HomeMy WebLinkAbout1976-04-21 460 Bozeman, Hontana 21 April 1976 The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal Building, 21 April 1976, at 1:15 o'clock p.m. Present were Mayor Vollmer Commissioner Lehrkind, Comm- issioner Sedivy, Commissioner Taylor, Commissioner Vandeventer, City Manager Fryslie, Assistant City Manager Wolf, City Attorney Berg and the Clerk. Commissioner Vandeventer opened the meeting with a prayer and the following proceedings were had. Minutes of the regular meeting held on Wednesday, 14 April 1976, were approved as read. Consideration of Bids - Trenching for Sprinkling Systems The Park Superintendent having completed tabulation and study of the bids submitted and having prepared a final tabulation of the bids recommended that the bid be awarded to Bozeman Electric, of Bozeman, on the basis of their bid in the amount of $4,800.00, it being the only bid submitted. The Commission concurred with the recommendation of the Park Superintendent also concured in by the City Manager, and it was moved by Commissioner Lehrkind, seconded by Commissioner Sedivy, that Bozeman Electric of Bozeman be awarded the bid in the amount of $4,800.00, it equaling or exceeding all specifications in the "Call for Bids". The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Sedivy, Commissioner Taylor, Commissioner Vandeventer, and Mayor Vollmer; those voting No, none. ~?nsider~ti.on of Bids - Mendenhall, Babcock Streets curb and gutters: ~oncrete Specialties - $159,338.54 The engineers representing consultants, Thomas, Dean & Hoskins, Inc., and the City Engineering staff having completed their study of the bids for the construction of the curb and gutter improvements on Babcock and Mendenhall Streets and having prepared a final tabulation of the bid submitted, recomm- ended that the bid be awarded to Concrete Specialities, Bozeman, on the basis of their low bid in the amount of $159,338. 5tt, it equaling or exceeding the specifications in the "Call for Bids". The Commission concurred with the recommendation of the engineers, also concurred in by the City Manager, and it was moved by Commissioner Sedivy, seconded by Commissioner Taylor, that Concrete Specialties, Bozeman, be awarded the bid fo r the construction of the curb and gutter improvements on Babcock and Mendenhall Streets on the basis of their low bid in the amount of $159,338.54. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Comm- issioner Taylor, Commissioner Vandeventer, Commissioner Lehrkind and Mayor Vollmer; those voting No, none. Consideration of Bids - 20,000 Gallon Regular Gasoline The Commission was referred to the opening of bids for the purchase of 20,000 gallons regular gasoline. The City staff having completed their study of the bids submitted and having prepared a final tabulation of the bids recommended that the bid beawarded to Mike Powers Exxon, Bozeman, on the basis of their bid in the amount of .4134 for regular gasoline, it being the lowest bid and meeting or exceeding the specifications in the "Call for Bids." The Commission concurred with the recommendation of the City Staff, also concurred in by the City Manager, and it was moved by Commissioner Taylor, seconded by Commissioner Vandeventer, that Mike Powers Exxon be awarded the bid for the 20,000 gallons regular gasoline at .4134 and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor, Commissioner Vandeventer, Commissioner Lehrkind, Commissioner Sedivy and Mayor Vollmer; those voting No, none. Emergency Medical Service Presentation - Lyle Monroe Lyle Monroe appeared before the Commission to present the Emergency Medical Service Plan and Grant Application which he and his staff had developed for Gallatin County. Mr. Monroe explai~ed the various needs and solutions to the existing problems. Following a thorough discussi.on, it was moved by Commissioner Vandeventer, seconded by Commf"ssinner Lehrkind, that the Commission acknowledge receipt of the Emergency Medical Service Plan and Grant Application and take the matter under advisement for a period of one week. The motion was carri.ed by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commissioner Lehrkind, Commissioner Sedivy, Commissioner Taylor and Mayor Vollmer; those voting No, none. Easements: ~Storm Drainage - W. Van Dyk, (b) Utilities - D. H. Barrick An Easement and Right of Way Agreement by and between Willard J. & Sylvia A. Van Dyk and the City of Bozeman for the purpose of installing, operating, using, repairing, replacing, maintaining and re- moving said storm drainage and appurtenances and for such other rights of access and incidental rights thereto upon and across a parcel of land in the Figgins Addition to the City of Bozeman, was presented It was moved by Commissioner Lehrkind, seconded by Commissioner Sedivy, that the Easement and Right of Way Agreement, having been executed by the property owners, be approved and the Mayor and Clerk of the Commission be authorized and directed to sign for the City. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Sedivy, Comm- issioner Taylor, Commissioner Vandeventer and Mayor Vollmer; those voting No, none. Barrick and the City of Bozenlan. for the purpose of installing. operating, using. repairing. replacing. maintaining and removing said utilities and appurtenances and for such other rights of access and incidental rights thereto upon and across a parcell of land located within the southeast portion of the City of Bozeman and described as Lot 1. Block 4. Rearrangement of Thompson's Third Addition and containing approximately 0.022880 acres. was presented. It was moved by Commissioner Sedivy. seconded by Commissioner Taylor. that the Easement and Right of Way Agreement, having been executed by the property owners. be approved and the Mayor and Clerk of the Commission be authorized and directed to sign for the City. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy. Commissioner Taylor. Commiss- ioner Vandeventer and Mayor Vollmer; those voting No. none. Aut.hority to Call for Bids - 3/4 Ton Pickup Truck for the Sanitation Departm~nt with Trnoein. The Sanitation department has need for a new 1976 3/q ton 8' Style Side Pickup_'Truck and the City Manager requested authorization to call for bids for the purchase of the pick*p with trade of a 1962 3/4 ton pickup. It was moved by Commissioner Taylor. seconded by Commissioner Vandeventer. thatxhe purchase of the 3/4 ton pickup truck be authorized and the Clerk of the Commission be directed to issiJe.,a"Call for Bids" for the purchase of the 3/4 ton Pickup to be received on g'May 1976. Application for Raffle License - Babe Ruth League The City Manager presented anlapplication from the Babe Ruth League with the required fee for the purpose of holding a raffle on 16 June. It was moved by Commissioner Vandeventer. seconded by Commissioner Lehrkind. that the Commission approve the application for the raffle license for the Babe Ruth League. and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commissioner Lehr- kind, Commissioner Sedivy. Commissioner Taylor and Mayor Vollmer; those voting No. none. Authority to Attend Library Association Meeting, 6-8 May. Helena - Librarian & 2 Staff ~kmbers The Annual conference of the Montana State Library Association is scheduled to be held in Helena. 6-8 May 1976, and the librarian requested that she and two staff members be authorized to attend the conference and. it being in the public interest their expenses be paid from the Library fund. It was moved by Commissioner Lehrkind. seconded by Commissioner Sedivy, that permission for the Librarian and two staff members be granted to attend the conference. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind. Commissioner Sedivy. Comm- issioner Taylor. Commissioner Vande enter and Mayor Vollmer; those voting No. none. Proclamation - Gallatin County Town Meetin '76 Mayor Vollmer proclaimed Saturday. 1 May 1976. as "Gallatin County Town Meeting" and solicited the citizens of this community to participate in "Town Meeting '76". It was moved by Commissioner Sedivy, seconded by Commissioner Taylor. that the Commission endorse the Mayor's proclamation as requested. and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Taylor, Commissioner Vandeventer. Commiss- ioner Lehrkind and Mayor Vollmer; those voting No. none. Appointment of Judy Mathre to Zoning Commission effective 1 ApriL 1976- Replacing Jane Fitch Mayor Vollmer announced his appointment of Judy Mathre to the Zoning Commission Effective 1 April 1976, to replace Jane Fitch who had resigned. Mayor Vollmer. on behalf of the Commission. expressed their appreciation and commendation to Jane Fitch for her long years of outstanding service. It was moved by Commissioner Taylor. seconded by Commissioner Vandeventer. that the Commission concur in Mayor Vollmer;s appointment. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor, Commissioner Vandeventer. Commissioner Lehrkind. Commissioner Sedivy and Mayor Vollmer; those voting No, none. Friends of the Library - Discussion Members and interested persons of the Friends of the Library appeared before the Commission to discuss the -city-county library services and possible financing alternatives. as well as. improvement and expansion of libraries in Gallatin County. Following a thorough discussion, it was moved by Commissioner Sedivy. seconded by Commissioner Taylor, that the Commission direct the City Library Board to make an in depth study of services. 461 462 division of finances, and all kindred subjects essential in developing adequate city-county library services. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Taylor, Commissioner Vandeventer, Commissioner Lehrkind and Mayor Vollmer; those voting No, none.
