The Commission of the City of Bozeman met in regular session in the Commission Room,
Municipal Building, 17 July 1974, at 1:15 o'clock p.m. Present were Mayor Sedivy,
Commissioner Vollmer, Commissioner Vandeventer. Commissioner Taylor. Commissioner Lehrkind,
I City Manager Fryslie. Assistant City Manager Keyes, City Attorney Berg, and the Clerk.
Ornomissioner Vollmer opened the meeting with a prayer and the following proceedings
were had:
Minutes of the regular meeting held on Wednesday, 10 July. were approved as read.
Consideration of Bids - Fire Station No. 2
The Commission was referred to the opening of bids for the construction of the
new fire sub-station on South Nineteenth Avenue near Koch Street on 10 July 1974.
The commission concurred in the recommendation of George Mattson, Architect, also
concurred in by the City Manager and it was moved by Oommissdoner Vollmer, seconded
by Commissioner Vandeventer, that Bruce Anderson Construction, Bozeman. be awarded the
bid on the basis of their low bid in the amount of $148,681.00 and the alternate bid
in the amount of $2,059.00 and the motion was carried by the following Aye and No vote:
those voting Aye being Commissioner Vollmer, Commissioner Vandeventer, Commissioner
Taylor. Commissioner Lehrkind, and Mayor Sedivy; those voting No, none.
Commission Resolution No. 1688. Designating First National Bank of St. Paul as Payment
Office, Park-Rec. G.O. Bonds , $900.000.00

RESOLUTION OF CITY OF BOZEMAN, MONTANA. DESIGNATING THE FIRST
NATIONAL BANK OF SAINT PAUL, ST. PAUL, MINNESOTA, AS PAYMENT OFFICE.
designating the First National Bank of St. Paul as the place for payment of said princi-
pal and interest of the General Obligation Bonds in the amount of $900,000.00 and dated
1 January 1974 was presented.
The Commission concurred in the recommendation of the City Manager and it was moved
by Commissioner Vandeventer, seconded by Commissioner Taylor, that Commission Resolution
No. 1688 be passed and adopted and the motion was carried by the following Aye and No
vote: those voting Aye being Ornnmissioner Vandeventer, Commissioner Taylor, Commissioner
Lehrkind. Commissioner Vollmer, and Mayor Sedivy; those voting No, none.
Graf's Third Addition. Second Phase - Preliminary Plat and Annexation
The preliminary plat of Graf's 3rd Addition, 2nd Phase along with a recommendation
from the Bozeman City~ COunty Planning Board was presented.
The proposed 8.808 acre subdivision is to be divided into 18 lots ranging in size
from 11,727 sq. ft. to 32,147 sq. ft. and is located east of South Third Avenue in the
SW\, ~ Section 19. T2S, R6E, in the City of Bozeman. The Park requirements are to be
I satisfied by increasing the size of an adjoining park area to the West by the required
0.715 acres.
Following a discussion, the Commission concurred with the recommendation of the
Planning Board, also concurred in by the City Manager and it was moved by Commissioner
Taylor, seconded by Commissioner Lehrkind, that they approve the plat subject to the
following OJ nditions:

1. That notation is shown on the plat limiting access to South Third to
a double access point between lots 1 and 2, block 1, and by requiring
lot 3, block 1, and lot 3, block 2, to gain access from Graf Street.
2. That State Department of Health approval is received.
3. That 20' utility easements as shown where required by utility companies
and letters of approval as to such are received.
4. That a plat deeding the additional park requirements is filed with I
the plat of subdivision for recording.
5. Remove Annexation Certificate.
The motion was carried by the following Aye and No vote: those voting Aye being eammissioner
Taylor. Commissioner Lehrkind. Commissioner Vollmer, Commissioner Vandeventer. and Mayor
Sedivy; those voting No, none.
East Main Delegation - Concerned due to Closing of East Main Street Interstate
A delegation from East Main Street was present to appeal to the City COmmission
for a solution to the closing of the East Main Interchange to 1-90.
The City Manager stated that the resurfacing of the interstate which necessitated
this closure was a Montana State Highway Department project and therefore the City is
not directly involved.
Following an extensive discussion, it was moved by Commissioner Lehrkind, seconded
by Commissioner Vollmer, that they go on record as being deeply concerned with the problem
these people have and that they instruct the City Manager and staff to work very closely
with this delegation to see what can be done and the motion was carried by the following
Aye and No vote: those voting Aye being Commissioner Lehrkind. COmmissioner Vollmer, I
Commissioner Vandeventer. Commissioner Taylor, and Mayor Sedivy; those voting No. none.
Authorize Call for Bids, Tennis 00urt Surface Material
Plans and specifications for the supplying of playground pavement sealer and tennis
court resurfacing and color coating materials was placed before the Commission.
The City Manager recommended that the plans and specifications as presented be
approved and that a "Call for Bids" for the materials be authorized with an opeliting
date of 7 August 1974. It was moved by Commissioner Vollmer, seconded by Commissioner
Vandeventer, that they concur in the City Manager's recommendation and authorize and
direct the Clerk of the Commission to publish a "Call for Bids" with an opening date
of 7 &ugust and the motion was carried by the following Aye and No vote: those voting
Aye being Commissioner Vollmer, Commissioner Vandeventer. Commissioner Taylor. Commissioner
Lehrkind, and Mayor Sedivy; those voting No, none.
Authority to Conduct Chamber of Comme~ce Sidewalk BaZaa~ - 19 July 1974
It was moved by Commissioner Vandeventer. seconded by Commissioner Taylor. that
authority for the merchants of Main Street to hold their annual Sidewalk Bazaar on Friday.

The City Manager reviewed the proposed budget for the fiscal year ending 30 June
1975, and Ordinance No. 949 was presented. entitled:

THE FISCAL YEAR ENDING 30 JUNE 1975.
It was moved by Commissioner Lehrkind, seconded by Commissioner Vollmer, that Ordinance
No. 949 be provisionally passed and adopted and 7 August 1974 be set as the date for the
public hearing and the motion was carried by the following Aye and No vote: those voting
Aye being COmmissioner Lehrkind. COmmissioner Vollmer. Commissioner Vandeventer, Commissioner
Taylor, and Mayor Sedivy; those voting No, none.
License Bonds - Bud's Neon Sign COntractor $2,000.00
Bozeman Sand & Gravel - Building Demolition $2,000.00
I In compliance with Chapter 14 of the Bozeman Municipal Code, the sign contractors
b6nd of Bud's Neon in the amount of $2,000.00 and building demolition bond of Bozeman
Sand and Gravel in the amount of $2,000.00 was presented. The Building Inspector had
approved the certificates and the City Attorney approved the bonds as to form. It was
moved by Commissioner Vollmer, seconded by Commissioner Vandeventer, that the bonds be
approved and the motion was carried by the following Aye and No vote: those voting Aye
being Commissioner Vollmer, Commissioner Vandeventer. Commissioner Taylor. Commissioner
Lehrkind. and Mayor Sedivy; those voting No, none.

The City Manager commented on the reports and recommended approval thereof. It was
moved by Commissioner Vandeventer, seconded by Commissioner Taylor, that the reports be

I Proclamation - Holstein Dairy Week. 21-26 July 1974
Mayor Sedivy announced his proclamation of 21-26 July 1974 as "Holstein Dairy Week"
and encouraged all citizens to participate in this observation culminating in a Holstein
Show and a Holstein Sale on 26 July 1974. It was moved by Commissioner Taylor, seconded
by Commissioner Lehrkind, that they concur in the Mayor's proclamation of Dairy Week and
the motion was carried by the following Aye and No vote: those voting Aye being Commissioner
Taylor, COmmissioner Lehrkind, Commissioner Vollmer, Commissioner Vandeventer. and Mayor
Sedivy; those voting No, none.
