HomeMy WebLinkAbout1975-09-24 362 Bozeman, Montana 24 September 1975 The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal Building, 24 September 1975, at 1:15 o'clock p.m. Present were Mayor Sedivy, Cbm- missioner Vollmer, Cbmmissioner Vandeventer, Commissioner Taylor, City Manager Frys1ie, Assistant City Manager Wolf, City Attorney Berg and the Clerk. Commissioner Vandeventer opened the meeting with a prayer and the following proceedings were had. Minutes of the regular meeting held on Wednesday, 17 September 1975, were approved as read. Absence of Commissioner Lehrkind, 24 September 1975 It was moved by Cbmmissioner Vollmer, Seconded by Commissioner Vandeventer, that in com- pUance with Section 11-3245, R. C.M., .1947, the absence of Commissioner Lehrkind be authorized and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Vandeventer, Commissioner Taylor, and Mayor Sedivy; those voting No, none. Studentsof Senior High School - Present to discuss the placing of Bulletin Boards. convenience of Fellow Students Frank Larrabaster, John Baker and Tony Morss, students from Bozeman Senior High School, appeared before the Commission to discuss placing a Bulletin Board at two separate locations for the purpose of contacting fellow students and other persons when necessary. The Commission continued action on the above proposal for the purpose of giving the students an opportunity to check with the Building Inspector regarding the sign code as to placement of Bulletin Boards. Outcome of Operation of Farmer I s Market at Bogert Park Mrs. Nancy House appeared before the Commission on behalf of the Board of Directors of the Farmer's Market to thank the Commission and all other persons responsible for giving them the opportunity to establish the market and to let the Commission know that it was a festive occasion as well as a real success. The Board of Directors are holding a public meeting for the purpose of evaluating the market as to the past season and to discuss the plans for the future. A vote of thanks was extended to Mrs. House for a job well done. Consideration of Bids - Lindley Park Restrooms The BGS Architects and the engineering staff having completed tabulation of the bids for the installation of the new restroom facilities in Lindley Park, recommended that Edsall Construc- tion of Bozeman, be awarded the bid on the basis of their low bid in the amount of $12,790.00 with the following stipulations: a) That the building be moved to a site approximately 150' south to line up an east west direction with the sewer and right-of-way east of Cypress Avenue. b) That the City be responsible for installation of sewer and water to the building. The Commission concurred in the recommendation of the architects and the engineering staff, also concurred in by the City Manager, and it was moved by Commissioner Vandeventer, seconded by Commissioner Taylor, that Edsall Construction of Bozeman be awarded the bid on the basis of their low bid in the amount of $12,799.00, it meeting or exceeding the "Call for Bids" as advertised. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commissioner Taylor, Commissioner Vollmer, and Mayor Sedivy; those voting No, none. 1 I I I I I 363 Open Bids - Five Police Cars This was the time and place set for opening bids for the purchase of five police cars to be used by the Police Department. It was moved by COmmissioner Taylor, seconded by Commissioner Vollmer, that the bids be opened and read and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor, COmmissioner Vollmer, COmmissioner Vandeventer, and Mayor Sedivy; those voting No, none. Dye - Pontiac Purchased without air conditioning purchased with air conditioning 4,159.93 4,531.21 Leased without air conditioning Leased with air conditioning 193.00 209.00 Rolfe & Wood - Plymouth Purchased without air conditioning Purchased with air conditioning 4,183.65 4,533.65 Leased without air conditioning Leased with air conditioning 174.74 179.74 The COmmissioner concurred with the recommendation of the City Manager, and it was moved by COmmissioner Vollmer, seconded by Commissioner Vandeventer, that the bids be referred to the Chief of Police and City staff for tabulation, and recommendation to be made to the COmmission on Wednesday, 1 October, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Vandeventer, Commissioner Taylor, and Mayor Sedivy;, those voting No, none. Authority to Call for Bids - Sprinkler Irrigation System - Lindley, Bogert & Beall Parks Plans and specifications to excavate for 28,000 lineal feet of sprinkler irrigation trench and installing the piping, valves, heads, appurtenances, and reduced pressure backf10w prevention device to complete the sprinkler irrigation systems in Lindley, Bogert and Beall Parks as prepared by Bressler & Associates, was placed before the Commission. Upon recommendation of the City Manager, it was moved by COmmissioner Vandeventer, seconded by Commissioner Taylor, that the plans and specifications as presented be approved and the Clerk be authorized and directed to publish a "Call for Bids" for the installation of the Sprinkler Irrigation System in Lindley, Bogert and Beall Parks with an opening date of 8 October. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Oammissioner Taylor, Commissioner Vollmer, and Mayor Sedivy; those voting No, none. Resolution No. 1751 - Setting Date, Amount & Maturity of Bonds for SID No. 547 The City Manager presented Commission Resolution No. 1751, setting date, maturity date, and principal amount of bonds issued in Special Improvement District No. 547 entitled: COMMISSION RESOLUTION NO. 1751 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN FIXING THE DATE, MATURITY DATE AND THE PRINCIPAL AMOUNT OF BONDS TO BE ISSUED IN SPECIAL IMPROVEMENT DISTRICT NO. 547. It was moved by COmmissioner Taylor, seconded by Commissioner Vollmer, that Commission Resolution No. 1751 be passed and adopted, and the motion was carried by the following Aye and No vote: those 3611 voting Aye being Commissioner Taylor, Commissioner Vollmer, Commissioner Vandeventer, and Mayor Sedivy; those voting No, none. Resolution No. 1752 - Setting Date, Amount & Maturity of Bonds for SID No. 553 The City Manager presented Commission Resolution No. 1752, setting date, maturity date, and principal amount of bonds issued in Special Improvement District No. 553, entitled: COMMISSION RESOLUTION NO. 1752 I A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN FIXING THE DATE, MATURITY DATE AND THE PRINCIPAL AMOUNT OF BONDS TO BE ISSUED IN SPECIAL IMPROVEMENT DISTRICT NO. 553. (1201 South Grand Ave.) COMMISSION RESOLUTION NO. 1753 A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN DECLARING CERTAIN UNPAID BALANCES OF SPECIAL ASSESSMENTS UNPAID AND DELINQUENT AS OF THIS DATE, PROVIDED BY ORDINANCE NO. 594, ENTITLED: "AN ORDINANCE PROVIDING FOR THE COLll.ECTION OF TAXES xx xxx xx, AND THE COLLECTION OF ALL SPECIAL ASSESSMENT, xx xxx" AND CERTIFYING THIS AMOUNT TO THE COUNTY TREASURER AND THE CLERK & RECORDER OF GALLATIN COUNTY, MONTANA. declaring certain unpaid balances of Special assessments unpaid and delinquent as of 24 September 1975 was presented. Assessment SID 547, Hear 1 Oct., $70,000 COMMISSION RESOLUTION NO. 1755 A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN, MONTANA, LEVYING AND ASSESSING A SPECIAL ASSESSMENT OF TAXES UPON ALL THE PROPERTY IN SPECIAL IMPROVE- MENT DISTRICT NO. 547 IN THE CITY OF BOZEMAN, COUNTY OF GALLATIN, STATE OF MONTANA, TO DEFRAY THE COST OF CONSTRUCTING AND MAKING THE IMPROVEMENTS WITHIN SAID SPECIAL IMPROVEMENT DISTRICT NO. 547. levying' the estimated assessment for the construction of Trunk Storm Drain on Durston Road from North 11th to North 18th Avenue, ,SID No. 547 in the total amount of $70,000.00 was presented. It was moved by Commissioner Taylor, seconded by Commissioner Vollmer, that Commissioner Resolution No. 1755 be provisionally passed and adopted and Wednesday, 1 October be the date set for public hearing, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor, Commissioner Vollmer, Commissioner Vandeventer, and Mayor Sedivy; those voting No, none. Lions Club A request from the Gallatin Empire Lions Club for permission to hold their annual light bulb sale on 2-3 October, was presented. It was moved by Ooomnissioner Vandeventer, seconded by COmmissioner Taylor, that permission to hold their annual light bulb sale be granted, and the motion was carried by the following Aye and No vote: those voting Aye being COmmissioner Vandeventer, Commissioner Taylor, COmmissioner Vollmer, 'and Mayor Sedivy; those voting No, none. froposa1t::o Install Data Processing~stem A proposal from Grant D. Murie, Director of Finance, for the installation of a nata Processing System in the City of Bozeman to update the present equipment was presented. An amount of $15,000.00 was budgeted for the installation of the Data Processing System for the fiscal year 1975-1976. Following considerable discussion, it was recommended by the Ooomnission that the proposal be continued for a period of one week for study and a decision. Proclamation :: "Punt, Pas!>_~nd Kick" Day, 4 Octob~!.19l~ Mayor Sedivy announced his proclamation of 4 October as "Punt, Pass, and Kick" day in the City of Bozeman and called upon all citizens of Bozeman to observe the day with the traditional American Spirit of COmpetition and good sportsmanship. It was moved by Ooonmissioner Taylor, seconded by Commissioner Vollmer, that the proclamation as requested by Bozeman Ford be endorsed, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor, COmmissioner Vollmer, Commissioner Vandeventer, and Mayor Sedivy; those voting No, none. Report - Director of Finance The City Manager commented on the report of the Director of Finance and recommended it be accepted and ordered filed. It was moved by COmmissioner Vandeventer, seconded by Commissioner Taylor, that the report of the Director of Finance be accepted and ordered filed, and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commissioner Taylor, COmmissioner Vollmer, and Mayor Sedivy; those voting No, none. Joe Wolf, Acting City Manager - 28 September - 5 October 1975 It was moved by Commissioner Taylor, seconded by Commissioner Vollmer, that Joe Wolf be designated as Acting City Manager to perform the duties of the City Manager during the period of 28 September to 5 October 1975. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor, Commissioner Vollmer, Commissioner Vandeventer, and Mayor Sedivy; those voting No, none.
