Municipal Building, 9 October 1974. at 1:15 o'clock p.m. Present were Mayor Sedivy. Commissioner Vollmer. Comm- issioner Vandeventer, Commissioner Taylor, Commissioner Lehrkind, City Manager Fryslie. City Attorney Berg and the Clerk. Conmissioner Lehrkind opened the meeting with a prayer and the following proceedings were had. Minutes of the regular meeting held on Wednesday, 2 October 1974 were approved as read. I Remove On-Street Parking - West side of Wallace Avenue - Lamme to Tamarack Street The removal of parking on the West side of North Wallace Avenue from East Lamme to East Tamarack Street having been delayed for a period of one week to view the site and further study the area in question was presented for action. A letter received from Mr. F. R. Rollinger requesting that parking be removed in this area was read. Mr. Rollinger was present in regard to the area in question. Following a discussion. the Commission concurred in the recommendation of the City Manager and it was moved by Commissioner Vollmer, seconded by Commissioner Vandeventer. that they approve the removal of parking on the west side of North Wallace Avenue from East Lamme to East Tamarack Street and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Voll- mer, Commissioner Vandeventer. Commissioner Taylor. Commissioner Lehrkind and Mayor Sedivy; those voting No. None. Commission Resolution No. l716j Set Date, Maturity Date and the Principal Amount SID No. 545 The City Manager presented Commission Resolution No. 1716 setting the date. Maturity Date and Principal amount of Bonds issued in SIn No. 545, entitled: A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOZEMAN FIXING THE DATE, MATURITY DATE AND THE PRINICIPAL AMOUNT OF BONDS TO BE ISSUED IN SPECIAL IMPROVEMENT DISTRICT NO. 545. It was moved by Commissioner Vandeventer. seconded by Commissioner Taylor. that Commission Re- solution No. 1716 be passed and adopted and the motion was carried by the following Aye and No vote: Those voting Aye being Commissioner Vandeventer. Commissioner Taylor. Commissioner Lehrkind, Commiss- I ioner Vollmer and Mayor Sedivy; those voting No, none. Application for Gambling Licenses: a) Scoop Bar - Card Table & Bingo Game b) American Legion - Bingo Game The City Manager presented an application from Lee Brookshire of the Scoop along with the required fee for a gambling license for the purpose of operating one card table and one bingo game at 712 W. Main Street for a period ending 30 June 1975. The Chief of Police having investigated the application was not aware of any reason to deny the application. The Commission concurred with the recommendation of the City Manager and it was moved by Commiss- ioner Taylor. seconded by Commissioner Lehrkind. that they approve the application for the issuance of a Gambling License to the Scoop for the purpose of operating one card table and one bingo game. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor. Commissioner Lehrkind, Commissioner Vollmer, Commissioner Vandeventer and Mayor Sedivy; those voting No. none. The City Manager presented an application from the American Legion, 225 East Main Street along with the required fee for operating a Bingo Game for a period ending 30 June 1975. The Chief of Pol- ice having investiaged the application of the applicant was not aware of any reason to deny the appli- cation of the applicant.Hall AI' aualll Ii 'R~- IfIUIA 'I MIRY 'fll "tllLIIU.IAJ Upon recommendation of the City Manager, it was moved by Commissioner Lehrkind, seconded by Commissioner Vollmer. that they approve the application for the American Legion Club to operate a bingo game and the motion was carried by the following Aye and No vote: those voting Aye being Comm- I issioner Lehrkind, Commissioner Vollmer, Commissioner Vandeventer, Commissioner Taylor and Mayor Sedivy; those voting No, none. Authority to Conduct Homecoming Parade - Montana State University, 19 October 1974. A letter received from Dan L. Rieder, Ass't. Director. Montana State University Alumni Assoc- iation requesting permission to stage their annual Homecoming Parade on Saturday, 19 October at 10:00 o'clock A.M. from Buttreys Parking Lot on to West Main Street and proceed down Main Street to Rouse Avenue where the parade will disband was presented. It was moved by Commissioner Vollmer, seconded by Commissioner Vandeventer, that permission to stage the parade be granted and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Vandeventer. Commissioner Taylor, Commissioner Lehrkind and Mayor Sedivy; those voting No, none. 210 Approval of Highw?y?igni.1!& Proiect - Secondary M-RS OOOs (52) An agreement between the State of Montarta Highway Department and the City of Bozeman for the purpose of constructing certain improvements on a specific highway in and through the City of Bozeman, said construction being known as Federal Aid Project No. M-RS OOOS (52), the Gallatin County Signing was presented. Said Construction will be over and upon FAS 458 beginning at the South City Limits and extending Northerly to its intersection with U.S. 191 and FAS 293 (North Rouse Avenue) beginning at its inter- section with U.S. 191 and extending northerly to the North City Limits. I It was moved by Commissioner Vandeventer, seconded by Commissioner Taylor, that the Federal Aid Project No. M-RS-OOOs (52) be entered into and the Mayor and Commission and Clerk of the Comm- ission be authorized and directed to execute the Agreements and the motion was carried by the follow- ing Aye and No vote: those voting Aye being Commissioner Vandeventer, Commissioner Taylor. Commissioner Lehrkind, Commissioner Vollmer and Mayor Sedivy; those voting No, none. Reports: The following reports were presented: Police Judge Police Chief The City Manager commented on the reports and recommended approval thereof. It was moved by Commissioner ['aylor. seconded by Commissioner Lehrkind, that the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor. Commissioner Lehrkind. Commissioner Vollmer, Commissioner Vandeventer and Mayor Sedivy; those voting No, none. Authority to Purchase Equipment for New Fire Substation - $1.293.53 The Fire Department has need for various tools and small pieces of equipment for the New Fire Substation in the approximate amount of $1,293.53 as quoted by Valley Motor Supply, theirs being the lowest and best quote submitted. It was moved by Commissioner Lehrkind, seconded by Commissioner Vollmer, that authority to purchase the above equipmem~ in the amount of $1,293.53 be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Lehrkind, Commissioner Vollmer, Commissioner Vandevente~Cbmm Taylor and Mayor Sedivy; those voting No, none. It was moved by Commissioner Vollmer. seconded by Commissioner Vandeventer, that the claims be approved and the motion was carried by the following Aye and No vote: those voting Aye being Commissioner Vollmer, Commissioner Vandeventer, Commissioner Taylor, Commissioner Lehrkind. and Mayor Sedivy; those voting No, none. Examination of Depository Securities - Change of Policy It was moved by Commissioner Taylor, seconded by Commissioner Lehrkind. that the Commission adopt a policy of designating the Mayor and one other member of the Commission to examine the Depository Securities and report their findings to the City Commission for Certification. The motion was carried by the following Aye and No vote: those voting Aye being Commissioner Taylor, Commissioner Lehrkind, Commissioner Vollmer, Commissioner Vandeventer; those voting No, being Mayor Sedivy.
