UDC Changes for Water Continuance Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Rebecca Owens, Associate Planner Martin Matsen, Director of Community Development SUBJECT: Continue the public hearing on the Application for UDC Text Amendment 2D, Water Part I from November 7, 2016 to November 21, 2016. AGENDA DATE: November 7, 2016 ITEM TYPE: Legislative Action; RECOMMENDATION: Staff recommends that the Commission continue the public hearing to November 21, 2016. RECOMMENDED MOTION: I move to continue the public hearing on the Application for UDC Text Amendment 2D, Water Part I from November 7, 2016 to November 21, 2016. BACKGROUND: This is an Application for Unified Development Code (UDC) Text Amendment 2D, Water Part I, concerning clarification of language, modifications to landscaping and irrigation requirements for City parks and rights-of-way, and plan submittal requirements. The Zoning Commission and Planning Board will review the application on November 1, 2016, during a joint meeting. The application had not been completed on an earlier timeline with associated public hearing dates due to the Community Development Department’s need to coordinate with other City departments and ensure a reasonable progression of edits to water-related content in the UDC. The outcome of this collaboration is the decision to distribute water-related text amendments between multiple applications that allow time for more intensive changes to undergo appropriate public engagement and legal review. Therefore, this item must be continued to November 21, 2016, to provide updated noticing for the hearing. UNRESOLVED ISSUES: None. ALTERNATIVES: The City Commission has the following alternative actions available: 1. Set an alternate date for the public hearing. FISCAL EFFECTS: None identified at this time.
