of Billings I
Neon Manufacturing Company was presented. The City Manager stated the Building Inspector had
recommended approval of the bond and the Acting Ci ty Attorney had approved the bond as to form.
It as moved by Commissioner Sedivy, seconded by Commissioner Grabow, that the bond be approved and
the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy,
Commissioner Grabow, Commissioner Lehrkind, Commissioner Vollmer and Mayor Langohr; those voting
No, none.
Klans & Specifications - Paving W. Aspen to Tamarack Sts., No. 5th to No. 7th Ave.

Request to vacate portion of Alley - Block E. Tracy Addition:

A letter received from Mr. George Hubbard of the City Center Motel requesting that a portion
of the alley in Block E, Tracy's Addition within the City of Bozeman be vacated was presented.
A thorough discussion was held and the Commission concurred in th..:: -,ecommendation of the
City Manager and it was moved by Commisssioner Vollmer, seconded by Commissioner Sedivy, that the
request be tabled for investigation. The motion was carried by the following Aye and No vote:
those voting Aye being Commissioner Vollmer, Commissioner Sedivy, Commissioner Grabow, Commissioner
Lehrkind and Mayor Langohr; those voting No, none.
Change Truck Rout->.:
It was moved by Commissioner Grabow, seconded by Commissioner Lehrkind, that the City Manager
be instructed to contact the State Highway Department requesting that large trucks be directed to
utilize the North Seventh 1-90 interchange for access to and from highway 191 as soon as 1-90 is
opened to traffic in order to avoid the necessity for the trucks traveling along Main Street through
the Central Business District. The motion was carried by the following Aye and No vote: those voting
Aye being Commissioner Grabow, Commissioner Lehrkind, Commissioner Vollmer, Commissioner Sedivy and
Mayor Langohr; those voting No, none.

There being no further business to come before the Commission at this time, it was moved by
Commissioner Lehrkind, seconded by Commissioner Vollmer, that the meeting be adjourned and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind,
Commissioner Vollmer, Commissioner Sedivy, Commissioner Grabow and Mayor Langohr; those voting No, none.
