HomeMy WebLinkAbout1971-03-31 I Bozeman, Montana 31 Harch 1971 The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal Building, 31 March 1971, at 1:00 o'clock p.m. Present were Mayor Langohr, Commissioner Morrow, Comm- issioner Grabow, Commissioner Vollmer, Commissioner Sedivy, City Manager Fryslie, Ass't. City Manager Keyes, City Attorney Berg and the Clerk. Commissioner Grabow opened the meeting with a prayer and the following proceedings were had: Minutes of the regular meeting held 24 March 1971 were approved as read. Agreement with U.S.B.O.R. for Soroptimist Downtown Park: The Agreement No. 042-R1596 with United States Bureau of Outdoor Recreation for the purpose of development of a small Soroptimist downtown park on Main Street was presented. Development will include site grading and top soiling development of a lawn area, installation of water and sewer lines and an underground sprinkler system followed by the construction of a concrete plaza, benches, brick planters, a drinking fountain and ornamental landscape planting. The development will be handled by force account work and by contract. Following a discussion the Commission concurred with the recommendation of the City Manager and ut was moved by Commissioner Grabow, seconded by Commissioner Morrow, that the City enter into the Project Bozeman Downtown Soroptimist Park Agreement with the Bureau of Outdoor Recreation and that the Mayor and Clerk of the Commission be authorized and directed to execute the Agreement on behalf of the City and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Grabow, Commissioner Morrow. Commissioner Vollmer, Commissioner Sedivy and Mayor Langohr; those voting No, none. Sale of Bonds SID No. 498 - Water Main on North Seventeenth Ave., $18,300.00: That was the time and place set for the sale of the bonds of Special Improvement District No. 498 Affidavit of publication of Notice of sale of the bonds was presented. Mayor Langohr outlined the proceedure for conducting this bond sale andstated that the amount of bonds to be sold would be in accordance with the advertisement as follows: Advertised Amount Amt. to be sold SID No. 498 $18,300.00 $18,300.00 Mayor Langohr announced the City was ready to conduct oral bidding on the bonds of Special Improvement District No. 498 in the amount of $18.300.00. The following bidders qualified by depositing with the Clerk of the City Commission the nec- essary bid security. Gallatin Trust & Savings Bank First National Bank Interest Rate 5.4% 5 . 2i'. 5.0% I Following the recommendation of the Director of Finance, concurred in by the City Manager, it was moved by Commissioner Vollmer. seconded by Commissioner Sedivy, that the bid of the First Nat- ional Bank, Bozeman. Montana, being the lowest bid submitted, the sale of the bonds be awarded to The First National Bank of Bozeman and the bid security of the unsuccessful bidders be returned and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Sedivy, Commissioner Morrow, Commissioner Grabow and Mayor Langohr; those voting No, none. Consideration of Construction Bids - SID No. 498: The City Engineer and the engineers representing consulting Thomas, Dean and Hoskins, Inc., hav- ing completed their study of the bid submitted for water mains on North Seventeenth Avenue between West Beall Street and Durston Road, Special Improvement District No. 498 and having prepared a final tabulation of the bids recommended that Haggerty-Messmer, Co., of Bozeman, Montana, be awarded the contract for construction of SID No. 498 on the basis of its bid in the amount of $15,324.25. The City Manager concurred in the recommendation of the engineers and it was moved by Commissioner Sedi- vy, seconded by Commissioner Morrow, that the contract be awarded to Haggerty-Messmer, Inc., on the basis of its bid as noted above and that the bid security of the unsuccessful bidders be returned and the motion was carried byfue following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow, Commissioner Grabow, Commissioner Vollmer and Mayor Langoht; those voting No. none. 101 102 Authority to Conduct Shrine Parade, 1 May 1971: A request from the Bozeman Shrine Club to conduct a parade down Main Street on Saturday, 1 May 1971, at 1:30 o'clock p.m. was presented. It was moved by Commissioner Morrow, seconded by Commissioner Grabow, that permission to hold the parade as requested be granted and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy and Mayor Langohr; those voting No, none. License Bonds: New Budd Plumbil~ & Ilea ting - PlYlllbing: Paul's Electric - Elec trical: In compliance with Chapter Fifteen and Sixteen of the Bozeman Municipal Code, the continu- ation certificate of the plumbers license bond of New Budd Plumbing and Heating of Bozeman and the Electrical Bond of Paul's Electric, Bozeman was presented. The City Manager reported the Building Inspector had recommended the continuation of the bonds and the City Attorney had approved the certificates as to form. It was moved by Commissioner Grabow, seconded by Commissioner Vollmer, that the bonds be approved and accepted and the motion was carried by the following Aye and No vote; those voting Aye being COnlmissioner Grabow, Commissioner Vollmer, Commissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none. Request for Sign Code Variance - State Farm Insurance: The request from the State Farnl Insurance for permission to retain a plywood signerected on the face of a building located at 34 South Willson Avenue recently purchased by them was again presented following a period of consideration. Following a discussion, the Commission concurred with the recommendation of the Building Inspector also concurred in by the City Manager and it was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that the request for the sign code variance be denied and the motion was carried by the following Aye and No vote: those voting Aye being COnlmissioner Vollmer, Commissioner Sedivy, Commissioner Morrow, Commissioner Grabow and Mayor Langohr; those voting No, none. AU~Eority-.to Develop Plans for Cemetery Shop Building: The City Manager presented a proposal for the development of plans for the construction of a cemetery shop building for storage and maintenance of cemetery equipment. It will be a simple stru- cture which could be added on to at a later date to provide an office and living quarters for a cemetery sexton and the proposed structure would be located on the slope of a hill south of the old Country Club and is in the approximate center of the cemetery property. The City entered into an Agreement with the Montana State Highway Commission in 1968 for the removal of approximately one- million cubic yards of dirt at 3t per cubic yard from cemetery property. $25,040.00 will be received from this arrangement and can be appropriat~ for funding a large portion of the cost of a cemetery shop building. Following a discussion, it was moved by Commissioner Sedivy, seconded by Commissioner Morrow, t that the City Commission authorize the City Manager to proceed with developing the plans, design and cost estimates for the new cemetery shop on a master plan basis and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow, Commiss- ioner Grabow, Commissioner Vollmer and Mayor Langohr; those voting No, none. Loss of Rail Service: ---~......-......-~~,--- A discussion was held in regard to the meeting held in Helena and attended by Mayor Langohr in regard to the loss of Rail Service to Bozeman. The Chamber of Commerce and other interested citizens also attend the meeting. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the City oppose railpax in its entirety for a period of one year in support of the action taken by the committee who met in Helena. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy,::ommissioner Morrow, Commissioner Grabow, Commissioner Vollmer and Mayor Langohr; those voting No, none. Report of Solid i.Jater Management School - Robert F. Keyes: It was moved by Commissioner Morrow, seconded by Commissioner Grabow, that Ass't. Manager Keyes report of the Solid Waste Management School be accepted and that he be commended on the completeness of his report and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy and Mayor L8ngohr; those voting No, none.
