Municipal Building. 29 January 1975, at 1:15 o'clock p.m. Present were Mayor Sedivy, Commissioner Vollmer. Commissioner Vandeventer, Commissioner Taylor, Commissioner Lehrkind. City Manager Fryslie. Assistant City Manager Wolf. City Attorney Berg and the Clerk. Commissioner Vollmer opened the meeting with a prayer. and the following proceedings were had: Minutes of the regular meeting held on Wednesday, 22 January 1975. were approved as read. Application for Raffle License - a) b) Bozeman Lions Club - Raffle 19 April 1975 Gallatin County 4-H Jr. Leaders - Raffle 1 Februarv 1975 The City Manager presented an application from the Bozeman Lion's Club. along with the required fee of $37.50. for a single raffle to be held on 19 April 1975. Upon recommendation of the City Manager, it was moved by Commissioner Vollmer. seconded by Commissioner Vandeventer. that they approve the application for the Raffle to be held on 19 April 1975. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer. Commissioner Vandeventer. Commissioner Taylor. Commissioner Lehrkind and Mayor Sedivy; those voting No, none. The City Manager presented an application from the Gallatin County 4-H Jr. Leaders. along with the required fee of $10.00. for a single raffle to be held on 1 February 1975. In concurrence with the recommendation of the City Manager. it was moved by Commissioner Vandeventer. seconded by Commissioner Taylor, that they approve the application for the raffle to be held on 1 February 1975. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer. Commissioner Taylor. Commissioner Lehrkind. Commissioner Vollmer and Mayor Sedivy; those voting No. none. Authority to Purchase Drafting Table - Approximately $1,125.00 The engineers office has a need for a drafting table and the City Manager requested authorization to purchase the Drafting Table from Phillips Book Store at an approximate cost of $1.125.00, it being the best quote submitted. It was moved by Commissioner Taylor. seconded by Commissioner Lehrkind. that authority to purchase the drafting table in the amount of $1.125.00 be approved. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor. Commissioner Lehrkind. Commissioner Vollmer. Commissioner Vandeventer and Mayor Sedivy; those voting No. none. Authority to Purchase Testing Supplies and Equipment - Waste Water Treatment Plant--Approximate1y $3,300.00 In order to improve the efficiency of the operation of the Waste Water Treatment Plant and to comply with requirements set down by Federal E.P.A. and the MOntana Department of Health and Environmental Sciences. the City Manager requested the purchase of Testing Supplies and Equipment at an approximate cost of $3,300.00. It was moved by Commissioner Lehrkind. seconded by Commissioner Vollmer. that authority to purchase the Testing Supplies and Equipment at an approximate cost of $3.300.00 be granted. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Vollmer. Commissioner Vandeventer. Commi,.$81oner Taylor and Mayor Sedivy; those voting No. none. Authority to Attend Building Official Short Course - Assistant Building Inspector - Pocatel1o, 3-7 February 1975 The Intermountain Chapter of International Conference of Building Offici41s have scheduled their I I I I I I 247 Annual Short Course to be held on Pocatello. Idaho, 3-7 February and the City Manager requested authorization for the Assistant City Building Official to attend the Annual Short Course. It was moved by Commissioner Vollmer. seconded by Commissioner Vandeventer. that the Assistant Building Official be authorized to attend the short course and, it being in the public interest. his expenses be paid from the General Fund. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Vandeventer. Commissioner Taylor. Commissioner Lehrkind and Mayor Sedivy; those voting No. none. Preapplication for Community Development Act Funds - $287,000.00 - for Acquisition of Land for Parking The City Manager presented Exhibit M-l Preapplication for Federal Assistance for Community Development Act Funds in the approximate amount of $287,000.00 for Acquisition of Land for use as off street parking facilities as part of an ov!rall revitalization project for the central business district. It was moved by Commissioner Vandeventer. seconded by Commissioner Taylor. that submission of the preapplication be approved as presented and the City Manager be authorized and directed to sign for the City of Bozeman. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer. Commissioner Taylor. Commissioner Lehrkind. Commissioner Vollmer and Mayor Sedivy; Renewal of Consulting Engineering Contracts - Thomas. Dean & Hoskins, Inc. those voting No. none. An amendment to the Agreements made the 29th day of December 1965 by and be~een the City of Bozeman and Thomas. Dean & Hoskins. Inc.. engineers of Great Falls. Montana. as amended to be binding upon the City and upon the engineers for a period of five (5) years from 29 January 1975. was presented. The engineering fees. Section III of the Agreement may be reviewed upon the request of either party. The amendments to the Contracts are for Engineering Services for Paving Improvement and Sanitary Sewer. Water. and Storm Drainage Improvements. The City Manager recommended that the City enter into an amendment to the Contracts so that engineering services can be rendered to the City for the Paving Improvements. Sanitary Sewer, Water and Storm Drainage Improvements within improvement districts that have been or may be established. Following an extensive discussion, it was moved by Commissioner Vollmer. seconded by Commissioner Vandeventer. that the Amendment to the Contracts as described above be approved and the Mayor and Clerk of the Commission be authorized and directed to sign for the City. The motion was carried by the following Aye and No vote: those voting Aye being COmmissioner Vollmer. Commissioner Vandeventer and Mayor Sedivy; those voting No being Commissioner Taylor and Commissioner Lehrkind. Reports The following reports were presented: Director of Finance Cemetery Police Judge (Annual Report) Water Collector Librarian The City Manager commented on the reports and recommended approval thereof. It was moved by Commissioner Taylor. seconded by Commissioner Lehrkind, that the reports be approved and ordered filed. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor, Commissioner Lehrkind, Commissioner Vollmer. Commissioner Vandeventer and Mayor Sedivy; those voting No. none. Adjournment There being no further business to come before the Commission at this time. it was moved by Commissioner Lehrkind. seconded by Commissioner Vollmer. that the meeting be adjourned and the motion 248 was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind.
