RECOMMENDATION: Ratify execution of a Water Conveyance Agreement with the
Maynard Border Ditch Association made by the Director of Public Works.
BACKGROUND: A water conveyance agreement with the Maynard Border Ditch Association
was executed by the Director of Public Works on November 3, 2016. The agreement confirms
the City’s membership in the Association and its rights to use Maynard Border Ditch to convey
and deliver city owned water rights to the future sports park fields at Baxter/Flanders Mill. The
sports park will be irrigated by a non-potable irrigation system supplied by direct flow water rights from the West Gallatin River and, if necessary, stored water rights in Hyalite Reservoir.
ALTERNATIVES: As suggested by the Commission
FISCAL EFFECTS: As an association member, the city will pay annual assessments for the operation and maintenance of ditch infrastructure in proportion to the volume of water conveyed
to it. The assessment rate is presently unknown but is not anticipated to be a significant cost
burden.
