Re: "Black Olive" Proposal to the City of Bozeman
Dear Mayor Taylor and Commissioners:
Thank you for the opportunity to comment on the proposed Black Olive development in my
neighborhood. These are my concerns with the proposal:
- the neighborhood will undergo profound disruption during the term of construction
- the proposed structure is seriously out of character, architecturally, with the neighborhood
- auto traffic associated with the structure will exacerbate the current congestion and parking
shortage in the area, and many of us do not have off-street parking
- current residents (of the entire city) will incur increased costs for infrastructure to serve the
structure
- neighborhood residents near to the structure will lose backyard privacy.
I have three requests of the Commission. First, should this proposal be approved, I request that
the approval be conditioned on the developer's paying up front for all enhancements of streets
and sidewalks, traffic control, water, sanitary and storm sewer, and other infrastructure that will
be required to serve the structure; those enhancements should take place at the time of project
construction. Second, I request that conditions be attached to the actual construction process, to
ameliorate insofar as possible the noise, loss of parking, traffic disruption, and clouds of diesel
fumes that will inevitably be imposed on the neighborhood for a prolonged period.
Third, I request that the city impose a moratorium on considering new projects within the
downtown business zoning district, which are proposed immediately adjacent to single-family
residential neighborhoods. During the period of the moratorium, we should collectively study
this problem of inappropriate adjacency, and come up with solutions that do not unduly burden
current homeowners.
I respectively request that my comments be shared with the Design Review Board and the
Design Review Committee.
