Parking Services BOZEMAN PARKING COMMISSION RESOLUTION 2016-02 A RESOLUTION OF THE PARKING COMMISSION OF THE CITY OF BOZEMAN, MONTANA, THAT ACCEPTS AND SUPPORTS THE IMPLIMENTATION OF BOZEMAN PARKING COMISSION'S GUIDING PRINCIPLES AS PRESENTED IN THE 2016 PARKING REPORT AND PLAN. WHEREAS,pursuant to city Resolution 3803, the Bozeman Parking Commission has jurisdiction over three parking districts: the downtown B-3 Zoning District, the Montana State University Residential Parking District, and the Bozeman High School Residential Parking District; and WHEREAS, Sect. 7-14-4622(7), MCA, authorizes the Bozeman Parking Commission, having been vested the authority by the Bozeman City Commission,to"regulate on street parking when it remains in use, in coordination with off street parking, subject to traffic regulations imposed by the state;"and WHEREAS, Sect. 7-14-4628, MCA, authorizes the Bozeman Parking Commission to issue regulations for on street parking related to the determination of parking locations,variable parking durations,variable parking rate schedules, and enforcement policies and procedures; and NOW,THEREFORE, BE IT RESOLVED That the the following Guiding Principles encourage the use of parking resources to support economic development goals and to effectively serve the diversity of customers and visitors using the downtown Bozeman. These Guiding Principles shall establish a basis for consensus and provide near- and long-term direction for parking management in the downtown Bozeman. These Guidelines are: FINANCIAL VIABILITY All parking operations must be financially sustainable. 1. CITY ROLE AND COORDINATION a) Accommodate customers and visitors downtown and residents and guests in neighborhoods. Employee parking should be led by the private sector and through partnerships where the City can reasonably participate (financially or programmatically). b) Centralize management of public parking to ensure optimal use of its supply. This will be led by the Bozeman Parking Commission and managed within the Parking Services Division. c) Ensure that a representative body of affected private and public constituents routinely informs decision-making. d) Coordinate parking in a manner that supports the unique character of emerging downtown districts and neighborhoods. Manage parking to best support the Unified Development Code (UDC) zoning designation. 2. PRIORITY USERS a) Preserve the most convenient on-street parking for priority users; the short-term trip (downtown) and residents/guests (neighborhoods). 3. FICTIVE CAPACITY MANAGEMENT a) Use the 85% Rule as a parking occupancy standard to inform and guide decision-making. b) Supplies in excess of the 85% Occupancy Standard will require best-practice strategies to minimize parking constraints. c) Encourage shared parking in areas where parking is underutilized. This will require an active partnership with owners of private parking supplies. d) Create capacity through strategic management of existing supply (public and private), reasonable enforcement, integrating parking with alternative modes, and new supply. 4. INFORMATION SYSTEMS Supply-based a) Implement performance measurements and reporting to inform decision- making. Customer-based a) Provide an "access product" that is of the highest quality to create a safe and positive customer experience. b) Improve existing, and create new, information resources for use by the public and private sectors (e.g., outreach, education, maps,websites, etc.). c) Expand the existing way finding system that links parking assets and provides directional guidance, preferably under a common brand/logo. 5. INTEGRATION WITH OTHER MODES a) Encourage increased use of alternative modes, particularly by employees to free up parking capacity. b) Increase bike parking(on and off-street) to enhance the broader bicycle network. c) Explore remote parking locations and transit/bike connections to minimize the need for new parking structures. 6. PLANNING FOR FUTURE SUPPLY a) Ensure that the City is ready to respond to growth, and recognize that funding will require a varied package of resources and partnerships.
