HomeMy WebLinkAbout1970-07-22 18 Bozeman, Montana 22 July 1970 The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal Building, 22 July 1970, at 1:00 o'clock p.m. Present were Mayor Langohr, Commissioner Morrow, Comm~ issioner Sedivy, City Manager Fryslie, Ass' t. City Manager Keyes, City Attorney Berg and the Clerk. Mayor Langohr opened the meeting with a prayer and the following proceedings were had: Minutes of the regular session held 15 July 1970 were read and it was moved by Commissioner I Morrow, seconded by Commissioner Sedivy, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Langohrj those voting No, none. Ordinance No. 898, Appropriations 1970-1971, Provisional Adoption, Hearing S August 1970: The City Manager revised the proposed budget for the fiscal year, ending 30 June 1970 and Ordinance No. 898 was presented, entitled: ORDINANE NO 898 AN ORDINANCE APPROPRIATING MONIES FOR EXPENDITURES DEEMED NECESSARY AND IN ACCORDANCE WITH BUDGETARY REQUIREMENTS FOR MAINTENANCE ETC., OF THE MUNICIPAL GOVERNMENT OF THE CITY OF BOZEMAN, MONTANA, FOR THE FISCAL YEAR ENDING 30 JUNE 1971. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the ordinance No. 898 be provisionally passed and adopted and 5 August 1970 be set as the date for public hearing and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none. Cancellation of plumbers License Bond - Amsterdam Lumber Inc.,: A notice received from Reliance Insurance Companyrequesting that the plumber's license bond No. 7001, dated 13 April 1965, issued to Amsterdam Lumber Inc., Manhattan, be cancelled was presented. The City Manager recommended that the City comply with the request and it was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the cancellation of the bond be approved as of 20 August I 1970 and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Langohrj those voting No, none. Report of Fire Association Meetings - Chief Huber: Fire Chief Huber reported on his and Fireman Wruck's attendance at the Montana Fire Chiefs and Fire Fighters joint convention held in Helena, 15-18 July 1970. It was a well planned convention with excellent speakers. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that Chief Huber be highly commended on the excellent manner in which this report was presented and that it be accepted and approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none. Authority to Purchase 2500' 3/4" Copper Tubing - Approximately $1,500.00: The water department has a need for copper tubing and the City Manager requested authority to purchase 2500' 3/4" copper tubing in the approximate amount of $1,500.00. In concurrence with the recommendation of the City Manager, it was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the purchase of the copper tubing be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Langohr, Those voting No, none. Request for Zoning Change - Tract 8C and Part 8B, Homesite Subdv.-Edsall Const.: A letter received from the Bozeman City-County Planning Board with a request from Wayne Edsall of Edsall Construction Company, Tract 8c and part of Tract 8B, Homesite Subdivision, to rezone his land from Class A Residential to Motor business was presented. Following a thorough discussion, the Commission concurred with the recommendation of the City-County Planning Board, also concurred in by I the City Manager, and it was moved by Commissioner Sedivy, seconded by Commissioner MorroW, tha t due to the existing development of much of the land in the area and proposed future development expected in this area, the recommendation of the Planning Board, that the petition be denied is concurred in by the Commission and that the zoning remain in the Class A Residential and the motion was carried by the Following Aye and No vote: those voting Aye beirgCommissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none: Authority to Conduct Little League Baseball Parade 10:30 A.M., 25 July 1970: A request to conduct a Little League Baseball Parade on Saturday, 25 July 1970, at 10:30 o'clock a.m. was presented. The parade is to begin on West Main Street and Third Avenue and proceed down Main :19 Street to Rouse Avenue. It was moved by Commissioner Morrow. seconded by Commissioner Sedivy, that permission to hold the parade be granted and the motionwas carried by the following Aye and No vote: Confirmation of Police Officer - Michael Hunter: A letter received from Chief of Police Robert Johnson, concurred in by the City Manager. inform- ing the Commission that Officer Michael Hunter had satisfactorily completed the required six month probationary period and recommeding that Officer Hunter be confirmed as a regular officer of the I Bozeman Police Department. effective 21 July 1970 was presented. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow. that the confirmation of Police Officer M:chael Hunter be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Cowmissioner Morrow and Mayor Langohr; those voting No, none. Authority to Attend League of Cities Meeting - Commission & Manager, Thursday, 23 July 1970- Helena: It was moved by Commissioner Morrow, seconded by Commissioner Sedivy. that the City Commission and the City Manager be authorized to attend the Montana League of Cities Boardof Directors and Legislative Committee meeting to be held in Helena. 23 July 1970, and the expenses be paid from the General fund and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Morrow, Commissioner Sedivy and Mayor Langohr: those voting No, none. Garbage Assessment Schedule 1970: It has been determined that a basic rate of $24.00 for a four room house, for the current calender year of 1970 would be required to pay present operational costs and to maintain the service of garbage collection and land fill disposal. It was moved by Commissioner Sedivy, seconded by Commissioner MOrrow, that the basic rate of $22.00 for garbage collection and disposal be increased to $24.00 for a four room house and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none. Chamber of Commerce - Sidewalk Bazaar, Friday, 24 July 1970: It was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that authority for the merchants of Main Street to hold their annual sidewalk bazaar on Friday, 24 July 1970, be granted and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner I Morrow, Commissioner Sedivy and Mayor Langohr; those voting No, none. Examination of Depository Securities: In compliance with the provisions of Section 16-2618, R.C.M. 1947, the City Commission proceeded to examine the receipts of Depository Bonds and Securities held by the Director of Finance as Security for City funds deposited in Bozeman banks. It was moved by Commissioner Sedivy, seconded by Comm- issioner Morrow, that the securities be approved and a list thereof be set forth in full in the minutes of the meeting and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Morrow and Mayor Langohr; those voting No, none.
