HomeMy WebLinkAbout1974-10-30 219 Bozeman, Montana 30 October 1974 The Commission of the City of Bozeman met in regular session in the Commission Room, Municipal Building. 30 October 1974, at 1:15 o'clock p.m. Present were Mayor Sedivy, Commissioner Vollmer, Commissioner Vandeventer, Commissioner Taylor. Commissioner Lehrkind. City Manager Fryslie. City Attorney Berg and the Clerk. I Commissioner Lehrkind opened the meeting with a prayer and the following proceedings were had. Minutes of the regular meeting held on Wednesday, 23 October 1974 were approved as read. Lease to Humane Society of Gallatin County - 1 Acre of Old City Dump for Animal Shelter. Having continued action on the proposed Lease between the City of Bozeman and the Humane Society of Gallatin County for the purpose of making some necessary changes. it was again presented for dis- cussion and a final decision. Upon recommendation of the City Manager. it was moved by Commissioner Vollmer, seconded by Commissioner Vandeventer, that the lease between the City of Bozeman and the Humane Society of Gallatin County for the purpose of erecting a structure to be used as a dog pound for the humane care of animals at the premises situate in the City of Bozeman, County of Gallatin, State of Montana. compris ing of approximately one (1) acre of land be entered into for a period of ten years. and the Mayor and Clerk of the Commission be authorized and directed to sign for the City. and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Vandeventer. Commissioner Taylor, Commissioner Lehrkind and Mayor Sedivy; those voting No. none. Discussion: parking Control within Street Cleaning Districts Many interested residents and property owners within the Street cleaning Districts 6, 7, 8, and 9 were present to request reconsideration of the parking restrictions placed within the above dist- ricts and to ask that the City of Bozeman consider amending of said parking restrictions to al ternate days. A petition signed by approximately 109 persons within the Street Cleaning Districts was also presen ted . I Following an extensive discussion, it was moved by Commissioner Vandeventer. seconded by Comm- issioner Taylor, that the Commission review the Street Cleaning Districts for a period of two weeks un ti 1 Wednesday, the 13th day of November. at which time the City Manager is to submit an alternate plan for the Commission's consideration. The no parking enforcement would not become effective until a final decision has been made. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer. Commissioner Taylor. Commissioner Lehrkind, Commissioner Vollmer and Mayor Sedivy; those voting No, none. Planning Progress Report: 50-Meter Indoor Pool Mr. William Grabow, Berg, Grabow and Associates. Architect for the proposed new 50-meter Indoor Pool, appeared before the Commission to present and explain the three architectural schemes for the building of the proposed pool. Scheme 1 being an 8-1ane covered pool with estimated project cost of $640,000. Scheme 2 being a 6-1ane covered pool with estimated project cost of $590,000. Scheme 3 being 8 lanes divided to cover 4 lanes with 4 lanes outdoors with estimated project cost of $612,000. Budget fOr the total project is $600.000. In addition to project costs as estimated by the Architect. lockers and pool maintenance equipment will neet to be purchased, and some site work outside the building will be required. Following inspection of the three schemes. the City Manager concurred in the recommendation of William Grabow, that the City proceed with Scheme 2 for the building of the new 50-Meter Indoor Pool. Following lengthy discussion, it was moved by Commissioner Taylor. seconded by Commissioner Lehrkind, that the Commission accept the preliminary plans and the Architect be directed to proceed with the final plans and specifications to bid the facility with a six lane covered pool with an eight-lane I covered pool alternate. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor. Commissioner Lehrkind. Commissioner Vandeventer and Mayor Sedivy; those voting No, being Commissioner Vollmer. Request for Variance to Sign Code - Art Gallery, 214 East Main Street The request from Gregory Bombeck of the Greater Northwestern Gallery of Fine Arts for permission to hang a 70" X 45" sign constructed of 2" X 12" planking with high relief routed lettering was pre- sented. Following a discussion, the Commission concurred with the recommendation of the City Manager. 220 and it was moved by Commissioner Lehrkind. seconded by Commissioner Vollmer, that the request for the sign code variance be denied since it is a combustible sign. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Vollmer. Commissioner Vandeventer. Commissioner Taylor and Mayor Sedivy; those voting No. none. Contract Documents, SID No. 545, Sanitary Sewer - Ice Pond Road, $13 , 000.00 The Contract Documents for the construction of Special Improvement District No. 545 for the construction of Sanitary Sewer on Ice Pond Road was presented. The City Manager recommended that the I Contract Documents be approved as presented. It was moved by Commissioner Vollmer. seconded by Commissioner Vandeventer. that the Contract be approved and the Mayor and Clerk of the Commission be authorized and directed to sign the Contract for the City of Bozeman and that Mike Boylan Construction, Bozeman, be authorized and directed to proceed with the construction and that the bid security be returned to Boylan Construction. and the motion was carried by the following Aye and No vote; Those voting Aye being Commissioner Vollmer, Commissioner Vandeventer. Commissioner Taylor, Commissioner Lehrkind and Mayor Sedivy; those voting No. none. Adjournment There being no further business to come before the Commission at this time, it was moved by Commissioner Vandeventer. seconded by Commissioner Taylor. that the meeting be adjourned and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vandeventer, Commissioner Taylor, Commissioner Lehrkind.
