Talked about Veteran’s Memorial at the cemetery and how hard it is to find by following the signs – there is still a sign out on the Interstate, but the signs at Cypress and Main and others are gone. Wondering about how that could maybe be addressed. Carson Taylor suggested that Mitch Overton is in charge of Parks, Rec, and Cemeteries. Reviewed Sep. minutes. Question about correction to date from last minutes. Joe moved to accept. Ginny seconded. Motion passed unanimously. 4:33 Jessica Johnson – FYI Bozeman Beautification Advisory Board is doing Beautification Awards on Nov. 2. At Baxter, upstairs, 7:00. Winners: 320 N. Bozeman. Nov. 4 sack lunch seminar on NCOD (Chris Saunders from the Planning Dept.) Good Neighbor Committee distributing door hangers Nov. 5 in Cooper Park neighbor- hood. Info like sidewalk shoveling, parking over Christmas Break, etc. Service Saturday that day – students will distribute hangers. Discussing possible INC social holiday party. Walk This Way update – 3 nights in Sept., Ginny Cowan volunteered twice. Talked to 297 students. Friday was busiest night, Babcock and Bozeman was busiest intersection. Short term rental tactical meeting next week. Chuck Winn is coordinating. 4:50 Mike Bachich (new Community Resource Officer with BPD) Took over for Bill Klundt, who was promoted to Sergeant. Mike has been on the job for 2 ½ weeks. Was with the BPD for 6 years, a police officer for 12 years. Stats for Aug. through Oct. 10. 10,955 calls for service, only up slightly from 2015. 271 thefts last year, 260 this year. Disorderly conduct 140 last year, 100 this year. Traffic stops increasing 1617 last year, 1917 this year. 311 accidents last year, 304 this year. DUI arrests 46 last year, 86 this year. PD hired accident investigator (civilian position). Discussion about how to handle parties. Recurring problem properties – contact Mike and he will contact the landlord and management company. Can call 582-2000 – earlier is better. BPD can, at officer’s discretion, refer problems with students to the Dean of Students or to MSU Police. Question about people leaving things on the curb (mattresses, couches, etc.) Solid Waste has stopped picking up things like that because problem got out of hand. City is investi- gating how to handle this issue. 5:05 Mayor’s Updates Glad to see that the group is growing and new neighborhood associations are getting formed. Proposed maybe having strategic planning sessions with individual neighborhood groups, to help develop a sense of community for each neighborhood and to help encourage in- volvement in neighborhood associations. Doing a lot of presentations on L&J Center. Sept. 22nd meeting at Grace Bible Church – only 3 people turned up. People can get info at www.bozeman.net - link from the home page. Also www.yesforlawandjustice.org (Friends of L&J). County also has info on their web site. Or call Mayor Taylor at 600-7140. Wonderlust is doing Friday forum at the Library tomorrow at noon on that topic. 5:15 Heather Higinbotham (Energy Conservation Technician with City of Bozeman) Bozeman Energy Smackdown – effort to provide ways for citizens to save energy with no- or low-cost plans. This year, added a neighborhood competition to the program this year. Can sign up at www.bozemanclimatepartners.net/energy-smackdown. Uses an organization called “wattzon” (login to https://bozeman.wattzon.com). All neighborhood associations are entered into the system, so people can join as part of their NA when they sign up. Contest period Oct. 1 through Sept. 30 next year. Platform allows you to link your utili- ties (from NW Energy) to your account, so utility info will automatically be uploaded. Will show how your energy use compares with previous year, and how they compare with other homes. Each month, a $100 gift card prize for the household that reduces energy use most com- pared to previous year. Also two $1000 prizes (gift cards at local home improvement stores) at the end for the NAs that do the best. The web site includes suggestions for how to reduce energy usage. Will send some information out on NextDoor soon. Last year 118 people participated. 5:30 Action items Vote to recognize Flanders Creek Neighborhood Association. Held organizing meeting 3 weeks ago. Meeting was properly noticed, bylaws were approved at meeting. Boundaries Cottonwood to Baxter Creek, Durston to Oak. Two HOAs, Traditions and Flanders Creek. Jack Tyler will be representative to INC. NA has a steering committee. A little over 200 households, but a lot of construction occurring. A number of the house- holds will be rentals. NA has already interacted with the City regarding developers’ execution of the amenities that were promised, storm water handling, state of creek running along the neighborhood association. Kathy moved to approve Flanders Creek as our newest neighborhood association. Joe se- conded. Motion passed unanimously. Suggested someone from streets come to a meeting to discuss snow plowing (John Vanderlinder will attend next meeting). Will start preparing for State of Neighborhoods meeting. 5:42 Review Existence Statement, Goals Goal: Support City Sustainability efforts. Action: participate in Energy Smackdown. Maybe come up with some ideas on water conservation. Pass on info about shower head, toilet, washer rebates, irrigation (maybe NextDoor). Goal: Provide official recommendations to the City Commission. Action: Establish a process for drafting recommendations. Could use a recommendation on the short term rental issue as the first trial of the process. Draft a process to be reviewed before the next meeting. Goal: Increase # of households represented by NAs. Action: Use press releases to help make people aware, maybe have some social events to help raise awareness. Keep a progress meter / report on how we are making progress on the goal. Goal: Establish working groups. Action: Add item to January agenda to work on establishing groups. Goal: Publish quarterly press releases. Action: Establish social media accounts for INC. Review with Jessica. Make sure press release is done for new Flanders Creek association recognized. Jennifer will work with Jessica. Bob will work with Jessica on Facebook page. Goal: have social event. Activity: try to organize event on National Good Neighbor Day (September 28) Christmas social – maybe use a City facility, have the meeting and party following on Dec. 8. Bob will try to find one of the facilities that is available on Dec. 8. Neighborhood update: Eli Anselmi (Loyal Gardens dealing with condo issue). Board di- rector meeting in a week, Homeowner Association meeting early Dec. UNA’s annual meeting next Tuesday at Headwaters Academy. 6:33 No objections – meeting adjourned.
