ITEM 1. 05:45:08 PM CALL TO ORDER – No Quorum Chris Mehl: Present Melvin Howe: Present Lessa Racow: Present Bill Rea: Present ITEM 2. 05:45:34 PM PUBLIC COMMENT – No Public Comment  Limited to any public matter, within the jurisdiction of the Design Review Board not on this agenda. Three minute time limit per speaker.  Individual items will have a public comment period at the end of Board discussion. ITEM 3. PROJECT REVIEW 2. 05:46:18 PM Larkspur Commons Site Plan with Deviation (Saunders) 1233, 1271, 1323 and 1375 Manzanita Ave. N. 12th Ave and 1236 N. 14th Ave. A Site Plan Application to allow the construction of 136 apartments in 13 buildings and associated site improvements with Deviation. Deviation is to provide 20% less parking than required by 38.25.040, BMC. 05:46:32 PM Chris Saunders begins presentation of Larkspur Commons. 06:00:04 PM Mr. Saunder’s presentation ends 06:00:25 PM Questions for staff begins. Melvin Howe questions what the board is being asked to do with out a quorum. Mr. Saudners responds that if they had a quorum they would be asked to determine if the project meets the certificate of appropriateness criteria. 06:01:19 PM Chris Mehl questions at which point an action item stays with the commission or goes to the director. Mr. Saunders responds. 06:01:55 PM Mr. Mehl states that he has some questions that relate to the project, but are not directly associated with the project. He questions the storm water location. Mr. Saunders responds. Mr. Mehl and Mr. Saunders discuss storm water further. 06:03:47 PM Mr Saunders makes a statement regarding parkland – that the applicant will be filling their parkland requirements for this property. 06:04:55 PM Mr. Mehl questions what the parking requirements are on this property as an affordable housing project. Mr. Saunders states that the parking requirements are typically one space per bedroom, but that for affordable housing it maxes out at 2. Discussion continues regarding required spaces and proximity to public transit. 06:06:43 PM Bill Rea questions what brought the project to the DRB. Mr. Saunders responds that the number of parking spaces and location in the entryway corridor were a few of the reasons. 06:07:40 PM Bill Rea questions when the 12th Ave work will take place. Page 2 of 3 when the adjacent property owner decides to annex. 06:08:35 PM Bill Rea questions if Oak and 11th will receive a traffic light in the future. Mr. Saunders states that it will eventually. More discussion regarding future traffic signals. 06:11:04 PM End Questions for Staff and open meeting up to applicant presentation. 06:11:24 PM Jen Cleary – from Encompass – Architect on the project begins presentation. 06:12:15 PM Clarifies that the project will not allow students in it, it will be designed for families. She also clarified that parking for larger units was considered. 06:13:20 PM Chris Budeski – Madison Engineering – begins presentation on behalf of applicant. Discusses location of storm water. Further discussion of storm water. 06:16:15 PM Open meeting to questions for applicant. 06:16:32 PM Chris Mehl questions Jen Cleary on why she feels this project should have a reduction in parking. Mrs. Cleary defers the question to Rebecca Rosten. Mrs. Rosten states that they have seen across the country in their affordable units that there are traditionally fewer vehicles. She claims that the building presented has about 1.5 parking spots per unit, where traditionally, they have about .7 spots per unit to 1.2. She also states that this is an infill project there’s not as much space as if you had annexed a piece of property in a field. 06:20:35 PM Mr. Budeski states that there are two similar complexes in town and there are regularly empty spots in those lots. He states that the City and himself would perform a parking study to investigate further. 06:21:55 PM Bill Rea questions if these are units for sale or for rent. They are rental units. 06:22:28 PM Opens meeting to Public Comment on the project. 06:22:47 PM Mike Stenberg – Citizen – states some concerns regarding the parking. He states that this project would typically require 289 parking spaces. With the affordable housing reduction, that would take it down to 255 spaces. The applicant is asking for 204 spaces. Mr. Stenberg points out that many individuals use their garage for storage and not parking and these units are relying on garages for a portion of the already reduced parking. He feels that the City should reach out to the unannexed lot to the north and create an agreement for parking on the street before it becomes an issue. He feels the applicant should rethink the parking. 06:25:13 PM Kevin Black – Representing The Walton – addresses the parking concerns as well and that perhaps they should make arrangements for a shared parking arrangement. The property he’s representing is directly to the west of this property and he states they experienced some parking issues at previously. 06:27:34 PM Board questions if as an adjoining property, if Mr. Lack is concerned about overflow parking into their development. Mr. Black states that they worked hard to make the parking arrangements for his property, so yes, they are concerned about over flow. 06:29:16 PM Close public comment 06:29:52 PM Mrs. Rosten comments on public comment. She states that they have already been in contact with the neighbors to the north to begin the discussion on overflow parking in the evenings, if that were to arise. 06:32:32 PM Lessa Racow questions the stipulation on not renting to college students and what that means to non-college students who are single and thus renting to 3 individuals in a 3 bedroom unit. 06:32:58 PM Mrs. Rosen states that to live at the property, you need to income qualify and that typically screens that situation. There is an income cap for each unit and typically putting multiple single individuals in a unit will put you over the cap. Mr. Saunders further explains how this typically works. 06:35:24 PM Mr. Mehl comments that the applicant came to the city in the past and presented this project as an affordable housing project. Mr. Mehl continues to explain what that means for the project and that it will only move This meeting is open to all members of the public. But that the DRB is in place to approve the aesthetics of the property. 06:36:59 PM Bill Rea questions if the staff would like any additional information, since there will be not vote. Mr. Saunders states that he would just like the board to comment on whether or not they think it meets the standards for the COA. 06:37:27 PM Bill Rea states he is hesitating because the parking situation is still ongoing. Mr. Saunders states that the COA applies more to the layout of parking lots, not the number of spaces, which is more of a zoning compliance issue. 06:38:32 PM Mr. Mehl states that there will be more projects like this in the future, he would love to hear more from the board with regards to the architecture, parking, etc. 06:39:20 PM Mrs. Racow comments that more variety on the street side of the project would be nice. When all the units look the same, it would be nice if they were more individually identifiable. She also commented that if the entire area is an “affordable” project, that she is concerned – she prefers diversity within areas, not too much affiliated with income in one direction or another. And this project seems to be getting on the larger side. She feels that in regards to parking that planning and the applicant will find a solution hat works and she is not concerned with that as much. 06:42:32 PM Mr. Rea states that he thinks is a nice project and he likes the orientation. He thinks the look and detail are very nice. He likes that it’s a longterm project for the builder, so that the look of the buildings are maintain over time. He appreciates Mrs. Racow’s comment about affordability, but feels that the neighboring properties are nice and it’s an “up and coming” area. He is slightly concerned about the parking situation because he finds it hard that anyone in Bozeman would not have a car – specifically in the winter. Streamline is an option, but the way the city is set up, it’s not geared towards public transit. He said he supports less parking, but also likes the idea of the shared use parking and on-street parking. 06:46:10 PM Mr. Howe states that he likes the shape of the building and it’s complexity in comparison to other lower income housing units which have a very streamlined façade. He would like to hear more stats on the parking situation. He assumes that anyone in the home that is working would likely have a vehicle and he would like to hear otherwise or get more statistics if that’s not the case. 06:48:25 PM Mrs. Racow also expresses that she likes the idea of the shared parking to the north. 06:49:06 PM Mr. Rea closes comments. 06:49:12 PM Other Business – Mr. Mehl states that there will be a UDC update. There will be an event beginning the project in September. Advised everyone that if they had any thoughts to please let him know. 06:51:04 PM Mr. Rea questions if it’s on design or zoning, etc. Mr. Rogers responds. Further discussion on the Update process. 06:53:35 PM Mr. Howe stated that the members list on the DRB web page are not accurate.
