HomeMy WebLinkAbout1976-02-15 43L1 Bozeman, Montana 15 February 1976 The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal Building, 18 February 1976, at 1:15 o'clock p.m. Present were Mayor Vollmer, Commissioner Lehrkind, Commissioner Sedivy, Commissioner Taylor, Commissioner Vandeventer, City Manager Fryslie, Assistant City Manager Wolf, City Attorney Berg and the Clerk. Commissioner Vandeventer opened the meeting with a prayer and the following proceedings were had. Minutes of the regular meeting held on Wednesday, 11 February 1976, were approved as read. Consideration of Bids ~ Four Wheel Drive Vehicle FOR Water Department The Commission was referred to the opening of Bids for the purchase of a 1976 3/4 Ton, four wheel drive pickup for the Water Department of the City of Bozeman, on 11 February 1976. The bids having been studied in detail by the Water Superintendent, recommended that the purchase be awarded to Robert F. Dye, Bozeman, on the basis of their bid in the amount of $5,233.00, it being the lowest bid and equaling or exceeding the specifications as contained in the "Call for Bids". Upon concurrence of the City Manager and the Water Superintendent, it was moved by Commissioner Lehrkind, seconded by Commissioner Sedivy, that the purchase of the 3/4 ton, four wheel drive pickup be awarded to Robert F. Dye, Inc., Bozeman, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Sedivy, Commissioner Taylor, Comm~ issioner Vandeventer and Mayor Vollmer; those voting No, none. Park - Proposed Park Improvement Program Recreation Director A. Glen White appeared before the Commission to present the proposed park improvement program. a) The Tennis court proposal for the construction of eight tournament size tennis courts to be located at Bozeman Junior High School in the approximate amount of $30,000.00, having been con- tinued for a period of two weeks, was again presented for discussion and a final decision by the City Commission. Following a thorough discussion, the Commission concurred in the recommendation of the City Manager concurring with the Community Recreation Board, and it was moved by Commissioner Sedivy, se- conded by Commissioner Vandeventer, that the Commission support the Tennis court proposal in the approximate amount of but not to exceed $30,000.00 and contingent upon the success of the school election and approval of matching funds to be received from B.O.R. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Vandeventer, Commissioner Lehrkind and Mayor Vollmer; Voting No, being Commissioner Taylor. b) The Recreation Director presented a request from the Bozeman Air Tragedy Society (BATS) to utilize the eastern portion of the old Elks Country Club for a flying field for Model aircraft on a three to five year basis and to be used exclusively by BATS clu members. Having reviewed the request, the Community Recreation Board recommended that the City Commiss- ion grant the BATS permission to utilize the Eastern portion of the old Elks Country Club for a flying field for model aircraft as stated above. Following a thorough discussion, it was moved by Commissioner Vandeventer, seconded by Comm- issioner Lehrkind, that the Commission concur in the recommendation of the Community Recreation Board and grant the BATS permission to utilize the Eastern portion of the old Elks Country Club for a flying field for model Aircraft on an exclusive basis for a period of three to five years. Comm- issioner Vandeventer amended the motion to read that it not be used exclusively by the club members but that the public be allowed to use the designated area. Commissioner Lehrkind seconded the amended motion. Thos voting Aye on the amendment being Commissioner Vandeventer, Commissioner Lehrkind, Comm- issioner Sedivy, Commissioner Taylor and Mayor Vollmer; those voting No, none. Those voting Aye on the amended motion being Commissioner Vandeventer, Commissioner Lehrkind, Commissioner Sedivy, Comm- issioner Taylor and Mayor Vollmer; those voting No, none. c) The Recreation Director presented a recommendation from the Recreation Board to approve a request for the development of a linear park connecting Graf and Gardner Parks. Following a diSCUSSion, it was moved by Commissioner Lehrkind, seconded by Commissioner Sedivy; that the Commission concur in the recommendation of the Community Recreation Board and approve the proposed concept of a linear park between Graf and Gardner parks but that no dollars be committed at this time. The City would be willing to accept easements and possible lease agreements in connect- ion with the development of a linear park connecting Graf and Gardner parks. The motipn was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Sedivy, Commissioner Taylor, Commissioner Vandeventer and Mayor Vollmer; those voting No, none. I I I I I I 435 d) The Recreation Director submitted a recommendation from the Community Recreation Board to consider skating rinks at the elementary schools and Bogert Park for the 1976-1977 season, and that the City consider completion of the pavilion at Bogert Park ahead of some of the other priorities. The Commission concurred in the recommendation of theCommunity Recreation Board, also concurred in by the City Manager, and it was moved by Commissioner Sedivy, seconded by Commissioner Taylor, that the ice skating rinks be developed at the elementary schools and Bogert park for 1976-1977 season, and that the proposed multi-purpose pavilion be approved and the City Manager do whatever is necessary on the plan to build the multi-purpose pavilion at Bogert Park, to develop cost estimates, and pre- pare to apply for matching BOR funding. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Taylor, Commissioner Vandeventer, Commiss- ioner Lehrkind and Mayor Vollmer; those voting No, none. e) It was moved by Commissioner Taylor, seconded by Commissioner Vandeventer, that the Commiss- ion concur with the recommendation of the Community Recreation Board and approve the Big-Brother Big-Sister program for a two for one plan whereby one adult work with one youngster, who is missing a parent, at the new Municipal Pool on a one-year trial basis. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor, Commissioner~Vandeventer, Commissioner Lehrkind, Commissioner Sedivy and Mayor Vollmer; those voting No, none. Request to Create SID's - a) Paving in Remington Addition, Noyes b) Paving Graf St. - Grafls 3rd Addn. A petition received from Keith Noyes, petitioning the City of Bozeman to create a special improve- ment district for the purpose of construction of paving on Remington Way to serve the revised plat of Lot 6 of the Remington Addition to the City of Bozeman was presented. The Commission concurred in the recommendation of the City Manager, and it was moved by Commiss- ioner Vandeventer, seconded by Commissioner Lehrkind, that the Commission instruct the City Attorney to draw up the resolution of intention, to create the district for the paving construction, as soon as the City staff furnishes the necessary information. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Vandeventer, Commissioner Sedivy, Commissioner Taylor and Mayor Vollmer; those voting No, none. A petition received from Eugene Graf, Jr., petitioning the City of Bozeman to create a special improvement district for the purpose of paving of Graf Street from Third Avenue east to fue southwest corner of Lot 5, Block 6, Graf's 3rd Addition, was presented. The Commission concurred in the recommendation of the City Manager, and it was moved by Commiss- ioner Lehrkind, seconded by Commissioner Sedivy, that the Commission instruct the City Attorney to draw up the resolution of intention, to create the district for the paving as soon as the City staff furnishes the necessary information. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Sedivy, Commissioner Taylor, Commissioner Vandeventer and Mayor Vollmer; those voting No, none. Application for Raffle License - Barber Shop Chorus It was moved by Commissioner Sedivy, seconded by Commissioner Vandeventer, that the application for a raffle license submitted by the Barber Shop Chorus be added to the agenda. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commissioner Vandeventer, Commissioner Lehrkind, Commissioner Taylor and Mayor Vollmer; those voting No, none. The City Manager presented the application from the Barber Shop Chorus along with the required fee of $12.00 for a raffle license for the purpose of holding a raffle on 3 April. It was moved by Commissioner Lehrkind, seconded by Commissioner Sedivy, that the Commission approve the above application for a raffle license, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Sedivy, Commissioner Taylor, Commissioner Vandeventer and Mayor Vollmer; those voting No, none. Program City Sewer Billing on Computor It was moved by Commissioner Lehrkind, seconded by Commissioner Sedivy, that the Commission authorize programming the City Sewer billing on the computor for the purpose of updating the sewer billing on a monthly basis. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Sedivy, Commissioner Taylor, Commissioner Vandeventer and Mayor Vollmer; those voting No, none 43G Adjournment There being no further business to come before the Commission at this time, it was moved by Commissioner Sedivy, seconded by Commissioner Taylor, that the meeting be adjourned and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Sedivy, Commiss- ioner Taylor, Commissioner Vandeventer, Commissioner Lehrkind and Mayor Vollmer; those voting No, none (.
