The Commission of the City of Bozeman met in regular session in the Commission Room. Municipal
Building. 19 February 1975. at 1:15 o'clock p.m. Present were Mayor Sedivy. Commissioner Vollmer.
Commissioner Vandeventer. Commissioner Taylor. Commissioner Lehrkind. Acting City Attorney Andriolo.
and the Clerk.
Ocrmmissioner Vandeventer opened the meeting with a prayer and the following proceedings were
had:
Minutes of the regular meeting held on Wednesday. 12 February 1975. were approved as read.
Report of Park Improvement Program (Bond Issue Funds and BOR)
Allen Green. Chairman of the Recreation Board. appeared before the Commission to report on the
Park Improvement Program. involving Bond Issue Funds and Bureau of Outdoor Recreation Funds. He
recommended that these funds be limited to the renovation of Lindley Park. Beall Park and Bogert
Park.
The renovation could possibly include resodding. planting of shrubs. paving in Lindley Park and
Bogert Park.
To be included in this program would be the installation of an enclosed combination
ice arena. hockey court. and municipal band stand at Bogert Pool. the removal of tennis courts at
Beall Park and the paving of the roads in Lindley Park and the area around Bogert Park. The
remodeling and relocation of restroom facilities in Lindley Park would also be included.
The intent of the renovation would be to create a passive park at Beall with low recreation use
and to increase the recreation and picnic facilities at Lindley Park and to make Bogert Park a year
around use facility.
The Commission thanked Mr. Green for attending the meeting and his extensive report.
Hearing - Flood Hazard District (Proposed) Zoning
This was the time and place set for a public hearing to consider an amendment to the Zoning
Code ereatiag the Flood Hazard District If Section 21.
The requirements .for thiS District were prepared by the Planning Staff pursuant to the minin\Um
requirem~mts of the Montana Floodway Management and Regulation Act. The ,boundaries for.,the District
are as designated in the East Gallatin-River and Upper Tributary'Flood_ Hazard Analysis.
The Planning Director gave background information on the Federal and State Requirements for
Flood Control and explained that the regulations that are being presented for hearing today were
written to meet the minimum requirements of the State.
The question arose as to whether the map prepared by the Soil Conservation Service or the map
prepared by HUD should be the one adopted into the City Zoning Ordinance. The matter will be
investigated and reported on at the next meeting.
The City Engineer explained what measures the City could undertake to have portions of the mapped
area removed from the Flood Plain.
Many interested persons were present to discuss some of the problems involved and to ask
questions in connection with the amendment to the Zoning Code creating the Flood Hazard District.
Section 21.
Following an extensive discussion. it was moved by Commissioner Taylor. seconded by Commissioner
Lehrkind. that action be deferred for a period of one week and the motion was carried by the following
Aye and No vote: those voting Aye being Commissioner Taylor. Commissioner Lehrkind. and Mayor Sedivy;
those voting No being Commissioner Vollmer and Commissioner Vandeventer.

Application for Gambling License ~ Montana (",old DuBt - 123 East Main Street
The City Manager presented an application from Thomas A. Bates of the Montana Gold Dust, 123
two (2) card tables at the Crystal Bar for the period ending 30 June 1975.

Certify Examination of Depository Securities
In compliance with the provisions of Section 16-2618. R.C.M.. 1947. Mayor Sedivy and Commissioner
Vollmer proceeded to examine the receipts of Depository Bonds and Securities held by the Director of
Finance as security for City funds deposited in Bozeman banks. It was moved by Commissioner Vollmer.
seconded by Commissioner Vandeventer. that the securities be approved and a list of these be set forth
in full in the minutes of the meeting. The motion was carried by the following Aye and No vote:
those voting Aye being Commissioner Vollmer, Commissioner Vandeventer. Commissioner Taylor.
Commissioner Lehrkind. and Mayor Sedivy; those voting No. none.

Ambulance - Dean & Janice Huffman
Gallatin County Commissioner Walter Sales. on behalf of the Gallatin County Commissioners
appeared to report on the present ambulance service and advise the Commission that the ambulance
service is suffering financial difficulties. He asked that the City of Bozeman give consideration
to increasing their support for the continued operation.

There being no further business to come before the Commission at this time. it was moved by
Commissioner Lehrkind. seconded by Commissioner Vollmer. that the meeting be adjourned, and the
motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind.
