HomeMy WebLinkAbout1971-06-16 I I I 1.3 Bozeman, Montana 16 June 1971 The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal Building, 16 June 1971, at 1:15 o'clock p.m. Present were Mayor Langohr, Commissioner Grabow, Comm- issioner Lehrkind, Commissioner Vollmer, Acting City Manager Keyes, Acting City Attorney Andriolo and the Clerk. Commissioner Vollmer opened the meeting with a prayer and the following proceedings were had: Minutes of the regular session held 9 June 1971 were approved as read. Authorize Absence of Commissioner Sedivy: In concurrence with the recommendation of the Acting City Manager, it was moved by Commissioner Grabow, seconded by Commissioner Lehrkind, that the absence of Commissioner Sedivy from Commission Meetings on 16 and 23 June 1971 be authorized in compliance with Section 2.08.060 of the Bozeman Municipal Code and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Grabow, Commissioner Lehrkind, Commissioner Vollmer and Mayor Langohr; those voting No, none Award Contract for 1971 Walk & Curb Construction Program - W. D. Howells: The City Engineer having completed his study of the bids for construction of Walks and Curbs for 1971, recommended that W. D. Howells be awarded the bid for the sidewalk construction on the basis of his bid in the amount of $7,922.00. The Acting City Manager concurred in the recommendation of the City Engineer and it was moved by Commissioner Lehrkind, seconded by Commissioner Vollmer, that the bids be awarded to W. D. Howell on the basis of his bid and the motion was carried by the follow- ing Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Vollmer, Commissioner Grabow and Mayor Langohr; those voting No, none. Consideration of Bids - Gasoline, Diesel & Kerosene Supply to 30 June 1972: The Commission was referred to the opening of bids from gasoline, diesel fuel and kerosene suppliers to furnish approximately 65,000 gallon gasoline, approximately 11,000 gallon diesel fuel and approximately 1,000 gallon kerosene to 30 June 1972. The bids having been analyzed by the Acting City Manager, recommended that the purchase of approximately 65,000 gallon gasoline in the amount of $0.2040 per gallon and approximately 11,000 gallon diesel fuel in the amount of $0.1206 per gallon be awarded to Humble Oil Company, it being the lowest and best bid and equaling specifications as contained in the "Call for Bids," and that the purchase of the 1,000 gallons kerosene be awarded Chevron Oil Company on the basis of their bid in the amount of $0.1368 per gallon, it being the lowest bid and equaling specifications as contained in the "Call for Bids." The Commission con- curred in the recommendation of the Acting City Manager and it was moved by Commissioner Vollmer, seconded by Commissioner Grabow, that the purchase of the gasoline, diesel fuel and kerosene be awarded to the above suppliers and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Grabow, Commissioner Lehrkind and Mayor Langohr; those voting No, none. Kennel License Application - Harold Roufley. Jr.. 414 North Montana: The application received from Harold Roufley, Jr., requesting a kennel license together with the required fee was again presented for discussion having been tabled for a week. It was moved by Comm- issioner Grabow, seconded by Commissioner Lehrkind, that there being no objections by the neighbors, the kennel license be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Grabow, Commissioner Lehrkind, Commissioner Vollmer, And Mayor Langohr; those voting No, none. License Bond - Midland Electric, Billings - $5,000.00: In compliance with Chapter 15, of the Bozeman Municipal Code, the certificate of the Midland Electric, Billings, in the amount of $5,000.00 was presented. The Acting City Manager reported the Building Inspector had recommended the continuation of the bond and the Acting City Attorney had approved the certificate as -to form. It was moved by Commissioner Lehrkind, seconded by Commiss- ioner Vollmer, that the bond be approved and accepted and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Vollmer, Commissioner Grabow and Mayor Langohr; those voting No, none. Execution of Lease Agreement for Radio Transmitter Site - Forest Service: A Lease Agreement for a Radio Transmitter Site between the City of Bozeman, County of Gallatin and the United States Forest Service was presented as follows: The Leasor hereby leases to the Government the space for radio transmitter-receiver (Central Station) in radio transmitter house, Section 4, T2S, R6E, PMM, owned jointly by 132 the Lessors to be used for installing, maintaining and operating a radio transmitter- receiver together with antennae, power outlet and remote control circuit, provided that no other alterations, additions, or structures shall be placed in, upon or attach- ed to the said premises without the written consent of the lessors for a term beginning 1 July 1971 and ending 30 June 1972. It was moved by Commissioner Vollmer, seconded by Commissioner Grabow, that the Lease Agree- ment be approved and that the Mayor and the Clerk of the Commission be authorized and directed to sign the Lease Agreement on behalf of the City and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Grabow, Commissioner Lehrkind and Mayor Langohr; those voting No, none. Execution of Documents for HUD Grant for Westside Water Main Project SID 502: The Grant Agreement, Project No. WSF-Mt-08-00-00l7, Contract No. DEN-079 and Form HUD 41422 Resolution authorizing execution of Grant Agreement between the City of Bozeman and the United States Department of Housing and Urban Development in an amount not to exceed $352,000 or 50% of the Eligible Project Cost whichever is less for the construction of an addition to the City of Bozeman water mains for the westly portion of Bozeman was presented. The Grant offered has been made in accordance with application submitted to the Federal Agency on a previous date. Following a discussion, it was moved by Commissioner Grabow, seconded by Commissioner Lehrkind that the City enter into the Grant Agreement and the Resolution authorizing execution of the Grant Agreement and the Mayor and the Clerk be authorized and directed to execute the documents for Federal Assistance for the Westside Water Mains project as requested by the Department of Housing and Urban Development on behalf of the City of Bozeman and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Grabow, Commissioner Lehrkind, Commissioner Vollmer and Mayor Langohr; Those voting No, none. Reports; The following reports were presented: Director of Public Service Cashier Police Court The Acting City Manager commented on the above reports and recommended the approval thereof. It was moved by Commissioner Lehrkind, seconded by Commissioner Vollmer, that the reports be app- roved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Vollmer, Commissioner Grabow and Mayor Langohr; those voting No, none. Authorize Purchase of Emergency Traffic Light Controller - $420.00: It was moved by Commissioner Vollmer, seconded by Commissioner Grabow, that the Acting City Manager be authorized to purchase an emergency traffic light controller for the Seventh Avenue and Main Street and Eighth Avenue and Main Street intersections at a cost of approximately $420.00 to be used when the regular traffic light system breaks down or has to be repaired. The emergency traffic light controller will operate similiar to the regular controller, except on a timed basis rather than counting automobiles. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Grabow, Commissioner Lehrkind and Mayor Langohr; those voting No, none. Adjournment: There being no ~urther business to come before the Commission at this time, it was moved by Commissioner Lehrkind, seconded by Commissioner Vollmer, that the meeting be adjourned and the motion was carried by the following Aye and No vote: those voting Aye bein Lehrkind, Commiss- ioner Vollmer, Commissioner Grabow and Mayor Langohr; those voting ATTEST: Erna V.
