Municipal Building,S March 1975, at 1:15 o'clock p.m. Present were Mayor Sedivy, Commissioner Vollmer, Comm- issioner Vandeventer, Commissioner Taylor, Commissioner Lehrkind, City Manager Fryslie, Assistant City Manager Wolf, City Attorney Berg and the Clerk. Commissioner Lehrkind opened the meeting with a prayer and the following proceedings were had. Minutes of the regular meeting held on Wednesday, 26 February 1975, were approved as read. Request by DECA to hang Banner Across North Seventh Avenue - 10-17 March 1975 A letter received from Kelly Ottinger. DECA Club Historian, Bozeman Senior High School, requesting permission to place a DECA Banner across North Seventh Avenue on 10 March 1975, to be removed on 17 March 1975 was presented. The Commission concurred in the recommendation of the City Manager and it was moved by Commiss- ioner Vollmer, seconded by Commissioner Vandeventer, that their request to place the banner across North Seventh Avenue during the week of 1-17 March 1975, be approved and the permit fee waived contingent upon meeting the requirements of the Bozeman Sign Code with the understanding that the sign be removed as stated above and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Vandeventer. Commissioner Taylor, Commissioner Lehrkind, and Mayor Sedivy; those voting No. none. Confirmation of Police Officer Gordan McEwan - Effective 1 March 1975 The Police Chief reported that Police Officer Gordan McEwan had satisfactorily completed the required one-year probationary period and recommended that Police Officer Gordan McEwan be confirmed as a regular officer of the Police Department. effective 1 March 1975. The City Manager concurred in the recommendation of the Police Chief and it was moved by Commissioner Vandeventer, seconded by Commissioner Taylor, that the confirmation of Police Officer McEwan be approved and he be congrat- ulated upon completing the one-year probationary period. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer. Commissioner Taylor. Commissioner Lehrkind, Commissioner Vollmer and Mayor Sedivy; those voting No, none. Bid Opening - Tractor. Loader. Backhoe - Water Department This was the time and place set for the opening of bids on a Wheel, Loader, Backhoe for the Water Department. It was moved by Commissioner Taylor, seconded by Commissioner Lehrkind, that the bids be opened and read aloud and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor, Commissioner Lehrkind, Commissioner Vollmer, Commissioner Vandeventer and Mayor Sedivy; those voting No, none. The following bids were then opened and read: Allied Equipment-Box 25l~0. Billings. Mont. 1ft $11,995.00 #2 - $11.332.00 Dorn Equipment - 2311 No. 7th. Bozeman. Mont. #1 $11,616.00 Gallatin Equipment - Box 1127. Bozeman. Mont. #1 $10.000.00 Kamp Implement - Belgrade. Montana #1 $ 9,257.50 Manhattan Machinery - Manhattan, Montana #1 $ 8,500.00 Tri State Equipment - Box l298, Billings. Mont. #1 $11.950.00 Western Equipment - Box 2237, Billings. Mont. #1 $17,122.00 The City Manager recommended that the bids be referred to the Water Superintendent for review, checking, and recommendation to be made next week. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Vollmer, Commissioner Vandeventer. Commissioner Taylor and Mayor Sedivy; those voting No, none. Public Heari~g - Sanitary Sewer Facility Plan This was the time and place set for a public hearing to receive public comment on the proposed Facility Plan, an Engineering Report on the Sanitary Sewer System for the City of Bozeman. Thomas, Dean and Hoskins were present at the meeting and ready to answer all questions that might arise. No adverse comment was made orally or in writing to the plan. After a brief discussion. the City Commission reaffirmed adoption of the plan as proposed by Thomas. Dean and Hoskins. The motion for adoption was made by Commissioner Lehrkind, and seconded by Commissioner Vollmer. Those voting Aye being Commissioner Lehrkind. Commissioner Vollmer, Commissioner Vandeventer. Commissioner Taylor and Mayor Sedivy; those voting No. none. #2 #2 :ft2 - $ 8,175.00 - $ 8.459.50 - $17,700.00 268 Pa rk.!.mpro~~T!~_~rosralI1 It was moved by Commissioner Vollmer, seconded by Commissioner Vandeventer. that the proposed Park Improvement Program. involving Bond Issue Fund and Bureau of Outdoor Recreation Funds be con- tinued for a period of two weeks for additional study. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer. Commissioner Vandeventer. Commissioner Taylor. Commissioner Lehrkind and Mayor Sedivy; those voting No. none. Stqrm Drainage - Durston Road. 11th to 15th Avenue. A memorandum was submitted by the City Manager in regard to creating a Special Improvement District for the purpose of construction and installation of a storm drain on Durston Road from 11th to 15th Avenue. The City Commission directed the engineering staff to furnish the proper information and to call for a public hearingto advise those property owners concerned with the proposed Special Improvement District. Reports The following reports were presented. Annual Police Chief Fire Chief Director of Finance Building Inspector Library The City Manager commented on the reports and recommended approval thereof. It was moved by Commissioner Vandeventer, seconded by Commissioner Taylor. that the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Commiss- ioner Vandeventer, Commissioner Taylor, Commissioner Lehrkind, Commissioner Vollmer and Mayor Sedivy; those voting No, none. Adjournment There being no further business to come before the commission at this time, it was moved by Commissioner Taylor. seconded by Commissioner Lehrkind. that the meeting be adjourned and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor.
