HomeMy WebLinkAbout1976-04-30 46G HINUTES OF THE SPECIAL MEETING OF THE CITY COMMISSION 30 April 1976 The Commission of the City of Bozeman met in special session in the Commission Room, Municipal Building, 30 April 1976, at 4:00 o'clock p.m. Present were Mayor Vollmer, Commissioner Lehrkind, Commissioner Sedivy, Commissioner Taylor, Commissioner Vandeventer, City Manager Fryslie, Assistant City Manager Wolf, And the Clerk. A portion of the minutes of the regular meetirg which pertained to the Conrrnunity Development Grant Application were approved as read. Con.!}_~ueL~~scus1'ion,_::-_~otnmuni~ Development Grant Application A decision on the Community Development Grant Application having been continued for a period of two days for the purpose of giving the Commissionem additional time to review the proposal, was again presented. Questions from the audience were requested at which time City Manager Harold A. Fryslie introB- uced Housing Consultant Edeard Schroeder of Helena who explained to theCommissioners the long range and far reaching effects of accepting the $183,000.00 HUD Grant, namely that most future city facility programs will be tied to housing. The Commissioners voiced concern that these city programs would not be run by the City but would be run by people in Denver or Washington, D. C., However, it was explained that in most cases the City would initiate and administer the programs they found were important to the welfare of the community and that the City Commissioners would have the choice of approving only those programs they felt filled the above criteria. State Representative Am Seibel told the CommissionetS there was a need for housing among their constituents and she presented petitions with more than seven-hundred signatures in support of the said housing grant. The Con~ission concurred in the recommendation of the City Manager, and it was moved by Commiss- ioner Sedivy, seconded by Commissioner Vandeventer, that the Commission approve the Community Develop- ment Grant Application in the amount of $183,000.00 for sixty units of the new low income housing and instruct the city Manager to sign the Grant Application for the City of Bozeman. The motion was carried by the following Aye and No vote: those voting Aye being COlmnissioner Sedivy, Commissioner Vandeventer, and Mayor ~llmer; those voting No, being Commissioner Taylor and Comm- issioner Lehrkind. Contract l~pculTlents Construction of Curb and Gutter Improvements - Concrete Specialties The Contract documents for the construction of Curb and Gutter Improvements on Babcock and Mendenhall Streets were presented. It was moved by Commissioner Vandeventer, seconded by Commissioner Lehrkind, that the contract documents be approved and the Mayor and Clerk of the Commission be authorized and directed to sign the contract for the City of Bozeman, and that Concrete Specialties be authorized and directed to proceed with the construction of the walks and curbs on Mendenhall and Babcock Streets. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Comm- issioner Lehrkind, Commissioner Sedivy, Commissioner Taylor and MayorVol1mer; those voting No, none. Adiournmcnt There being no further business to come before the Commissioner at this time, it was moved by Commissioner Lehrkind, seconded by Commissioner Sedivy, that the meeting be adjourned and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commiss- ioner Sedivy, Commissioner Taylor, Commissioner Vandeventer and Mayor Vollmer; those voting No, none.
