HomeMy WebLinkAbout1976-06-16 500 Bozeman, Montana 16 June 1976 The commission of the City of Bozeman met in regular session in the Commission Room, Municipal Building, 16 June 1976, at 1:15 o'clock p.m. Present were Mayor Vollmer, Commissioner Lehrkind, Commissioner Sedivy, Commissioner Taylor, Commis- sioner Vandeventer, Acting City Manager Wolf, City Attorney Berg and the Clerk. Commissioner Lehrkind opened the meeting with a prayer and the following proceedings were had. Minutes of the regular meeting held on Wednesday, 9 June, were approved as read. Minutes of the special meeting held on Thursday, 10 June, were approved as read. Proclamation - nUp with Peoplen. - 201.21 June 1976 Mayor Vollmer proclaimed 20-21 June as nUp with People Dayn in the City of Bozeman and urged all citizens of Bozeman to join in the observance of nUp with People Dayn. It was moved by Commissioner Lehrkind, seconded by Commissioner Sedivy, that the proclamation as requested be concurred in. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commis- sioner Sedivy, Commissioner Taylor, Commissioner Vandeventer, and Mayor Vollmer; those voting No, none. Parade - nUp with Peoplen 19 June 1976 A letter received from John Locke and Kevin Taylor on behalf of Up with People, requesting permission to conduct a mini-parade on Friday at 5:30 p.m., was presented. It was moved by Commissioner Sedivy, seconded by Commissioner Taylor, that the Commission grant the members of nUp with Peoplen permission to conduct the parade contingent upon having a police escort to alleviate traffic problems. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Taylor, Commissioner Vandeventer, Commissioner Lehrkind, and Mayor Vollmer; those voting No, none. Ordinance No. 962 - Formula for Parking SID 565 An ordinance establishing a formula for the method of assessment of property in Special Improvement District No. 565 was presented. ORDINANCE NO. 962 AN ORDINANCE ESTABLISHING A FORMULA FOR THE METHOD OF ASSESS- MENT OF PROPERTY IN SPECIAL IMPROVEMENT DISTRICT NO. 565 IN THE CITY OF BOZEMAN, MONTANA, FOR ESTABLISHING OFF-STREET PARKING FACILITIES IN THE CITY OF BOZEMAN AND SETTING A TIME AND PLACE FOR PUBLIC HEARING ON SAID FORMULA AND DIRECTING THE PUBLICATION AND MAILING OF NOTICE THEREOF. It was moved by Commissioner Taylor, seconded by Commissioner Vandeventer, that Ordinance No. 962 be passed and .adopted and Wednesday, the 7th day of July be the date set for a public hearing. I Resolution No. 1795 - Intent to Create SID No. 565, Hearing 7 July 1976 Commission Resolution No. 1795, declaring the City Commission's intention to create a Special Improvement District to be known as Special Improvement District No. 565 for the purpose of establishing off-street parking facilities was presented, entitled: <COMMISSION RESOLUTION NO. 1795 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, DECLARING IT TO BE THE INTENTION OF THE CITY OF BOZEMAN, MONTANA, TO CREATE A SPECIAL IMPROVEMENT DISTRICT TO BE KNOWN AS SPECIAL IMPROVEMENT DISTRICT NO. 565 FOR THE PURPOSE OF ESTABLISHING OFF-STREET PARKING FACILITIES. as prepared by the City Attorney. It was moved by Commissioner Vandeventer, seconded by Commissioner Lehrkind, that Commission Resolution No. 1795 be passed and adopted and Wednesday, the 7th day of July 1976, at the hour of 2:00 o'clock p.m. be the date set for public hearing. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commissioner Lehrkind, Commissioner Sedivy, Commissioner Taylor, and Mayor Vollmer; those voting No, none. SID Request - Paving Remington Way, including Cul-de-sac A letter received from Keith Noyes, petitioning the City of Bozeman to create a special improvement district for the paving of Remington Way and including the cul-de-sac on the east end of the street was presented. The Commission concurred with the recommendation of the Acting City Manager and it was moved by Commissioner Lehrkind, seconded by Commissioner Sedivy, that the City Commission instruct the City Attorney to draw up a resolution of intention to create the Special Improvement District when the necessary estimates are received from the engineering staff. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Sedivy, Commissioner Taylor, Commissioner Vandeventer, and Mayor Vollmer; those voting No, none. Raffle Application - Golden Records - 18 June Bingo License Application - Gallatin 4-H Junior Leaders, Bingo - 26 June The Acting City Manager presented an application from Golden Records along with the required fee for a raffle license for the purpose of holding a raffle on 18 June. It was moved by Commissioner Sedivy, seconded by Commissioner Taylor, that the Commission approve the application for a raffle license for the Golden Records. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Taylor, Commissioner Vandeventer, Commissioner Lehrkind, and Mayor Vollmer; those voting No, none. The Acting City Manager' presented an application from Gallatin 4-H Junior Leaders along with the required fee for the purpose of holding a Bingo game. It was moved by Commissioner Taylor, seconded by Commissioner Vandeventer, that the Commission approve the application for a bingo license for the Gallatin 4-H Junior Leaders. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor, Commissioner Vandeventer, Commissioner 501 schools and veterans organizations to recognize these as special days with appro- I ~;;;.p ~02 ~ .... .. Proclamation: Honor America, 14 June to 4 July 1976 Mayor Vollmer proclaimed 14 June to 4 July as "Honor America" in the City of Bozeman in accordance with Congress and the President of the united States and called upon all citizens, community and religious leaders, business and labor, priate programs and ceremonies. It was moved by Commissioner Vandeventer, seconded by Commissioner Lehrkind, that the Commission concur in the Mayor's proclamation, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commissioner Lehrkind, Commissioner Sedivy, Commissioner Taylor, and Mayor Vollmer; those voting No, none. Consideration of Seal Coat Bids The engineers representing consultants, Thomas, Dean & Hoskins, Inc., having completed their study of the bids for the Seal Coat street improvements, and having prepared a final tabulation of the bids, recommended that the bid be awarded to Bozeman Blacktop, Three Forks, on the basis of their bid in the corrected amount of $31,655.00, it being the lowest bid and equaling or exceeding all specifications in the "Call for Bids". The Commission concurred with the recommendation of the engineers, and it was moved by Commissioner Lehrkind, seconded by Commissioner Sedivy, that Bozeman Blacktop, Three Forks, be awarded the bid for the Seal Coat Street improvements in the amount of $31,655.00. The motion was carried by the following Aye and No I vote: those voting Aye being Commissioner Lehrkind, Commissioner Sedivy, Commissioner Taylor, Commissioner Vandeventer, and Mayor Vollmer; those voting No, none. Lee Lewis - Report on Fire Prevention Meeting in Seattle Lee Lewis appeared before the commission to report on the Fire Prevention Meeting held in Seattle. Mayor Vollmer thanked Mr. Lewis for the extensive report and expressed his appreciation for his attendance at the meeting. Reappointment of Mrs. R. M. Lockwood to Library Board Mayor Vollmer announced his reappointment of Mrs. R. M. Lockwood to the Library Board effective 1 July 1976. It was moved by Commissioner Sedivy, seconded by COIIUnissioner Taylor, that the Commission concur in Mayor Vollmer's reappointment of Mrs. R. M. Lockwood following Aye and No vote: those voting Aye being Commissioner Sedivy, Commis- sioner Taylor, Commissioner Vandeventer, Commissioner Lehrkind, and Mayor I for a five-year term effective 1 July 1976. The motion was carried by the Vollmer; those voting No, none.
