HomeMy WebLinkAbout01-07-16 Memo to RPAB - Application 15574, Yellowstone Theological Institute Prelim PlatFrom staff memo for RPAB Sub. Rev. meeting of Jan. 7, 2016 15574 – Yellowstone Theological Institute Preliminary Plat 1. The Committee discussed the proposed path along S. 19th Avenue at length. Brian Krueger, Development Review Manager, pointed out the mix of 5‐foot sidewalks and 10‐ foot asphalt paths that exist along S. 19th Avenue. He suggested that at least one side of S. 19th Ave. should consistently have a 10‐foot wide paved multi‐use path. Carolyn Poissant, TOP Manager indicated that the department’s preference is for min. 10‐foot concrete multi‐use paths to be constructed along major transportation corridors. 2. Recommendation: Three members were in support of a 10‐foot concrete multi‐use path and also supported the applicant possibly seeking a variance to allow the path to encroach into the watercourse setback to allow for additional separation between the path and the proposed sport fields indicated on the plan (and in lieu of shifting the entire footprint to the east). One member favored the 10‐foot asphalt multi‐use path option. The Committee as a whole strongly expressed that major transportation corridors should consistently be required to provide a paved, min. 10‐foot wide accessible multi‐use path, and that this inconsistency between the UDC and the PROST Plan should be addressed in both the code and the Transportation Plan so as to better serve the needs of non‐motorized transportation throughout Bozeman.
