HomeMy WebLinkAbout1976-04-28 I I I Bozeman, Montana 28 April 1976 The Commission of the City of Bozeman met in regular session in the CommissionRoom, Municipal Building, 28 April 1976, at 1:15 o'clock p.m. Present were Mayor Vollmer, Commissioner Lehrkind, Comm- issioner Sedivy, Commissioner Taylor, Commissioner Vandeventer, City Manager Fryslie, Assistant City Manager Wolf, City Attorney Berg and theClerk. Commissioner Lehrkind opened the meeting with a prayer and the following proceedings were had. Minutes of the Regular meeting held on Wednesday, 21 April 1976, were approved as read. Saf~Awareness Days .. 2-15 May 1976 , Proc lamation and Student Presentation Kieven Stanhope, Mike Skerritt, Mike Pierre and Brad Nason, of the Bozeman Junior High School appeared before the Commission in regard to National Safety Awareness days and to urge the adults, as well as, the young people to work hand-in-hand in an effort to make Bozeman a more safe place in which to live. Mayor Vollmer proclaimed 2..15 Mayas "Safety Awareness Days" in accordance with the Bozeman Junior High Speech Students and urged all citizens, young and old, to get involved, participate and support all activities during Safety Awareness Days and all year long. It was moved by Commissioner Lehrkind, seconded by Commissioner Sedivy, that the Commission en- dorse the Mayor's proclamation and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Sedivy, Commissioner Taylor, Commissioner Vande- venter, and Mayor Vollmer; those voting No, none. Emergency Medical S~r.vice Grant__~plication Having considered the Emergency Medical Service Plan and Grant Application for a period of one week for further study and to be taken under advisement, it was again presented. Following a discussion, it was moved by Commissioner Sedivy, seconded by Commissioner Taylor, that the CommissionConcur with the recommendation of the City Manager and the City of Bozeman support the Emergency Medical Service program and Grant Application without any monetary implications as re- quested, and the motion was carried by the following Aye and No vote: those voting Aye being Commiss- ioner Sedivy, Commissioner Taylor, Commissioner Vandeventer, Commissioner Lehrkind and Mayor Vollmer; those voting No, none. Community Development Grant Application The planning staff prepared for the Commission's review a final application for $183,000.00 HUD Grant for sixty units of new low income housing to replace forty.seven substandard units of American Legion Housing. Following discussion of Community Development Grant Application, the members of the Commission sited lack of time to review the proposal and it was moved by Commissioner Taylor, seconded by Comm- issioner Lehrkind, that action on the final application be tabled for further study. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor, Commissioner Lehrkind, Commissioner Sedivy, Commissioner Vandeventer; those voting No, being Mayor Vollmer; Following further discussion, at which time it was pointed out that the Commission had resolved inDecember to follow the application proceedures and considering the deadlineior filing the final application, it was moved by Commissioner Vandeventer, to submit the application and then decide with- in the seventy-five day review period what action to take. It was pointed oucby the City Manager, that HUD would consider it strange if the City Commission first approved the application and then withdrew its support. The motion died for a lack of a second. It Il1aS then moved by Commissioner Sedivy, seconded by Commissioner Taylor, that a special meeting be schduled for Friday, 30 April 1976, at l~:OO o'clock p.m. for the purpose of deciding what action to take with the final application. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Taylor, Commissioner Vandeventer, Commissioner Lehrkind and Mayor Vollmer; those voting No, none. Tennis Club Proposal for Funding Tennis Courts The letter received from Janet Swenson, Publicity Chairman of the Bozeman Tennis Club, requesting the City Commission to keep available, at least until 1 July 1976, the $30,000.00 that was designated for public tennis courts, having been referred to the Recreation Board for their consideration and action on the proposed tennis courts, was again presented. The Community Recreation Board at their meeting held on 21 April 1976, recommended the following: That the City hold the $30,000.00 for the Tennis Club while they try to raise the $20,000.00 needed for a period of one year to match, 1/4 of the Tennis Court costs up to $30,000.00 if the other 1/4 cost is raised locally, and if BOR funds become available within this time period. 463 46J Following a discussion, it was moved by Commissioner Lehrkind, seconded by Commissioner Sedivy, that the Commission hold the $30,000.00 for the Tennis Club until 1 July 1977. The motion was carr- ied by the following Aye and No Vote: those voting Aye being Commissioner Lehrkind, Commissioner Sed- ivy, Commissioner Vandeventer and Mayor Vollmer; those voting No, being Commissioner Taylor. 1976 Sidewalk & Curb Program The City Engineering stafr having completed a portion of their surveyor Walks and Curbs within the City or Bozeman presented a copy of theproposed repairs and/or installation of the Walks and Curbs for the y~ar 1976 to the Commission fortl1eir inspection. Commission Resolution No. 1788 - Create SID No. 560 - Paving Graf's Third Addition COMMISSION RESOLUTION NO. 1788 A RESOLUTION OF THE CITY COMMISSION OF mE CITY OF BOZEMAN, MONTANA, CREATING A SPECIAL IMPROVEMENT DISTRICT TO BE KNOWN AS SPECIAL IMPROVE~ MENT DISTRICT NO. 560 OF THE CITY OF BOZEMAN FOR THE PURPOSE OF CONSTRU- CTING AND INSTALLING AN ASPHALTIC CONCRETE TYPE PAVEMENT, INTEGRAL CON- CRETE CURBS AND GUTTERS, AND NECESSARY APPURTENANCES THERETO: ALSO CONSTRUCTION AND INSTALLATION OF NECESSARY STORM DRAINAGE PIPE, DITCHES, AND APPURTENANCES NECESSARY TO STORM DRAINAGE ON PORTIONS OF GRAF STREET, AND COLTER AVENUE IN GRAF'S THIRD _ ADDITION TO THE CITY OF BOZEMAN, MONTANA. I It was moved by Commissioner Sedivy, seconded by Commissioner Taylor, that Commission Resolution No. 1788 creating Special Improvement District No. 560 ror the purpose of paving construction on portions of Graf Street, and Colter Avenue in Graf's Third Addition to the City of Bozeman, be passed and adopted, and the motion was carried by the following Aye and No vote: Those votingAye being Commissioner Sedivy, Commissioner Taylor, Commissioner Vandeventer, Commissioner Lehrkind and Mayor Vollmer; those voting No, none. Blutt, Secretary-Treasurer of the Bozeman Mountaineers, Inc.. requesting permission to place a banner across North Seventh Avenue from 15 May 1976 to June I, 1976, along with the required $50.00 deposit, was presented. It \iTas moved hy Commissioner Taylor, seconded by Commissioner Vandeventer. that permission be granted the Mountaineers, Inc., to place the banner over North Seventh Avenue from 15 May to 1 June. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor, Commissioner Vandeventer, Commissioner Lehrkind, Commissioner Sedivy, and Mayor Vollmer; those voting No, none. I Raffle Licenses - ._~ Delta Gamma Sorority (b) Longfellow School The City Manager presented an application from the Delta Gamma Sorority and an application from the Longfellow School alon8 with the required fee for the purpose of holding a raffle. It was moved by Commissioner Sedivy, seconded by Commissioner Taylor, that theCommission approve the applications for the two raffle license, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy. Commissioner Taylor, Commissioner Vandeventer, Commissioner Lehrkind and Mayor Vollmer; those voting No. none. proclamation: Huseum of the Rockies Honth - ~i.~ Mayor Vollmer proclaimed the month of May 1976 as "M.useum Month" and urged the citizens of this City. this Community. and County and this State to experience our Museum of the Rockies and all museums or this area to support them with their substances that we all may once again cross the boundaries of time, seee the diversities. the struggles, the prog;ess or the people of our past and get new hope and courage for now and the future. It was moved by eommissioner Taylor, seconded by Commissioner Vandeventer. that the Commission endorse the Mayor;s proclamation as requested by the Museum of the Rockies, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor. Commissioner Vandeventer. Commissioner Lehrkind. I to replace Angionette Warfield who resigned as of 1 April 1976. Mayor Vollmer requested that a letter be addressed to Mrs. Warfield. thanking her for services rendered on the Zoning Commission. It was lnoved by Commissioner Vandeventer. seconded by Commissioner Lehrkind. that the Commission concur in the Mayor's appointment of Roger Craft, effective 1 April 1976. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer. Commissioner Lehrkind.
