Grabow, Commissioner Vollmer, Commissioner Sedivy, Ass't. City Manager Keyes, Ass't. City Attorney Andriolo and the Clerk. Con~issioner Morrow opened the meeting with a prayer and the following proceedings were had. W~s!2ingt(~2:.......C.: It Has moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that City Manager Fryslie and City Attorney Berg be authorized to travel to Washington, D. C., 24-27 May 1971 to meet with the Montana Congressional Delegation to appeal for additional Federal Grant Funds on Project WPCA Mont-125 New Waste Water Treatment Plant and Sewer Lines from the Environmental Protection Agency on behalf of the City of Bozeman and that the expenses be paid from the new SDS construction funds and that Ass't. City Manager Keyes be designated to perform the duties of the City Manager during this period. This was the time and place set for the sale of the bonds of Special Improvement District No. 499, 500 and 501. Affidavits of publication of Notice of Sale of the Bonds was presented. The Mayor and the Acting City Manager outlined the proceedure for conducting this bond sale and stated that the amount 'of bonds to be sold for each district would he adjusted in accordance with law construction bids received as follows, some cases varying from the amount advertised. Montana, being the lmlest and best bid submitted, the sale of the bonds be awarded to the Gallatin Trust and Savings Bank of Bozeman and the bid security of the unsuccessful bidder be returned and the motion was carried by the following Aye and No vote: those votin8 Aye being Commissioner Sedivy, Commissioner Morrow, Commissioner Grabotv, Commissioner Vollmer, and Hayor Langohr; those voting No, none. The following bidders qualified by depositing with the Clerk of the City Commission the necessary bid security. Li.99, 500, 50) - Long Cons~ru('tion C()211p<1I"!:Y--=--1..:2.~~821.95: The City Engineer and the engineers representing consulting Thomas, Dean & Hoskins, Inc., having completed their study of the bid submitted for paving North Seventeeni-h l\vcnue bctvJecn (.Jest: Deall Street 2nd Durston Road SID No. 499, paving West Beall Street: from North Twentieth ^venue eRst to Alley west of North Eighteenth Avenue SID No. 500 and paving of a portion of South Sixteenth Avenue SID No. 501, having prepared a final tabulation of the bids recommended that Lang Constru- ction Company of Billings, Montana, be awarded the contract for construction of SID No. 1:99, 500 and SOlon the basis of their bid in the amount of $99,821.95. The Acting City Manager concurred in the recommendation of the engineers and it was moved by Commissioner Vollmer, seconded by Comm- issioner Sedivy, that the contract be awarded to Long Construction Company of Billings on the hasis of their bid as noted above and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Sedivy, Commissioner Borrov], Commissioner Grabow and Mayor Langohr; those voting No, none. ~rov.?l of Cha.!1-gc-Order SID No. L~99, SOD, 501 - $675.00;. The Change Order on SID's No. 499, 500 & 501 prepared by Thomas, Dean & H~skins, Inc., to be- come a part of the original contract for construction of improvements in the project d('scribed Nas presented as follows: 1. Description: Eli.m~na te item No. 13 extension of exis ting 6" and 8" water lines beyond the construction liQits. These lines will be extended by City forces. 2. Reason: On SID No. 500, City can do work at force account much more economical than contractor. This would provide more contingency to the project. 3. Cost: The cost change is reduced by an amount equal to the bid price of Item 13, $675.00: The Ac ting Ci ty Manager concurred \vi th the engineers and recommended that the Change-Order be accepted and approved as presented. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the Change-Order be approved and the Mayor and the Clerk of the Commission be author- ized and directed to sign for the City and the Hotiomv8s carried by the following Aye and No vote Thos voting Aye being Commissioner Sedivy, Commissioner Morrow, Commissioner Grabow, Commissioner Vollmer and Mayor Langohr; those voting No, none. ;~~~~ion _S'_LYr.2E.2~-:e~New Sani tarLLand fill Assessment Policy:_ A copy of the proposed new Sanitary Landfill AsseSSment Policy was presented to each member of the Commission by the Acting City Manager. Following a thorough discussion of the proposed assess- ment policy, it was moved by Commissioner Morrow, seconded by Commissioner Grabm-l, that they study the proposed new sanitary landfill assessment policy and be prepared to ask questions and discuss it at the next meeting and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy and Mayor Langohr; those voting No, none. :123 124 ~f:'-.P_()E~_~ The i\cting City Manager commented on the Cemetery report and recommended the approval thereof.
