The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal
Building, 7 October 1970, at 1:00 o'clook p.m. Present were Mayor Langohr, Commissioner Morrow,
Commissioner Sedivy, City Manager Fryslie, Asa't. City Manager Keyes, City Attorney Berg and the Clerk.
Commissioner Morrow opened the meeting with a prayer and the following proceedings were had:
I Minutes of the regular meeting held 30 September 1970 were read and, it was moved by Commissioner
Sedivy, seconded by Commissioner Morrow, that the minutes be approved as read and the motion was
carried by the following Aye and No vote: Those voting Aye being Commissioner Sedivy, Commissioner
Morrow and Mayor Langohr; those voting No, none.
Hearing Resolution No. 1440, Assessing S.I.D. No. 464, East Main Construction - $3,940.57:
This was the time and place set for public hearing on levying the final assessment for constru-
ction of Special Improvement District No. 464 in the final amount of $3,940.57. Affidavit of publi-
cation of Notice was presented. No one was present to protest and there being no written protests
on file, Resolution No. 1440 was presented for final passage. It was moved by Commissioner Morrow,
seconded by Commissioner Sedivy, that the resolution be finally passed and adopted and the motion was
carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner
Sedivy and Mayor Langohr; those voting No, none.
Hearing, Resolution No. 1441, Assessing SID No. 470, Kirk Park, $33,000.00:
This was the time and place set for public hearing on levying the final assessment for constru-
ction of Special Improvement District No. 470 in the amount of $33,000.00. Affidavit of publication
of Notice was presented. No one was present to protest and there being no written protests on file,
Commission Resolution No. 1441 was presented for final passage. It was moved by Commissioner Sedivy,
seconded by Commissioner Morrow, that the resolution be finally passed and adopted and the motion
was carried by the following Aye and No vote: those voting Aye being Commissioner Commissioner Sedivy,
Commissioner Morrow and Mayor Langohr; those voting No, none.
Hearing,Resolution No 1442, assessing Walks and Curbs $8,623.04:
I This WaS the time and place set for hearing protests on levying assessments for the cost of
repair, replacement or construction of sidewalks and curbs for the year 1970 in the amount of
$8,623.04. Affidavit of publication of Notice was presented. No one protested in person and no
written protests having been filed, Commission Resolution No. 1442, as presented and provisionally
passed at the meeting of 30 S~ptember 1970 was presented for final passage. I t was moved by
Commissioner Morrow, seconded by Commissioner Sedivy, that the resolution be finally passed and
adopted and the motion was carried by the following Aye and No vote: those voting Aye being Comm-
issioner Morrow, Commissioner Sedivy and Mayor Langohr; those voting No, none.
Hearing, Resolution No. 1443, Assessing Garbage Service, $94,931.58: Final Passage:
This was the time and place set for hearing on levying assessment for the collection and dis-
posal of garbage for the year 1970 in the amount of $94,931.58. Affidavit of publication of Notice
was presented. No one was present to protest and no written protests having been filed, Commission
Resolution No. 1443 was presented for final passage. It was moved by Commissioner Sedivy, seconded
by Commissioner Morrow, that the resolution be finally passed and adopted and the motion was carried
by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow
and Mayor Langohr; those voting No, none.
Authority to Attend National League of Cities Conference - Atlanta, Ga.: Don M. Langohr, 7-11 Dec.:
The 47th Annual Conference of the National League of Cities is scheduled to be held in Atlanta,
Georgia, 7-11 December 1970 and the City Manager recommended that Mayor Langohr be authorized to
attend the conference. It was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that
Mayor Langohr be authorized to attend the conference and, it being in the public interest his ex-
I penses be paid out of the appropriate fund and the motion was carried by the following Aye and No
vote: those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Langohr; those
voting No, none.
Request to Conduct M.S.U. Homecoming Parade 10:00 o'clock A.M. Saturday, 24 October 1970:
A letter received from Steve Solberg, Montana State University Homecoming Parade Chairman,
requesting permission to stage their annual parade on Saturday, 24 October 1970, at 10:00 o'clock
A. M. was presented. The parade will begin at Buttreys Shopping Center Parking Lot on West Main
Street and proceed down Main Street to the intersection of East Main Street and South Rouse Avenue.
It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that permission to stage the

parade as requested be granted and the motion was carried by the following Aye and No vote: those
voting Aye being Commissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none.
Authority to Purchase Twelve 2 Hour Parking Meters, approximately $800.00:
The Parking Meter department has need for twelve two hour parking meters costing approximately
$800.00. It was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the purchase
of the parking meters as requested be authorized and the motion was carried by the following Aye
and No vote: those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Langohr; I
those voting No, none.
Authority to Attend Third Fire Service Institute, M.S.U. - 13-15 October 1970: Ass't. Fire Chief
Hoey, Firefighters Figgins, Johnson and Wruck:
The Fire Service Institute is scheduled to be held on the Montana State University Campus
13-15 October and in concurrence with the recommendation of the Fire Chief and the City Manager,
it was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that Ass't. Fire Chief Hoey,
Firefighters Figgins, Johnson and Wruck be authorized to attend the institute and, it being in
the public interest, their expenses be paid from the General fund and the motion was carried by
the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow and
Mayor Langohr; those voting No, none.

The City Manager commented on the reports and recommended the approval thereof. I t was moved
by Commissioner Sedivy, seconded by Commissioner Morrow, that the reports be approved and ordered
filed and the motion was carried by the following Aye and No vote: those voting Aye being Comm-
issioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none.
Claims;

The City Manager checked the claims and found them to be true and lawful claims against the
City of Bozeman and recommended they be approved and the Director of Finance be directed to issue
warrants in payment. It was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that
the claims be approved and the motion was carried by the following Aye and No vote: those voting
Aye being Commissioner MorroW, Commissioner Sedivy and Mayor Langohr; those voting No, none.
Adjournment:
There being no further business to come before the Commission at this time, it was moved by
Commissioner Morrow, seconded by Commissioner Sedivy, that the meeting be adjourned and the motion
was carried by the following Aye and No vote: those voting
