SUBJECT: Adoption of Story Mill Community Park Master Plan MEETING DATE: November 7, 2016

RECOMMENDATION: Adopt the Story Mill Community Park Master Plan as presented by
staff in keeping with Bozeman Municipal Code Section 26.02.220.
RECOMMENDED MOTION: In consideration of all public input, staff presentation, and
information received to date, I hereby move to approve adoption of the Story Mill Community
Park Master Plan in accordance with the Bozeman Municipal Code Section 26.02.220.
BACKGROUND: Resolution No. 4517 approved the allocation of Trails, Open Space and
Parks (TOP) bond funding in an amount not to exceed $4,500,000 for the acquisition of park land and the development of the Story Mill Community Park. A Memorandum of Understanding
with The Trust for Public Land (TPL) delineating financial and in-kind contributions and a
purchase and sale agreement for the property were approved in December 2014.
A design consultant team led by Design Workshop of Aspen, Colorado was selected through a
competitive process in accordance with Montana State Law. The Trust for Public Land has collaborated with city staff and other partners and has paid for all consultant and review fees to
complete the master planning process to date. The public engagement process has included three
public open houses, focus group sessions, city hall online survey and audience participation
surveys, as well as a children’s playground design workshop.
The preliminary master plan was submitted for Development Review Committee (DRC) informal review in November 2015. Input from City staff from various departments, including
Public Works, Water Conservation, Police and Fire, Forestry, and Parks has been incorporated
into the final Master Plan design. The DRC passed a unanimous motion recommending approval
of the Story Mill Community Park Master Plan on October 12, 2016.
The Story Mill Community Park will provide unique and diverse park spaces, trails, and other recreational amenities for Bozeman residents and visitors. The site is organized with more active

elements on the north portion and more passive elements on the south portion, respecting the
existing natural features and wildlife habitat. The program elements of the park include:
• A two-acre “grand lawn”
• Picnic pavilions of various sizes
• Amphitheatre / performance venue
• Sledding hill
• Custom integrative playground elements
• Teaching gardens
• Interactive water feature
• Barrier-free river access
• Pedestrian bridges across the East Gallatin River
• Inter-connecting trails and trailhead parking
• Dog off-leash area
• Historic interpretation area
• Outdoor classroom pavilion
• Restored wetland boardwalks & viewing platforms
• Community Center
• Parking for up to 180 vehicles
The overall budget of the project is as follows:
Trails, Open Space and Parks bond ($4.5 million)
• Property purchase $2.65 million
• Park site infrastructure $1.85 million
The Trust for Public Land contribution ($9.455 million)
• Design and engineering $630,000
• Permits and fees $25,000
• Construction of park improvements $6,500,000
• Construction management $300,000
• Site stewardship contribution $200,000
• Proposed Community Center donation $1,800,000
TOTAL PROJECT BUDGET: $13.955 million
The next steps for the project are to complete the Phase I site plan and obtain all necessary
approvals before finalizing the construction contract documents. Bidding will be in accordance with the city’s standard competitive bidding process with TPL providing construction management and project oversight along with City Parks Department staff, as stipulated in the
MOU. Construction is expected to begin in late spring 2017 with completion by fall 2018 or
spring 2019. We will also need to complete the transfer of the former Boys and Girls Club
property via a Donation Agreement with The Trust for Public Land.
UNRESOLVED ISSUES: Funding of future street right-of-way improvements for Story Mill Road and East Griffin Avenue, beyond that which is required for Phase I improvements.

ALTERNATIVES: As Directed by Commission.
FISCAL EFFECTS: Adoption of the Master Plan will allow the project to proceed as
previously approved. Future maintenance costs are expected to be addressed in a future park and
trails maintenance district or as budgeted and approved by Commission. ATTACHMENTS: Story Mill Community Park Master Plan documents approved by the
Development Review Committee October 12, 2016.
