SUBJECT: Big Sky Youth Empowerment Story Mansion Proposal MEETING DATE: November 14, 2016
AGENDA ITEM TYPE: Action
RECOMMENDATION: Discuss the request made by Big Sky Youth Empowerment and
provide direction to City Staff on how to move forward.
SUGGESTED MOTION: No motion is required. Advertised as Action Item so that Commission may direct staff as necessary.
BACKGROUND: In late October, the City of Bozeman received a letter from Big Sky Youth
Empowerment (BSYE) requesting that the City enter into an agreement with their organization to utilize the Story Mansion Carriage House. “Speaking in the broadest terms, our proposal is to pay for complete renovations to the site in return for favorable long term lease conditions.”
The Story Mansion operates under an approved conditional use permit (CUP) as a community
center as allowed within its R1 zoning. Based on our limited understanding of BSYE, they too would fit our definition of a community center. At the time that the city commission granted the CUP they deliberately only approved it for use of the 1st floor and basement of the main house
thus requiring an additional CUP from the city commission in order for BSYE to occupy the
carriage house space. Please see their attached letter for additional information.
As you consider the possibility of moving forward with BSYE request, please keep the following
critical projects that are currently high priorities in the city manager’s office in mind:
• Adopting the strategic plan
• Next steps regarding the law and justice center project
• Adopting a legislative agenda for the 2017 session
• Adopting a Broadband conduit expansion strategy
• Hiring a Parking Manager
• Adopting a new Employee Handbook
• Adopting a Contract Policy
• Work is ongoing to wrap up the final pieces of the landfill settlements
• Preparatory work is ramping up on the 2017 Parks Maintenance District

nonprofit dedicated to creating opportuniUes for Gallatin countys most deserving
teenagers to eperience suc@ss. Established in 2001 BYEp has enjo@ working with
youth from across the county in proactive advenfure based programs designed to
engage teenagers in their own lives.
As boft the city and our county grow it is a goal of Big Sky youth Empowermenfs board
of directors to meet that growth by securing a more permanent'home' where we will be
able to facilitate our prcgEms. It is our hope that the city of Bozeman will consider
entering a long term lease with Big Sky Youth Empowerment for occupancy of the
Carriage House at the Sbry Mansion.
