Deichmann - Black Olive11/8/16 To: Mayor Carson Taylor, Bozeman City commission, Design Reveiw Committee & Design Reveiw Board; RE: Black-Olive project As long time residents of the Lindley Pl. neighborhood, we are strongly apposed to Andy Holloran's Black-Olive proposal to erect a five plus story, 55 unit apartment/retail building for the following reasons. 1.- Parking and traffic on Olive st., S. Tracy, S. Black, S. Bozeman, S. Rouse, Lindley Pl, S. Church and S Wallace has become a serious problem in recent years, due to Music on Main, Farmers market, the heavy use of Bogert Park, Library traffic and businesses located on E Olive and S Wallace, without adding another 55 apartments and a retail store to the neighborhood. These streets sometimes become one lane for traffic, much of the winter months, due to snow! 2.- A five plus story, 55 unit apartment building plus a retail store and only 35 off street parking spaces and 3 share spots just doesn't add up to good planing. In our neighborhood, most if not all, of the apartment dwellers each have at least one car per resident. That could potentially mean a possible increase of 110 additional cars to the neighborhood with about 70 to 75 of them looking for parking on the surrounding, above mentioned, streets!! (Remember, this is Bozeman, Mt; NOT Seattle, New York City or Denver!!) 3.- We are not so sure that there has been adequate consderation, if any, to the View-Shed that will be lost to the Historic down town residences, due to the construction of such a tall building. The design and character of this 5 plus story apartment/retail complex does not even remotely fit the Historic flavor of the surrounding neighborhoods and will have a very negative visual affect that compromises the integrity of the whole area. 4.- Has there been any thought on how emergency vehicles, such as fire trucks, could access this building from all sides? Fifty five apartments plus a retail space will generate a lot of garbage; where will dumpsters to be located? 5.-Also in question; where will mechanical equipment for heating and cooling be located and how will the noise from said equipment be abated? Will the present sewer and water systems be adequate for this many additional units? Will Holloran be responsible to provide adequate public utilities? 6.- This project will have very little, or no affect on slowing the growth west of town or anywhere else in the Gallatin Valley. It will, instead, create a much bigger parking and more dangerous traffic problem, for motorists, cyclists and pedestrians alike, in these south east residential neighborhoods. We hope the Mayor and the City commision will give careful consideration to these points in reveiwing this project and reject it as it stands at present.
