Municipal Building, 23 April 1975, at 1:15 o'clock p.m. Present were Mayor Sedivy. Comnlissioner Vollmer, Comm- issioner Vanderventer. Commissioner Taylor. Commissioner Lehrkind. City Manager Frys1ie. Assistant City Manager Wolf. City Attorney Berg and the Clerk. Commissioner Lehrkind opened the meeting with a prayer and the following proceedings were had. Minutes of the regular meeting held on Wednesday, 16 April 1975. were approved as read. Commission Resolution No. 1730 - Authorizing Designated Individuals to Sign City of Bozeman Checks Commission Resolution No. 1730. authorizing designated individuals of the City of Bozeman to sign checks and drafts against such funds for the City of Bozeman was presented. entitled: COMMISSION RESOLUTION NO. 1730 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA. DESIGNATING DEPOSITORY BANKS FOR FUNDS OF THE SAID CITY OF BOZEMAN AND DESIGNATING THOSE EMPLOYEES AND/OR OFFICERS OF '!HE SAID CITY OF BOZEMAN AUTHORIZED TO SIGN CHECKS AND DRAFTS AGAINST SUCH FUNDS. It was moved by Commissioner Vollmer, seconded by Commissioner Vandeventer. that Commission ReSolution No. 1730 authorizing designated individuals to sign checks and drafts against such funds for the City of Bozeman be approved. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer. Commissioner Vandeventer. Commissioner Taylor. Commissioner Lehrkind and Mayor Sedivy; those voting No. none. Proclamation - "Bozeman's Month for the Retarded" - May Mayor Sedivy proclaimed the month of Mayas "Bozeman's Month for the Retarded". including a "Hike-Bike for the Retarded" on 3 May and a "Superstars for the Retarded" meet in the Montana State University Fieldhouse on 17 May 1975. It was moved by Commissioner Vandeventer, seconded by Commissioner Taylor. that they endorse the Mayors proclamation as presented and the motion waS carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commissioner Taylor. Commissioner Lehrkind. Commissioner Vollmer and Mayor Sedivy; those voting No, none. Jack French - Planned Unit Development The City-County Planning Board having held a public hearing to consider the preapplication plans of the proposed planned unit development by Jack French. in accordance with Section 5.2 of the Bozeman City~County Subdivision Regulations voted unanimously to recommend to the City Commission. that this proposed development design does meet the special intent definition and standards of Section 5 (Planned Unit Development) of the Bozeman City-County Subdivision Regulations. Following a discussion. the Commission concurred in the recommendation of the Bozeman City-County Planning Board and it was moved by Commissioner Taylor. seconded by Commissioner Lehrkind. that they approve the preapplication plans for the proposed Planned Unit Development submitted by Jack French. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor. Commissioner Lehrkind. Commissioner Vollmer, Commissioner Vandeventer and Mayor Sedivy; those voting No, none. Official Notification - Bozeman Fire Protection Grading from "Class 6" to "Class 4". A letter addressed to the City of Bozeman from Mr. J. J. O'Leary. Manager of the Insurance Ser- vices Office of Montana. stating the overall Fire Protection Grading for Bozeman had been revised from Protection Class 6 to Protection Class 4. was presented. The City earned this improved classification. principally due to the increased effectiveness of the Fire Department. also due to the New Fire Substation and the volunteer firefighters who supple- ment the manpower response by the full-time paid firefighters. The City Manager stated it was extremely gratifying to receive the "Class 4" rating and con- gratulated the Fire Chief and key staff members of the Fire Department as well as the Water Superintendent and his staff. It was moved by Commissioner Lehrkind. seconded by Commissioner Vollmer. that they acknowledge receipt of the revised change from Protection Class 6 to Protection Class 4 and expressed their gratitude for the efforts of the Fire and Water Department in achieving the necessary goals in order to receive the lower classification which will benefit all of the citizens of the City of ~ozeman through a reduced rate in their fire insurance. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind. Commissioner Vollmer. Commissioner Vandeventer. Commissioner Taylor and Mayor Sedivy; those voting No. none. Fees - Bogert Swimming Pool A request from the Community Recreation Board and the City Recreation Director for an increase 288 in Bogert Pool Swimming fees was presented as set forth in full: Fees 1 thru 17 years Inclusive 18 Yrs. and over Coupon book valued at $12.50 to sell for No charge for beginners lessons. A general discussion was held and it was moved by Commissioner Vollmer. seconded by Commission- er Vandeventer. that the City approve the increase in the Bogert Pool Swimming fees as presented by the recreation board and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer. Commissioner Vandeventer. Commissioner Taylor. Commissioner Lehrkind and Mayor Sedivy; those voting No. none. Application for Gambling License - Rosary School. Bingo 10 May 1975 The City Manager presented an application from the Rosary School along with the required $10.00 fee for a Bingo License for the purpose of holding a Bingo game on 10 May 1975. It was moved by Commissioner Vandeventer. seconded by Commissioner Taylor. that they approve the application of the issuance of the Bingo License and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commissioner Taylor. Commissioner Lehrkind. Commiss- ioner Vollmer and Mayor Sedivy; those voting No. none. Proclamation: "Municipal Clerks Week" 11-17 May 1975 IN accordance with a request from both Houses of Congress. Mayor Sedivy proclaimed the week of 11 to 17 May 1975 as "Municipal Clert<s Week" in the City of Bozeman in recognition of the vital services they perform and their outstanding dedication to the communities they represent. It was moved by Commissioner Taylor. seconded by Commissioner Lehrkind, that they endorse the Mayor's proclamation and that an expression of thanks be extended to Erna V. Harding. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor, Commiss- ioner Lehrkind. Commissioner Vollmer. Commissioner Vandeventer and Mayor Sedivy; those voting No, none. Reports The City Manager commented on the report of the Chief of Police and recommended approval thereof. It was moved by Commissioner Lehrkind. seconded by Commissioner Vollmer. that the report be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind. Commissioner Vollmer. Commissioner Vandeventer. Commissioner Taylor and Mayor Sedivy; those voting No, none. Executive Meeting - Police Protective Association 6 City of Bozeman Being in executive session to discuss proposals from the various bargaining units of City Em- ployees. particular attention was given to a thorough review of the proposals for wages and other matters from the Bozeman Police Protective Association. Among other things. the Police Association has offered to withdraw a petition filed with the State Board of Personnel Appeals requesting fact- finding if a four percent police wage increase. retroactive to 1 July 1974 is immediately approved by the City Manager and City Commission. At the conclusion of the executive meeting. it was moved by Commissioner Lehrkind, seconded by Commissioner Vollmer. that the request from the Bozeman Protective Association for a four per- cent retroactive pay raise to 1 July 1974 be denied. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Vollmer. Commissioner Vandeventer. Commissioner Taylor and Mayor Sedivy; those voting No. none. Adjournment There being no further business to come before the Commission at this time. it was moved by Commissioner Vollmer. seconded by Commissioner Vandeventer. that the meeting be adjourned and the motion was carried by the following Aye and No vote; those voting Aye being Commissioner Vollmer.
