The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal
Building, 5 May 1971, at 1:00 o'clock p.m. Present were Mayor Langohr, Commissioner Morrow, Comm-
issioner Grabow, Commissioner Vollmer, Commissioner Sedivy, City Manager Fryslie, Ass't. City Manager
Keyes, City Attorney Berg and the Clerk.
Commissioner Grabow opened the meeting with a prayer and the following proceedines were had:
Minutes of the regular session held 28 April 1971 were approved as read.

Commission Resolution No. 1467 prepared by the City Attorney, changing the time of the regular
meetins of the City Commission as set forth was presented.

A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN CHANGING
THE TIME OF THE REGULAR MEETINGS OF THE CITY COMMISSION OF THE
CITY OF BOZEMAN.
It was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that the time of the
regular meeting of the City Commission be changed from 1:00 o'clock P.m. to 1:15 o'clock P.M. on
each Wednesday of each week and the motion was carried by the following Aye and No vote: those voting
Aye being Commissioner Vollmer, Commissioner Sedivy, Commissioner MorroW, Commissioner Grabow and
Mayor Langohr; those voting No, none.

Dennis Blackketter of the Five C. Development Corporation appeared before the Commission to
request that approximately twelve acres of land lying adjacent to the City of Bozeman at the inter-
section of 19th Avenue and Lincoln Street be annexed to the City of Bozeman. Following a thorough
discussion of the request for annexation, the Commission concurred in the recommendation of the City
Manager and it was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that Mr. Blackketter
be instructed to set up a meeting with the City Manager, Ass't. City Manager, City Engineer and City
County Planning Director to work out the details of the proposed annexation and the motion was carried
by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissi.oner Morrow,
Commissioner Grabow, Commissioner Vollmer and Mayor Langohr; those voting No, none.

The Montana Library Association has scheduled a Convention to be held in Missoula, 14.-15 May
an1 Margaret Hileman requested that she and the Ass't. Librarian Molly Pratt be granted permission
to attend the convention. It was moved byCommission Morrow, seconded by Commissioner Grabow, that
City Librarian Margaret Hileman and Ass' t. Librarian Molly Pratt be authorized to attend the con-
vention and, it being in the public interest, their expenses be paid from the Library fund and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morr.ow,
Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy and Mayor Langohr; those voting No,
none.

A letter. received from the Bozeman Senior High School Key Club requesting permission to conduct
a Kite Flying Contest at the Old Country Club on Saturday, 16 May at 2:00 o'clock p.m. was presented.
It was moved by Commissioner Grabow, seconded by Commissioner Vollmer, that permission be granted the
Key Club to conduct the Kite Flying Contest and the motion was carried by the following Aye and No
vote: those voting Aye being Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy, Comm-
issioner Morrow and Mayor Langohr; those voting No, none.

A letter received from Mr. D. J. Skerritt, Chief of University poli.ce of the Montana State
University, requesting that the following members of the University Police be appointed Special
Police Officer.s of the City of Bozeman for the purpose of issuing City of Bozeman traffic citations
for moving vehicle violations with the jurisdiction of the area of the University for a period of
one year from 30 April 1971 to 30 April 1972 without cost to the City was presented.

Proclamation: FL"e Service Recognition Day 8 May 1971: Senior Citizen Month - May 1971:
Mayor Langohr announced his proclamation of 8 May 1971 as "Fire Service Recognition" day in
the City of Bozeman and urged all citizens of the Community to join in honoring our Fire Department
who are charged with the protection of life and property, and visit the Fire Station during Open
-House from 10:00 o'clock A.M. through 2:00 o'clock P.M., Saturday, 8 May 1971. It was moved by
Commissioner Sedivy, seconded by Commissioner Morrow, that the proclamation be concurred in and
the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy,
Commissioner Morrow, Commissioner Grabow, Commissioner Vollmer and Mayor Langohr; those voting No, n~.
Mayor Langohr announced his proclamation of 1-31 May 1971 as"Senior Citizen" month calling
upon all citizens and private employers in the City of Bozeman to render every assistance and co-
operation in developing job opportunities for our older workers. It was moved by Commissioner
Morrow, seconded by Commissioner Grabow, that the proclamation as reques ted by the Senior Citizens
be concurred in and the motion was carried by the following Aye and No vote: those voting Aye being
Commissioner Morrow, Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy and Mayor
Langohr; those voting No, none.
Authority to Attend Training Institute - Pllrk City, Utah, 23-26 May 1_?2L__2.K~_:-'L~J.tk.'EI2E....:..
The Rocky Mountain Regional Training Institute has scheduled a Training Institute in Park City,
Utah, 23-26 May 1971 on a Community Team Approach to Juvenile Delinquency and Chief Johnson requested
authority for Sergeant Harold Veltkamp to attend the institute. In concurrence with the recommendat-
ion of the Chief of Police, also concurred in by the City Manager, it was moved by Commissioner Gra-
bm", seconded by Commissioner Vollmer, that the authority to attend the institute be granted Sergeant
Harold Ve1tkamp and, it being in the public interest his expenses be paid from the General fund and
the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Grabow,
Commissioner Vollmer, Commissioner Sedivy, Commissioner Morrow and Nayor Langohr; those voting No, none.

The City Manager announced his reappointment of Donald Cobb as a member of the Bozeman Police
Commission for a three year term ending 30 April 1974. It was moved by Commissioner Vollmer, seconded
by Commissioner Sedivy, that the Commission concur in the reappointment of Donald Cobb and the motion
was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commiss-
ioner Morrow, Commissioner Sedivy, Commissioner Grabow and }[ayor Langohr; those voting No, none.
De~}gnatio~ of l\rterial Street - South Church Avenue from Babcock Street South:
In accordance wi th the Consul ting Service Corporation Theodore J. Wirth & Associates 196 7
Planning Study and following a discussion of designation of arterial streets the Commission concurred
with the r.ecommendation of the City Manager and it was moved by Commissioner Sedivy, seconded by
Commissioner Morrow, that South Church Avenue from Babcock Street south be designated as an arterial
street. Parking will be prohibited on the west side of Church Avenue. The motion was carried by
the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow,
Commissioner Grabow, Commissioner Vollmer and Mayor Langohr; those voting No, none.

The City Manager commented on the above reports and recommended the approval thereof. It was
moved by Commissioner Morrow, seconded by Commissioner Grabow, that the reports be approved and
ordered filed and the motion was carr.ied by the following Aye and No vote: those voting Aye being
Commissioner Morrow, Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy and Mayor
Langohr; those voting No, none.

The City Manager checked the claims and found them to be true and lawful Claims against
the City of Bozeman and recommended they be approved and the Director of Finance be directed to
issue \Y'arrants in payment. It was moved by Commissioner Grabow, seconded by Commissioner Vollmer,
that the claims be approved and the motion was carried by the following Aye and No vote: those
voti.ng Aye being Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy, Commissioner
Morrow and Mayor Langohr; those voting No, none.

It was moved by Commissioner Morrow, seconded by Commissioner Grabow, that the License Appli-
cation of the "Dahl Wagon" Mobile unit be approved and a license be issued to Ronald Dahl owner of
the unit as he had complied with all stipulations made pertaining to the application and the motion
was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commiss-
ioner Grabow, Commissioner Vollmer and Mayor Lsngohr; those voting No, Commissioner Sedivy.

There being no further business to come before the Commission at this time, it was moved by
Commissioner Grabow, seconded by Commissioner Vollmer, that the meeting be adjourned and the motion
