HomeMy WebLinkAbout1971-02-24 90 Bozeman, Montana 24 February 1971 The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal Build- ing, 24 February 1971, at 1:00 o'clock p.m. Present were Mayor Langohr, Commissioner Morrow, Comm- issioner Grabow, Commissioner Vollmer, Commissioner Sedivy, City Manager Fryslie, Ass't. City Manager Keyes, City Attorney Berg and the Clerk. Commissioner Morrow opened the meeting with a prayer and the following proceedings were had: I Minutes of the regular meeting held 17 February 1971 were approved as read. Open Bids - Sodium Silicofluoride for Water Department: This was the time and place set for openeing bids on the purchase of 50,000 pounds Sodium Silicofluoride. The affidavit of publication of the "Call for Bids" was presented. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the bids be opened and read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow, Commissioner Grabow, Commissioner Vollmer and Mayor Langohr; those voting No, None. The following bids were then opened and read: MacKenzie & Feimann Ltd. - Vancouver, B. C. $12.40 Per cwt. SEC - Billings, Montana 10.93 " " Wasatch Chemical Co., - Salt Lake City, Utah 11.64 II " The Commission directed the bids be referred to the Water Superintendent for checking and tabu- lation and recommendation be made to the Commission. Ordinance No. 905 - Vacate Street and Alley in B1k 3 & 4, No. Seventh Addn. - Albertson's: Ordinance No. 905 prepared by the City Attorney vacating a portion of Juniper Street between North Fifth and North Seventh Avenue, the North-South and East-West Alley between Tamarack Street and Juniper Street and that portion of the North-South Alley lying south of the East-West Alley lying between Juniper Street and Hemlock Street all located in Block 3 and 4 of North Seventh Addition to the City of Bozeman was presented, entitled: ORDINANCE NO. 905 AN ORDINANCE OF THE CITY OF BOZEMAN VACATING A PORTION OF JUNIPER STREET, THE EAST-WEST ALLEY, BLOCK 3, NORTH SEVENTH ADDITION, THE NORTH-SOUTH ALLEY, BLOCK 3, NORTH SEVENTH ADDITION AND A PORTION OF NORTH-SOUTH ALLEY, BLOCK 4, NORTH SEVENTH ADDITION TO THE CITY OF BOZEMAN, MONTANA. Following a discussion, it was moved by Commissioner Morrow, seconded by Commissioner Grabow, that Ordinance No. 905 be amended to read in addition the following particular "over and across which no structures may be constructed." The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy and Mayor Langohr; those voting No, none. It was then moved by Commissioner Grabow, seconded by Commissioner Vollmer, that the Ordinance in its amended form be passed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy, Commissioner Morrow, and Mayor Langohr; those voting No, none. Leave of Absence - Fire Fighter William E. Hoell: A letter received from Fireman William E. Hoell stating that due to a recent back surgery the doctors recommended that he not return to work for a period of ninety days and requested aleave of absence of ninety days or until the doctors released.him. It was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that the request for the leave of absence be granted and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commiss- ioner Sedivy, Commissioner Morrow, Commissioner Grabow and Mayor Langohr; those voting No, none. Commission Resolution No. 1458 - Authorize Application Under P.L. 89-117 West Side Water Proiect Housing & Urban Development: Resolution No. 1458 authorizing filing of Application with the Department of Housing and Urban Development for a grant under P.L. 89-117 to aid in financing the construction of Transmission Water Mains to provide water supply and fire protection to 456 acres of land in the westerly environs of the City of Bozeman, Montana and an assurance of compliance with the Department of Housing and Urban Development regulations under Title VI of the Civil Rights Act of 1964 was presented. Following a discussion, it was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that Commission Resolution No. 1458 be passed authorizing Harold A. Fryslie to execute and file an application on behalf of the City of Bozeman with the Department of Housing and Urban Development and the Motion waS carried by the following Aye and No vote: those voting Aye being Commissioner I I I I I Sedivy, Commissioner Morrow, Commissioner Grabow, Commissioner Vollmer and Mayor Langohr; those voting No, none. Authority to Travel - City Manager to Denver Housing and Urban Development Office: Harold A. Fryslie: It was moved by Commissioner Morrow, seconded by Commissioner Grabow, that Harold A. Fryslie be authorized to travel to Denver in Connection with the Department of Housing and Urban Development application on behalf of the City of Bozeman and that the expenses be paid from the appropriate fund and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy and Mayor Langohr; those voting no, none. Proclamation - Museum of Rockies Week 1-6 March 1971: In accordance with the request of the Museum Benefitfest, Mayor Langohr proclaimed the week of 1-6 March 1971, as "Museum of Rockies Week" in the City of Bozeman and called upon all departments of the City, our civic clubs and commercial organizations, our churches, our schools and all other associations to take an active part in this great civic undertaking. It was moved by Commissioner Grabow, seconded by Commissioner Vollmer, that the Commission concur in the proclamation and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none. License Bonds: Billings Bench Advertising Co., - $2,000.00 Signs, Jack T. Brenner - $5,000.00 Plbg.: In compliance with Chapters 14 and 16 of the Bozeman Municipal Code, the Sign Bond of Billings Bench Advertising Company and the Plumbing & Mechanical Bond of Jack T. Brenner was presented. The City Manager stated the Building Inspector had recommended approval of the above mentioned bonds and the City Attorney had approved the bonds as to form. It was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that the aforementioned bonds be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Sedivy, Commiss- ioner Morrow, Commissioner Grabow and Mayor Langohr; those voting No, none. Reports: The following reports were presented. Water Collector Director of Finance Cemetery The City Manager commented on the above reports and recommended the approval thereof. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow, Commissioner Grabow, Commissioner Vollmer and Mayor Langohr; those voting No, none. Consideration of Bids - Sodium Silicofluoride for Water Department: The Water Superintendent having checked the bids on the purchase of 50,000 pounds Sodium Silico- fluoride recommended that the bid of SEC, Billings, in the amount of $10.93 per cwt. be accepted. The City Manager concurred with the Water Superintendent, recommending that the purchase be awarded to SEC of Billings on the basis of their bid in the amount of $10.93, it being the lowest bid and equaling the specifications as contained in the "Call for Bids." In concurrence with the recommend- ation of the City Manager and the Water Superintendent, it was moved by Commissioner Morrow, seconded by Commissioner Grabow, that the Bid of the SEC, Billings, be accepted and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy and Mayor Langohr; those voting No, none.
