HomeMy WebLinkAbout1971-03-10 94 Bozeman, Montana 10 March 1971 The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal Building, 10 March 1971, at 1:00 o'clock p.m. Present were Mayor Langohr, Commissioner Morrow, Comm- issioner Grabow, Commissioner Vollmer, Commissioner Sedivy, City Manager Frys1ie, Ass't. City Manager Keyes, City Attorney Berg and the Clerk. Commissioner Vollmer opened the meeting with a prayer and the following proceedings were had: Minutes of the regular meeting held 3 March 1971 were approved as read: 9pen Bids - Tractor-Backhoe Front End Loader: This was the time and place set for opening bids on the purchase of a Tractor-Backhoe Front End Loader for the Water Department. The Affidavit of publication of the "Call for Bids" was presented. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the bids be opened and read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow, Commissioner Graboe, Commissioner Vollmer, Commissioner Sedivy and Mayor Langohr; those voting No, none The following bids were then opened and read: Allied Equipment Company - Billings " " " " " " " " $7,280.01 Alt. A 7,162.21 " B 8,006.10 Brennan Dorn Equipment Co. - Bozeman 4,882.00 Gallatin Equipment Co. - Bozeman 4,507.75 " " " "No.2 5,133.19 Manhattan Machinery Co. - Manhattan 2,949.00 Rimrock Equipment Co. - Billings 8,725.00 Upon recommendation of the City Manager, it was moved by Commissioner Morrow, seconded by Commissioner Grabow, that the bids be referred to the City Engineer and the Water Superintendent for tabulation and recommendation to be made to the Commission at their next meeting on Wednesday, 17 March 1971, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy and Mayor Langohr those voting No, none. Authori ty to"Call for Bids" Liquid Chlorine to be opened 7 April 1971: The Water Department and the Waste Water Treatment Plant has need for approximately 58,000 pounds of Liquid Chlorine and the City Manager requested that the purchase of 58,000 pounds be authorized. It was moved by Commissioner Grabow, seconded by Commissioner Vollmer, that the purchase as requested be authorized and the Clerk of the Commission be directed to issue a "Call for Bids" for the purchase of 58,000 pounds Liquid Chlorine to be opened 7 April 1971 and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none. Apprlication for $20,000 Loan - Montana Aeronautics Commission - To plan for Gallatin Field: Howard Nelson and Pete Waite of the Gallatin Field Board were present to seek City Commission approval and execution of an Application to the Montana Aeronautics Commission for a loan in the amount of $20,000.00 repayable over a period of ten years and bearing interest at the rate of 4~%. If obtained these funds together with $40,000.00 yet to be applied for from the F.A.A. will be uti- lized for a comprehensive plan study of Gallatin Field, including a layout plan, traffic forecasts, terminal area layout, financial projections, environmental considerations, navigation aid study and other aviation matters. Mr. Nelson explained that the study would include preliminary engineering and architectural plans for facilities that may be determined essential to accommodate growth and expansion of gallatin field. Upon questioning Mr. Nelson assured the City Commission that they will be given an opportunity to reviewany proposed planning contract for this project and that the application forfederal funds will also be submitted to the City Commission for review and approval prior to its submission. In concurrence with the recommendation of the City Manager, it was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that the application be approved and the mayor and clerk be author- ized and directed to execute the application on behalf of the City and also that Resolution No. 1459 set forth in full be passed and adopted and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Sed~yy, Commissioner Morrow, Commissioner Grabow and Mayor Langohr; those voting No, none. I I I I I I COMMISSION RESOLUTION NO. 1459 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA RATIFYING, APPROVING AND CONFIRMING THE ACTION OF THE GALLATIN FIELD BOARD OF THE COUNTY OF GALLATIN, MONTANA, AND THE CITY OF BOZEMAN, MONTANA, IN BORROWING FROM THE MONTANA AERONAUTICS COMMISSION OF THE STATE OF MONTANA, THE SUM OF TWENTY THOUSAND DOLLARS ($20,000.00) FOR THE PURPOSE OF FINANCING A COMPLETE MASTER PLAN TO BE DEVELOPED FOR GALLATIN FIELD, AND OBLIGATING THE CITY OF BOZEMAN, MONTANA, TO REPAY SAID CITY'S PROPORTIONATE SHARE OF SAID LOAN. II Change Order - Seal Coat Project 212(04) - No. Cost: Change Order Highway Project No. HB-436-2l2(04) for Seal Coat Street Improvements prepared by Thomas, Dean & Hoskins, Inc., to become a part of and subject to the terms and conditions of the original contract for the construction of the seal coat street improvements was presented as follows: Project: Seal Coat Improvements Bozeman, Montana, Highway Project No. HB-436-2l2(04) 1. Description: Replace the Catonic Emulsified Asphalt, CRS-l, with CRS-2. The material will meet the require- ments of AASHO Designation M208-64. 2. Reason: CRS-l is not available from bulk dealers within the State of Montana CRS-2 having the same essential properties is obtainable. 3. Cost A cost change in the contract is not required. The City Manager concurred with the Engineers and recommended the Change Order be accepted and approved as presented. It was moved by Commissioner Morrow, seconded by Commissioner Grabow, that the Change Order be approved and the Mayor and the Clerk be authorized to sign for the City and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy and Mayor Langohr; those voting No, none. Reports: The following reports were presented. Fire Chief Water Collector Building Inspector (Annual) The Building Inspector explained the Annual report of the Building Department for the year 1970. It was moved by Commissioner Grabow, seconded by Commissioner Vollmer, that the Building Inspector be commended on his very comprehensive and thorough report and that the report be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none. The City Manager commented on the reports and recommended the approval thereof. It was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Comm- issioner Vollmer, Commissioner Sedivy, Commissioner Morrow, Commissioner Grabow and Mayor Langohr; those voting No, none. Claims (Cont'd. for February:) Claim No's. 10514 thru 10553 inclusive were presented on the various funds as follows: Cemetery Garbage General Library Park Parking Meter $254.14 761. 50 2,695.89 753.25 435.29 318.90 PERS Planning Bd. SDS Street Water New Sewer Total Claims $1,828.71 791.99 951. 92 1,152.26 1,119.81 1,174.18 $12,237.84 The City Manager checked the claims and found them to be true and lawful claims against the City of Bozeman and recommended they be approved and the Director of Finance be directed to issue warrants in payment. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the claims be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow, Commissioner Grabow, Commissioner Vollmer and Mayor Langohrj those voting No, none. Proposed Zone C~~e Changes - Set Public Hearing: The City Attorney having thoroughly studied the law concerning Zone Code Changes recommended to the City Commission that there be two separate public hearings, one before the Board of Adjust- ment and one before the City Commission and that a Resolution of Intention be adopted announcing a public hearing before the Commission and that it be published. The City Commission concurred 95 96 with the recommendation of the City Attorney also concurred in by the City Manager and it was moved by Commissioner Morrow, seconded by Commissioner Grabow, that a Resolution of Intention be drawn and that it be published and a public hearing be scheduled on these changes to be held 7 April 1971 and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner MOrrow, Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy and Mayor Langohr; those voting No, none. Proclamation: Camp Fire Girls Week 14-20 March 1971: Easter Tag Day 13 March 1971: Red Cross Day - Tuesday, 23 March 1971: Mayor Don M. Langohr announced he had issued a proclamation designating the week of 14-20 March 1971 as Camp Fire Girl Week recognizing sixty-one years of service to girls aged seven through high school. The Commission concurred with Mayor Langohr and it was moved by Commissioner Grabow, seconded by Commissioner Vollmer, that the proclamation proclaiming the week of 14-20 March 1971 as "Camp Fire Girl" week be endorsed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none. Mayor Langohr announced his proclamation of Saturday, 13 March 1971, as "Easter Lily Tag" day and urged all citizens to generously support the 1971 Easter Seal Campaign for crippled children. It was moved by Commissioner Vollmer, seconded by Commissioner Sedivy, that the proclamation as requested be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner SediVY, Commissioner Morrow, Commissioner Grabow and Mayor Langohr; those voting No, none. Mayor Langohr announced his proclamation of Tuesday, 23 March 1971, as "Red Cross Day" in the City of Bozeman to initiate the Five Rivers Red Cross fund drive and urged all citizens of this area to support this important drive. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that they endorse the Mayors proclamation as requested by the Five Rivers Red Cross Chapter and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow, Commissioner Grabow, Commissioner Vollmer and Mayor Langohr; those voting No, none. Request to Conduct Fund Drive for Retarded Children: A request from the Inter-Fraternity Council and Panhellenic for permission to conduct a fund drive for the Gallatin County Muscular Dystrophy Drive was presented. It was moved by Commissioner Morrow, seconded by Commissioner Grabow, that permission to conduct the fund drive be granted and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Grabow, Commissioner Vollmer, Commissioner Sedivy and Mayor Langohr; those voting No, none.
