HomeMy WebLinkAbout1971-03-24 I I I 99 B07.eman, Montana 24 March 1971 The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal Building, 24 March 1971, at 1:00 o'clock p.m. Present were Mayor Langohr, Commissioner Morrow, Comm- issioner Grabow, Commissioner Vollmer, Commissioner Sedivy, City Manager Fryslie, City Attorney Berg and the Clerk. Commissioner Morrow opened the meeting with a prayer and the following proceedings were had: Minutes of the regular meeting held 17 March 1971 were approved as read. Open Bids SID No. 498 - Water Hain on North Seventeenth Avenue: This was the time and place set for opening bids for the construction of Water Mains on North Seventeenth Avenue between West Beall Street and Durston Road, Special Improvement District No. 498. Affidavi t of publication of "Notice to Bidders" was presented. Three sealed bids were on file and it was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that the bids be opened and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Sedivy, Commissioner Morrow, Commissioner Grabow and Mayor Langohr; those voting No, none. The bids were then opened and read: Wallace Diteman, Inc., Bozeman, Montana $20,399.00 Haggerty Messmer Co., Bozeman, Montana 15,234.25 Long Construction Co., Billings, Montana 19,000.00 In concurrence with the recommendation of the City Manager, it was moved by Commissioner Sed- ivy, seconded by Commissioner Morrow, that the bids be referred to Jim Cummings, engineer representing Consultant Thomas, Dean and Hoskins for final tabulation and recommendation in regard to the lowest and best bid for the construction of the improvements and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow, Commissioner Gra- bow, Commissioner Vollmer and Mayor Langohr; those voting No, none. Subdivision Plats - Baxter Lane Subdivision: A letter received from Rick Mayfield, Planning Director of Bozeman City-County Planning Board together with the final plat of the Baxter Lane Subdivision was presented. The City Manager con- curred with the recommendation of the City-County Planning Board and recommended that the plat be approvedas presented and it was moved by Commissioner Morrow, seconded by Commissioner Grabow, that the plat be approved and that the City Manager be authorized and directed to sign the plat as the Director of Public Service and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy and Mayor Langohr; those voting No, none. License Bond: George C. Miller, Plumbing: In compliance with Chapter 16 of the Bozeman Municipal Code, the plumbing bond of George C. Miller, Bozeman, was presented. The City Manager stated the Building Inspector had recommended approval of the above mentioned bond and the City Attorney had approved the bond as to form. It was moved by Commissioner Grabow, seconded by Commissioner Vollmer, that the plumbing license bond of George C. Miller be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy, Commissioner Morrow, and Mayor Langohr; those voting No, none. Authority to Attend Fire Command School - Chief Huber: A Fire Department Officers Command School is scheduled to be conducted at Yakima, Washington, 19-22 April, and in concurrence with the recommendation of the Fire Chief also concurred in by the City Manager, it was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that the Fire Chief Huber be authorized to attend the school and, it being in the public interest his expenses be paid from the General fund and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Sedivy, Commissioner Morrow, Commissioner Grabow and Mayor Langohr; those voting No, none. Consideration of Bids: Tractor-Backhoe-Loader: Hater Department: After tabulating and checking the bids for a Tractor-Backhoe-Loader that were opened and read 10 March and continued for a period of one week for the purpose of obtaining additional information, the City Manager concurred with the City Engineer and the Water Superintendent and recommended that the purchase be awarded to Manhattan Machinery Co., Manhattan, it being the lowest bid received, equaling or exceeding the specifications as contained in the "Call for Bids". The Commission con- curred with the recommendation of the City Manager and it was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the award be made to Manhattan Machinery Co, in the amount of $2,949.00 100 and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow, Commissioner Grabow, Commissioner Vollmer and Mayor Langohr; those voting No, none. Boeports: The following reports were presented: Director of Public Service c Director of Finance Librarian I The City Manager commented on the above reports and recommended the approval thereof. It was moved by Commissioner Morrow, seconded by Commissioner Grabow, that the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy and Mayor Langohr; those voting No, none. Commiss~on Resoluti.on No. 1461 - Intent to Annex Triangle Area West of City - Hearing 21 April 1971: Commission Resolution No. 1461 declaring the City Commissions Intention to extend the boundaries of the City of Bozeman several tracts of land lying northerly of the centerline of West College Street, westerly of and contiguous to Strozzi's First Subdivision now a part of the City and lying southeast- erly of U.S. Highway No. 191, entitled: COMMISSION RESOLUTION NO. 1461 A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN DECLARING IT TO BE TO THE BEST INTEREST OF THE CITY OF BOZEMAN AND THE INHABIT- ANTS THEREOF AND OF THE INHABITANTS OF A TRACT OF LAND CONTIGUOUS TO THE SAID CITY OF BOZEMAN AND HEREIN MORE PARTICULARLY DESCRIBED TO EXTEND THE BOUNDARIES OF THE SAID CITY OF BOZEMAN SO AS TO INCLUDE THE SAID CONTIGUOUS TRACT WITHIN THE CORPORATE LIMITS THEREOF. prepared by the City Attorney was presented. The City Manager recommended that the Commission adopt the resolution and it was moved by Commissioner Grabow, seconded by Commissioner Vollmer, that the resolution be passed and adopted and that 21 April 1971, be the date set for public hearing and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none. Loss of Rail Service: A discussion was held in regard to the loss of passenger rail service to Bozeman. It was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that a letter be addressed to the Depart- ment of Transportation with copies to be sent to our Congressmen advising them of the deep concern over the loss of passenger rail service to the southern portion of Montana and especially to Bozeman and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Sedivy, Commissioner Morrow, Commissioner Grabow and Mayor Langohr; those voting No, none. Observance of "50th" Anniversary - Commissioner and Mrs. Harry Morrot.,T: Mayor Langohr observed the "50th" Wedding Anniversary of Commissioner and Mrs. Harry Morrow and extended his congratulations and best wishes in their honor. Commissioner's Grabow, Sedivy, and Vollmer concurred in the expression and extended their Best Wishes to Commissioner Morrow and Mrs. Morrow for continued happiness.
